And that puts to question whether or not they are "European" in the sense that France, Spain, Italy and England are?

By instinct, really? That's probably the biggest bunch of shit I've heard so far.

Perhaps the reason being that Germany saw no desire to rule over the French, English, Italians and Spanish are because they are the only ones who recognised a cultural affiliation with the above mentioned nations. The cultural differences between Eastern Europe and Germany are fundamental where as the differences between the above mentioned nations are distinctively less.

Perhaps Germany's desire was never to weaken Western Europe, which is why it was Europe's biggest defender against Muslim invasions, while the former above mentioned "European nations" spent their time colonising other continents and breeding with their oompa loompa locals.

Perhaps the East provided such a large mass of uninhabited land, that living space could be obtained there at no loss to Central and Western Europe. Unlike the four nations mentioned above, who for a long time found pleasure in weakening the rest of Central and Western Europe, Germany never showed such an interest in it.

But if this be your qualification to be considered "European", I suppose Germany will never be European enough for the likes of you.
