Star Navy quarterback Owens charged with raping mid

Navy's starting quarterback was charged yesterday with raping a female midshipman on Jan. 29 in the academy's dormitory.


In addition to the rape charge, Midshipman 1st Class Lamar S. Owens Jr. also is charged with wrongfully entering the victim's room and engaging in sexual conduct. A third count charges him with indecent assault "by kissing her mouth, with intent to gratify his sexual desires."

Midshipman Owens, Navy's captain and most valuable player, was honored last week with the Silver Helmet Award at a banquet sponsored by the Touchdown Club of Annapolis.

Word of the charges sent shock waves through the Naval Academy this morning.

"Anytime an alleged event like this occurs, it is a blow for the Brigade (of Midshipmen) and the academy family," academy spokesman Cmdr. Rod Gibbons said.

Midshipman Owens remains enrolled at the academy pending the investigation, and is attending classes, Cmdr. Gibbons said.

"The academy has assigned the victim a personal advocate and we are doing everything possible to protect the victim and to prevent contact between the accused and the victim," Cmdr. Gibbons said.

Cmdr. Gibbons said that Midshipman Owens was not available for comment.

The academy declined to release the name, class or any other information about the victim.

Cmdr. Gibbons said the case was investigated by the Naval Criminal Investigative Service and has gone to an Article 32 investigation, which he compared to a grand jury investigation in civilian courts.

Vice Adm. Rodney P. Rempt, the academy's superintendent, will review the report and determine what action to take, which could range from no punishment to a court martial.

An Athletic Department spokesman said this morning that neither Athletic Director Chet Gladchuk nor head football Coach Paul Johnson would comment on the case.

Midshipmen Owens is known for being religious, and when he appeared at the Touchdown Club to receive his award last week, he quoted scripture and humbly accepted the honor before about 500 prominent citizens that included Gov. Robert L. Ehrlich Jr. and House Speaker Michael E. Busch.

The Savannah, Ga. native was described in the evening's program as being 5 foot, 9 inches tall and weighting 185 pounds.

Efforts to reach his family and his pastor were unsuccessful.

Under the Uniform Code of Military Justice, rape carries a maximum sentence of "death or such other punishment as a court-martial may direct," but Cmdr. Gibbons said it was premature to comment on sentences Midshipman Owens faces.

The senior came to the fore this season when he directed an offense that averaged 34.2 points per game and a national-best of 319 yards rushing.

He also received the E.E. "Rip" Miller Award, which is presented to the season's most valuable player, as selected by his teammates.

The Naval Academy has about 4,200 midshipmen, 780 of them are women.

A federal task force released a study in August that found that female students at the Naval Academy often face hostile attitudes and inappropriate treatment.

In a 2004 Department of Defense report, 21 Naval Academy women reported being raped, compared with 20 at West Point and 23 at the Air Force Academy.

Cmdr. Gibbons said the academy has no tolerance for sexual harassment and assault, and offenders will be prosecuted.

In 2001, three former academy football players agreed to resign from the school to avoid being tried on charges that they raped a classmate.
