Bill Criminalizing Gay Propaganda Rejected by Russian Parliament



Sign from the government or manipulation?



An anti-gay bill supported by the Communists, the Liberal Democrats and the Fair Russia party was rejected yesterday in first reading by the Russian parliament. The major ruling party United Russia did not vote for it.



As a result, the 90 votes supporting the bill that would introduce criminal responsibility for propaganda of homosexuality did not meet the minimum 226 votes required by the law on State Duma.



The bill was initiated in 2007 by Alexander Chuev, a former deputy of the Fair Russia party.



It suggested depriving those who “openly demonstrated a homosexual way of life and a homosexual orientation” of the right to hold posts in educational establishments or in the army for a term from two to five years.



In the past few years, Mr Chuev also failed to convince the parliament in a first attempt to re-criminalize homosexuality.



Mr Chuev is no longer a Member of Parliament after he missed a few votes to get re-elected in December 2007.



Speaking from Moscow, Nikolai Alekseev, Chief organizer of the Slavic Pride said:



”The bill that was rejected today by the parliament is already 2 years old. It was already clear in 2007 that the parliament had no desire to support it.



“The real question today is to understand the motives of the parliament to put it in the vote one week before the Slavic Pride and the Eurovision.



“Is it a signal that the Federal authorities want to send to the Mayor of Moscow or is it just an attempt or manipulate the western media? We will soon know.”



Mr Alekseev further explained that with parliament rejecting this bill against propaganda of homosexuality, it is likely that the Constitutional Court follows their request to cancel a similar law that is in force in the region of Ryazan.
