Default Here's Another Method

If you manage to remove the seal without damaging it, you can modify the meter in several ways.
First off, wear some insulated rubber gloves when working with your meter. No doing so could get you killed.
To reconnect your power and have the meter show no power going through it, take some 8 gauge solid copper wire and connect the both top clips inside the meter box to the lower clips. The clips are where the meter plugs into.
Only connect them vertically. What you are doing is making the circuit the meter makes thus allowing power to flow into your house.
Once you have made the two connections, put the meter back in and don't forget the reinsert the two plastic or rubber insulators.
Reconnect the seal and you'll have power but the meter will now show any power usage.
If your electric bill is too high and you'd like to reduce it by about 80%, follow the above instructions but DO NOT use the insulators. They won't be there because your power has not been turned off yet.
The most difficult thing about the procedure is preserving the seal so the meter does not look like it was tampered with.
