Mexico City, Mexico (CNN) -- As more governments approve same-sex marriage laws, officials here are hoping to attract a growing part of the tourism market: gay honeymoons. (...) "We hope that many same-sex couples who get married around the world spend their honeymoons here," says Alejandro Rojas, the city's tourism secretary. In July, the city opened an office aimed at catering to gay tourists that officials describe as the first of its kind in Latin America. "We are a very tolerant, liberal, avant-garde city," Rojas says. (...) The annual economic impact of lesbian, gay, bisexual and transgender travelers is about $63 billion in the U.S. alone, according to Community Marketing, Inc. of San Francisco, California. The secret services must become more transparent if they are to halt the spread of damaging conspiracy theories and increase trust in the Government, claims a leading think tank. A Demos report published today, The Power of Unreason, argues that secrecy surrounding the investigation of events such as the 9/11 New York attacks and the 7/7 bombings in London merely adds weight to unsubstantiated claims that they were "inside jobs". It warns of the dangers posed by conspiracy theories � from hindering counter-terrorism work by reducing public trust in the Government, to encouraging new alliances between extremists based on such theories � and recommends the Government fight back by infiltrating internet sites to dispute these theories. Jamie Bartlett, the author of the report, said: "Less-secret services could make Britain safer. The more open the Government is, the harder it is for extremist groups to make stories out of silence." The Royal United Services Institute warned last week that the UK may soon face a new wave of home-grown terrorists, when criminals who have been targeted by jihadists while in prison are released. Demos also recommends that the National Security Council publish an annual report of its proceedings and that it makes details of counter-terrorism investigations available to selected individuals. A Home Office spokesman said: "The Government has prepared the groundwork in being more open by having a review of counter-terrorism powers."

ISRAELIS KEEP OUT: A sign posted at a guesthouse in Thailand In Nyaung Shwe, a tiny town in the middle of Myanmar, my native guide Chris is dropping jokes over pitchers of Mandalay beer. �Why does Israelis��he�s already laughing��Why do they have such big noses?� I beat him to the punch line: �Because air is free.� Amazement, then a laugh from my new friend. �So you hate them too?� After backpacking around Southeast Asia, I know it�s not just Chris who has a problem with Israelis. In Thailand, at the Bella Bella Guesthouse, just one block from Bangkok�s tourist-thick Khao San Road, the management apologizes for not serving Israeli patrons. According to the sign taped to the front desk, �We have many problem with them.� Israelis� reputation in North America isn�t much better. Ask anyone who�s spent time among Israelis�be it traveling, doing business, or, say, buying a digital camera at a Manhattan electronics shop�and they�ll tell you it�s common knowledge that Israelis are, well, shmucks. Many American Jews will drop snarky asides about Israeli bad behavior, but tell them about the Southeast Asian hostels that prohibit Israelis and the mockery gives way to solidarity. Like me�a Catholic-raised Jersey boy�American Jews see �no Israelis� and think �no Jews.� But while for many people this anti-Israelism evokes the �restricted� hotels and country clubs of pre-WWII America, most Israelis couldn�t care less about it. In fact, many even seem to take a bit of good-spirited pride in their infamy. The question, then, is this: Why are Israelis such dicks? And why doesn�t their bad reputation bother them? I interviewed the Israelis I met in Southeast Asia. And when I got home, I spoke to anthropologists, sociologists, and shrinks. Five explanations stood out from all the others: Explanation #1: Israeli tourists are colonial oppressors Daria Maoz, a Ben Gurion University anthropologist who has studied Israelis traveling in India, argues that a hierarchical relationship between Israeli tourists and Asian hosts creates a neocolonial dynamic that angers the locals. Dayan says that the anti-Israeli sentiment on display in the hostels of the region is really just an expression of class resentment. That dog won�t hunt. Israelis know they�re being singled out from among tourists of all other nationalities. Most of them also say that they�ve brought it on themselves with their greediness and rudeness. Explanation #2: Israelis look Western but act like Arabs According to Jonathan, a 33-year-old Jerusalem native I met in Cambodia, his compatriots suffer from a kind of cultural cognitive dissonance: �You must remember,� he explained, �we are not Europeans. We are Arabs.� Asians, Jonathan posited, have come to expect a certain kind of behavior from Western tourists, behavior based on European customs. To them, Israelis look like Westerners but act like Arabs, and are therefore judged unjustly. Yes, Israeli culture owes much to the Arabs. Think of how both groups incessantly cry �Jalla!� or the way they press their thumbs to their middle and index fingers to tell you to hold on a damn second. Still, Westerners from T.E. Lawrence to Bernard Lewis have agreed that Arab culture, with its effusive greetings and ritualistic hospitality, elevates graciousness to an art form. There's no passing the buck to Arabs on this one. Explanation #3: In Israel, etiquette is for the weak. Today�s Israelis are socially clueless because the nation�s early settlers saw �little value in the codes of social etiquette.� According to Tami Lancut Leibovitz, the founder and president of the Israeli Institute for Etiquette and Manners, to understand Israeli rudeness one must understand doogri, which translates from Hebrew as �to tell you the truth.� Leibovitz claims that for early Zionists, �a certain �roughness� and practicality of spirit came to be viewed as ideal personal traits.� In Bangkok one night, I asked Martin, a 37-year-old manager of the travel agency in the Greenhouse, an Israeli-owned Bangkok hotel, if Leibovitz was onto something. He thought she was. �In Israel, talking softly means that you�re not feeling well, or that you�re weak.� Explanation #4: No one wants to be a frayer. The Hebrew word frayer is translated as �sucker� or �patsy.� For many Israelis, Jewish history is one long episode of collective frayer-hood�one trauma after the next in which the Jew plays history�s patsy. That long episode of losing didn't end until the creation of the modern state of Israel�the ultimate embodiment of the guile to which many Israelis now aspire. �Israelis never want to come out of a situation being the loser, the sucker, regardless of the amount that is being haggled over,� says Martin. �As a result, sometimes they come across as being stingy.� Explanation #5: Boot camp encourages bad manners. For the Israeli military, as we all know, every encounter is an existential threat�or so goes the institutional logic, anyway. Lose once, and the gig is up. Because failure is simply not an option, doogri is a must. And since the military is the great solvent of Israeli society, the one place where Israelis of every background interact with one another, it makes sense that the ethos and culture of the IDF would influence Israeli society in general. Putting it all together Take the early Zionist environment Leibovitz described, the Middle Eastern milieu Jonathan mentioned, the frayer phenomenon Martin told me about, then season it all with the cultural influence of the Israeli military, and perhaps now we�ve stumbled upon the recipe that has produced the infamous Israeli jerk. Suddenly, the rudeness and the frenetic need to �win� even the most mundane social encounter begin to make sense. But this still doesn�t explain why Israelis are so complacent about how they are perceived, at moments when American Jews acutely feel the historical sting of this new anti-Israeli-ism. The answer may come from a New York University psychologist named David Aronson, who argues that minority groups such as Jews experience what Aronson calls �the stereotype threat.� Members of these groups regularly modify their behavior out of fear of confirming negative stereotypes. Aronson has published studies showing that black math students waste time repeatedly rechecking answers to simple questions for fear that a mistake will confirm a white teacher�s assumption that black people aren�t smart. Aronson describes his own experience of the Jewish stereotype threat. A non-Jewish acquaintance once asked Aronson why Jews were so rich. An offended Aronson pointed out that he and his wife, both Jewish, were not rich. This conversation happened over lunch, and when the check came, Aronson found himself in a quandary. Should he pick up the tab? If he did, would he be playing into the stereotype of Jewish richness? But if he didn�t, wouldn�t it prove that he��they��were stingy? Minorities, including American Jews, make small adjustments on a day-to-day basis in their interactions with members of the majority. So why don�t Israelis feel the pressure of the �stereotype threat�? Why aren�t they mortified by the increasingly popular stereotype of the pushy, money-grubbing Israeli? Why aren�t they enraged by the signs excluding them from tourist establishments? The answer, ultimately, may lie in something Martin said to me. In an ostensibly minor choice of words, almost a slip of the tongue, as he spoke of Jewish history Martin distinguished Israelis from �the Jews.� Not other Jews. The Jews. That one-word distinction, which came so naturally to Martin, resonates with 60 years of Israeli history and 120 years of Zionist history. In the 1911 article �Instead of Excessive Apology,� Vladimir Jabotinsky, the founder of the revisionist Zionist movement, wrote: �We do not have to apologize for anything. We are a people as all other peoples; we do not have any intentions to be better than the rest. We do not have to account to anybody. We are what we are, we are good for ourselves, we will not change, nor do we want to.� Jabotinsky�s tough talk was less a reflection of the realities of his own day than a dream of how the Jew of the future might think and live. Only then would Jews escape the horrible circularity of their history, with its endless passage from settlement to pogrom to dispersion and around again. Only then would they be relieved of the pathologies of exile, the spiritual and psychological malaise that many Zionists saw as the greatest violence of Jewish history, more destructive than any pogrom. Raised in their own land, speaking their own language, Israelis have freed themselves from the anxious self-monitoring still experienced by the Jews of the Diaspora. The Jews of Israel have learned to stop apologizing. Early Zionists would have taken great pleasure in knowing this day would arrive. Perhaps we should take some pleasure in it, too.

MIGRANTS COMING TO BRITAIN ARE LIKELY TO END UP MISERABLE

IMMIGRANTS flooding Britain in search of a better life are likely to end up miserable, research shows. A leading sociologist says they �may well be disappointed when they arrive� in the UK. A staggering 182,000 refugees poured into Britain last year on the promise of better jobs, free housing and healthcare. But Dr David Bartram, who carried out the study, said the grass is not always greener. He added: �Life as an immigrant in a wealthy country can be very hard. �The study of happiness tells us that people do not gain greater happiness from earning higher incomes, which suggests that migrants might be mistaken in believing that they will be better off. �It works out that migrants are less happy than natives. �They expect to be happier by virtue of earning the greater incomes in a wealthy country, but they end up wanting even more after they get there. �Even after an increase, migrants find it difficult to feel satisfied with their incomes, just like the rest of us.� Dr Bartram reckons the results of the study carried out by Leicester University could deter other foreigners from flocking to Britain. He said: �Perhaps the research could help potential migrants attracted by wealthy-country income prospects to develop a better understanding of what life as an immigrant would really be like."

A COUNCIL has shut down a pub after gipsies rode FIVE HORSES into the bar - causing mayhem among locals. More than 100 travellers descended on the Cross Keys pub in Erith, Kent, on August 15, and five of them simply rode their horses through the bar doors in a bid to get a drink. Police licensing officer PC Eddy Boston showed CCTV evidence of female gipsy riding her horse into the pub at an earlier incident in June, saying it had become a 'regular occurrence'. He said that there had been reports of horses being ridden into the pub in April, June and July, but that in August FIVE horses were ridden in as the travellers congregated at the pub. He told Bexley Council's licensing sub-committee - which decides whether pubs keep their licences - last Friday that the travellers had also caused chaos on the roads outside the pub by racing ponies and traps along the High Street. The council committee decided to revoke the licence from landlord Derek McKenzie, who told the panel that he felt he had 'the situation under control'. Mr McKenzie, 68, said that the horses were in the pub for 'a matter of seconds' before he shooed them out and told the riders not to ride into his pub 'like a cowboy'. But bosses on the council - after being shown CCTV footage of a female traveller riding into the pub - ordered that his licence was revoked because he 'could not control the situation'. PC Boston said problems with the council's CCTV system prevented him showing the incident on August 15 which led to the pub's closure, but showed film of a similar situation at the pub in June, where a woman is seen riding a horse into the pub. PC Boston said that he had asked the landlord is he needed help with the travellers in June, but was told by Mr McKenzie that he could 'handle the situation'. Asked why he had not ordered the 100 plus travellers to leave, Mr McKenzie said he was worried they would 'smash his pub up'. Mr McKenzie's barrister Steven Whale said the police and council had powers to stop the horses racing in the High Street, but had chosen not to take any action. Mr McKenzie offered extra conditions to keep his licence but the sub-committee said they had no confidence they would be kept and revoked his licence. Punters at the pub spoke of their shock when they saw the horses come straight in through the front door of the pub. One, who did not want to be named, said: "It was like being in the Wild West. "One moment you're sitting down having a pint and bag of nuts and then some horses come in through the door with gipsies sat on top of them. "It was one of the oddest moments of my life, I have to admit and I had to check someone hadn't spiked my drink - it was complete mayhem." Local Ian Clarke, 43, said: "When the travellers come here in summer the pub is just packed out with them. "Normally it's ok, but this year it's been a nightmare what with the ponies and traps racing up and down the road and the horses ending up at the bar when you're trying to get served." Reviews on popular website Beer in the Evening are less than complimentary about the pub, with one reviewer saying 'Bad place. Only barmaid worth talking to was a biker chick - lovely woman. "And the other who didn't answer in grunts. Other than that a scary place." Another wrote: "Well is you ask me I wouldn't let my dog walk in that pub alone, let alone myself. The windows are yellow, it has still got its Christmas decorations up (in June) and the beer is rank." Yet another wrote: "Bar staff slightly moronic, but friendly as long as you don't overdo the diction."

A 31-year-old Cambridge man who allegedly "groomed" his victims through his dating or friendships with their mothers has been charged with sexually abusing four boys. Jeffrey Iverson Jr., a helicopter pilot, reportedly impressed one boy with rides. He bought others presents, and acted as a big brother, according to criminal complaints filed this week. Prosecutors said Iverson exploited weaknesses in the boys' relationships with their parents. The mothers trusted him, letting Iverson spend time with their children after they stopped dating, the complaints said. He even started a business that was advertised as a Christian-based service provider for abused children that "gives a safe location to do childhood activities." Iverson has been charged with five counts of felony first-degree criminal sexual conduct.

In cases involving sexual abuse of children, it's not unusual for a male perpetrator to "groom" his victims, Young said. The perpetrator will build a trusting relationship with the child and "give them things they might not be getting in life," he said. "This is what creates confusion in the child," he said. "They trust the person and wonder why they would hurt them." The grooming also involves pushing boundaries about sex with the victims, Young said. The perpetrator may expose the victim to pornography or inappropriate sexual acts, taking that step to determine if it offends the victim, he said.

(AP) LIMA, Peru (AP) - Peru's justice minister on Thursday accused American activist Lori Berenson of using her 15-month-old son to try to win sympathy as she was taken back to prison after an appeals court struck down a decision granting parole. The 40-year-old from New York surrendered to police Wednesday after the ruling, and she was later led into a courthouse lockup holding her son, Salvador, in her arms. Justice Minister Victor Garcia Toma told reporters the decision to publicly display the boy while being taken into custody "should have been avoided, and certainly a baby can't be used to create a masquerade of victimization." Her husband and lawyer, Anibal Apari, dismissed the criticism, saying Berenson happened to be with her son at a meeting at the U.S. Embassy when her arrest order was announced. He said there are people in Peru, including some in high-ranking positions, who are trying to encourage a hostile climate toward Berenson. "Whatever she does, there are always going to be people who regrettably hold court in the media, who feed a climate of confrontation and ill will toward Lori," Apari told The Associated Press. Berenson has served nearly 15 years of a 20-year sentence for aiding leftist rebels after being convicted of terrorist collaboration. She recently publicly apologized for her actions, saying she hoped to be free to focus on raising her son. Berenson has been widely disliked among Peruvians for collaborating with the Tupac Amaru Revolutionary Movement, and her release on parole was unpopular. The appeals court annulled a May decision granting parole, saying the lower court had not received proper police verification of the address where Berenson would be living upon her release. Deputy Justice Minister Luis Marill told the Lima TV station Canal N that once Berenson's address is properly registered and verified, the appeals court will also consider the argument by prosecutors that Berenson was prematurely granted parole after 14 years and five months in prison, instead of the required 15 years. In Washington, State Department spokesman Charles Luoma-Overstreet said the U.S. government "will continue to follow her case and make sure that she is being treated well and fairly."
