WTF is it?

Back in the 1970's I and a lot of other people saw something weird in the night sky that none of us were ever really sure what it was. Something that began as a filmy, nebulous, cloud, and turned into what looked like a large, glowing, blue-green ball or orb, that remained in the sky for 20 minutes or more. Did not move, and slowly grew dimmer until it eventually disapperared. It looked like this:

At the time, people were reporting seeing these things in different locations in the region where I live. Some reported them being other colors than the blue-green hue of the one that I saw.

Some people thought that they were UFO's (at the time I did). There were reports that the government was conducting "atmospheric tests" - but I live in rural Alabama (Walker County) and there are no nearby military or Air Forces bases in this area.

It did not look like a weather balloon, weather balloons don't usually start off as a filmy vaporous cloud and turn into a brightly glowing blue-green ball.

It has always puzzled me as to eactly what it was that I saw, and why people were seeing these things - what was the government doing?

Has anyone else ever seen anything similar to this and does anyone have any idea of what was going on? This would have been about 1974 or so when this occurred.
