That is only one part of the law. The other part, which is generally more applicable, pertains to copyrighted material which is used without circumvention.

As most laws these days it is extremely vague and if it ever went to court it would be up to the interpretation of a jury as to whether you violated it or not.

People with beliefs like ours don't fare well with juries.
