Default Frederick Co. Deputies Kill Down Syndrome Theatergoer, Ruled Homicide

FREDERICK, Md. — The Frederick County Sheriff’s Office says the death of a mentally disabled man in police custody has been ruled a homicide.

Cpl. Jennifer Bailey said Friday that the state medical examiner determined that 26-year-old Robert Saylor of New Market died of asphyxia Jan. 12.

Bailey says he died after resisting arrest by three deputies at a Frederick movie theater. An employee had called police because Saylor wouldn’t leave his seat after a movie.
Bailey says Saylor cursed at the deputies. She says he became medically distressed while they were escorting him in handcuffs from the theater.

Bailey says the evidence will be given to the state’s attorney’s office for review after the investigation is complete.

Meanwhile, all three deputies remain on regular duty.

Homicide doesn't even put them on a "suspension" or anything? Not really that surprising, but it is a bit.

My real question is, though, who let their 'tard go to the movies alone? Don't they need someone watching them 24/7?

From what I read elsewhere, he had a companion. They'd gone to see Zero Dark Thirty, and he apparently liked it so much he wanted to see it again--immediately. So he just stayed in his seat. The staff foolishly involved the police, and things went downhill rapidly.

I used to work with kids afflicted with Down's syndrome. They're not as dumb as people might think.

from the comments section:

I am a behavior specialist who works with developmentally disabled adults. We are trained to physically intervene with aggressive clients by using SCIP-R (Strategies for Crisis Intervention - Revised) interventions. We are trained to do no physical interventions on people with downs syndrome. There are special precautions for individuals with Down’s Syndrome. Relating to their particular physiognomy there are a potential risks when using SCIP–R interventions. Persons with this congenital disability typically have broad, flat faces and noses and short necks with smaller oral cavities, yet larger tongues. This may result in a compromised air exchange, interfere with oxygen intake, and enhance the possibility of asphyxia, if such individuals are held face down. Respiratory difficulties can be further accentuated if the person is agitated and struggling. Another known abnormal feature of Down’s Syndrome is the increased potential for dislocation of the first cervical vertebrae, which is near the respiratory control center. Excessive pressure applied to the region of neck could result in the dislocation of the vertebrae and inhibit breathing. http://itsacademictutoring.com/index.php/more-info...

Too right. It's funny how the citizenry are so untrustworthy as to require cameras in every public (and private-public) place, as well as to monitor them via their private communications such as their Internet and phone use, yet the government's uniformed killers are only surveilled visually if they're directly in front of one of their cars, and only surveilled audibly within range. They have walkie-talkies on them at all times, most sitting on their shoulder right next to their mouth. How hard would it be to affix hardware to that walkie-talkie that recorded everything?

Not very hard at all is the answer for those of you that aren't technologically-inclined.

Edit: in fact, I propose that taxpayers, as those who pay the wages of these pigs, deserve to be freely informed of their activities in as much detail as possible while they're on the clock. Apparently we're only good enough to pay for things, not make actual decisions about our money.
