State emergency center activated to monitor Milwaukee
Ex-officer not charged in fatal Milwaukee shooting

MILWAUKEE - The Wisconsin Department of Military Affairs has activated its emergency operations center after it was announced a former Milwaukee police officer who shot and killed a man in April won't face criminal charges.

The emergency operations center was opened Monday to monitor the situation in Milwaukee.

Its opening comes hours after Milwaukee County District Attorney John Chisholm announced he would not file charges against former officer Christopher Manney in the killing of Dontre Hamilton.

Tod Pritchard at the Emergency Operations Center told News 3 they are at "Level 3" which is a minimum staffing level where key agencies are in their center. He said, at this point, they are monitoring and communicating between the Milwaukee Police Department, Milwaukee Sheriff's Department and the National Guard.

The emergency operations center will coordinate activities between any affected state agencies.

Gov. Scott Walker said last week he would call up the National Guard if there is any violent reaction to the prosecutor's decision. Police arrested 74 protesters Friday who blocked rush hour traffic on Interstate 43 in Milwaukee.

Dozens protest no-charging decision in Milwaukee



MILWAUKEE - Several dozen protesters are taking to the streets of Milwaukee to demand justice for Dontre Hamilton.

Milwaukee County District Attorney John Chisholm said Monday that former Officer Christopher Manney won't be charged in Hamilton's death because he shot the mentally ill man in self-defense. Hamilton died last April, after Manney shot him 14 times.

Protesters marched through downtown Milwaukee on Monday afternoon.

They were chanting "Who's streets? Our streets," and "Arrest the police."

Manney is at least the third white police officer to avoid charges in the past month after a confrontation that led to a black man's death.

MILWAUKEE - The American Civil Liberties Union of Wisconsin says it regrets a prosecutor's decision not to charge a former Milwaukee police officer who was involved in a fatal shooting in April.

ACLU of Wisconsin Executive Director Chris Ahmuty says the decision not to charge former Officer Christopher Manney leaves a cloud of uncertainty over the circumstances surrounding the April 30 death of 31-year-old Dontre Hamilton.

Ahmuty asks whether anyone is legally responsible for Hamilton's death, and he wants to know what the Milwaukee Police Department will do to ensure officers don't kill unarmed individuals.

Milwaukee County District Attorney John Chisholm said Manney acted in self-defense.

MADISON, Wis. - The chants of "black lives matter" have been spoken by countless people across the nation and have spread to Madison.

"The real issue is poverty. The real crime is poverty. If anybody is incarcerated or jailed or punished, it should be poverty and not people who have to survive that poverty," said M Adams, protest organizer of the Young Black and Gifted Coalition.

Around 100 people gathered Saturday to march from Mineral Point Road to West Towne Mall demanding racial equality, equal pay and protesting against prison labor and crimes of poverty.

"This is a moment in our nation's history where there is a need to have folks be able to express their concerns, their frustrations, their resentments against the police and other institutions," Madison Police Chief Mike Koval said.

Koval said the Madison Police Department staffed 20 officers to cover the protest. The coalition targeted the mall to address the impacts that low wage work has on communities of color.

"There are a lot of black people that are employed here who get paid barely minimum wage. So we are saying directly to the mall, we will not sit by and stand by while you choose to pay us less," Adams said.

There was no wrongdoing in the death of Hamilton. Hamilton attacked Manney. Manney defended himself.

Just like the Michael Brown case. Brown went for the cop's gun and tried to shoot the cop with it. You don't survive that move, period. (Unless you can run faster than a bullet.)

Just like the Garner case. Some officers wanted to take Garner down to the station for processing because he was selling contraband material on the sidewalk, and he jumps them.

Just like the Zimmerman case. Martin chimped, attacked Zimmerman, was beating his brains in, and Zimmerman shot his gun in self-defense.

In all these cases, the facts are clear and known. Facts mean nothing to the protesters. Never mind the nigger protesters, they're stupid by nature. I mean the white-skinned protesters (many are jews, not Whites, so I say white-skinned). They should be ashamed of themselves. They're adult-age, but they are on the mental and moral level of a spoiled child who says, "I don't have to believe a fact if I don't wanna believe it."

This is so fundamentally irrational that employers should collect the names and photos of these protesters and make it a policy not to hire them. Who needs an employee who righteously ignores facts and acts on feelings that are 180 degrees out of phase with facts? Especially if he also considers himself to be morally superior to you and everyone else precisely because he possesses such insane feelings? Why trust a lunatic with any part of your business, even with only stocking a display shelf?

The genuinely outrageous thing is that responsible employers would consider employing and paying such people at all.

People are entitled to their own opinions, sure -- but not to their own facts.

I wouldn't trust these lunatics with a penny; forget about trusting them with a nickel.

In the long run, employers know all this. To the extent that they're free (sorry to use that word, Joe, ha!), they will gradually pull out of the area. Eventually they may even offshore, or move overseas. After all, who needs a bunch of whining, insane-clown-posse employees, or violent, thieving customers, or a general population of childish loony troublemakers? The people who blame Detroit's demise (for example) on either capitalism or niggers are only half-right. The truth is it's both. Niggers (and degenerates of all races) aren't profitable in the long run. Better to sail across the foam to gookland and collar a bunch of dociles to knock together your product and answer the phone, as well as become your only customers, and save yourself money and the hassle. I mean, if you had a business and you had to put up with shit like what the protesters in this news story are doing, what would your plans for the future be, if you didn't want to just retire? That's right. You would be thinking, "It may take a few years, but I'm outta here. To hell with these scums."

We can gas about "democracy" and "The People" all we like. But if "The People" turn into nothing but degenerates, what then? The answer lies in the term cultural necrosis. In other words, death of a society.

WOODMAN, Wis. - A Woodman man was arrested on suspicion of battery and drug charges after a domestic disturbance early Monday morning, according to a release from the Grant County Sheriff’s Office.

Deputies were called to a home in Woodman at 1:50 a.m. because of a report of a domestic disturbance. Michael Tools-Erb, 20, was arrested on suspicion of domestic battery, disorderly conduct and drug paraphernalia charges.

The victim, the mother of Tools-Erb’s child, was at a neighbor’s home with non-life-threatening injuries, deputies said.

Deputies said they entered the home with Tools-Erb and found drug paraphernalia. The scene was secured and deputies returned with a warrant to search the rest of the home. The search turned up more drug paraphernalia, according to deputies.

MADISON, Wis. - An armed robber took cigarettes and cash from a convenience store on Madison’s east side early Wednesday morning.

Police were called to BP Open Pantry at 1424 Pflaum Rd. at 7 a.m. for a report of an armed robbery.

The clerk told police the robbery asked for cigarettes and while the clerk was responding to the request, the man displayed a gun and demanded cash.

The robber is described as black, in his 40s, 5 feet 6 inches to 5 feet 8 inches tall with stubble. He was wearing a navy coat, tan winter hat, yellow sweatshirt, black pants, black shoes and silver wire-rimmed glasses.

Anyone with information about the robbery is asked to Madison police at Madison Area Crime Stoppers at 608-266-6014.

FITCHBURG, Wis. - A man was shot in the face at a Fitchburg gas station, according to a release from Fitchburg police.

Police said they were called to a hospital at 7:30 p.m. Thursday for a report of a man with facial injuries.

The man told police he was in a vehicle in a parking lot of Kelly Williamson Mobile at 2956 Fish Hatchery Road when a man approached and shot him in the face.

The victim suffered non-life threatening injuries.

The shooter was described as black, in his early 20s and wearing a black hooded sweatshirt. It’s not known what kind of gun was used. He said the shooter ran south on foot after the shooting.

Police said the victim is being uncooperative so they can't determine if the men knew each other. They're also trying to determine if a gun was used, or if it was a stun gun or Taser.

Anyone with information is asked to call Fitchburg police at 608-270-4300.

MADISON, Wis. - A 19-year-old Madison man confronted a Tennessee couple in a parking lot with a fake gun and threatened police when he was taken into custody late Wednesday, according to a release from Madison police.

A 22-year-old woman told police she was walking out of Walgreens at 4518 Cottage Grove Road before 11 p.m. when she saw a man hovering around her car and point an object at her boyfriend in the front seat. Police said object had a laser and was fixed on the 25-year-old man until the woman was within 10-15 feet of the car. The man then turned the object on the woman who dared the man to shoot her.

The man left the parking lot and was found a short time later by police at the intersection of Cottage Grove Road and Acewood Boulevard.

Police said Quincy R. Thompson punched the interior windows of a squad car and kicked the door, separating it from the frame. They said he also threatened to spit in the face of an officer, talked about blowing up the city and stated he "kills cops."

Police said the object turned out to be a lighter with an attached laser that looked like a functional gun.

Thompson was arrested on suspicion of use of a facsimile firearm, resisting an officer, possession of a laser pointer, underage consumption of alcohol and two counts of disorderly conduct.

MADISON, Wis. - For the first time since Madison’s Young, Gifted & Black Coalition formed and started weekly protests following a Ferguson, Missouri, grand jury’s decision not to indict the white police officer who shot and killed unarmed black teenager Michael Brown, hundreds of demonstrators purposely broke the law, blocking East Towne Mall traffic Saturday afternoon.

“Our purpose is to disrupt people’s routine, and disrupt their peace,” coalition leader Brandi Grayson said. “Because racism is very inconvenient for people who have to live with it in their day-to-day life, whether in school or in work. It’s very inconvenient. And it’s very disruptive. So we, in a sense, want to give people a glimpse of that.”

For nearly 20 minutes the demonstrators stopped traffic in front of the mall, along East Washington Avenue, chanting numerous attention grabbing pleas, including ‘Black lives matter,' ‘This is what democracy looks like,’ and ‘Indict. Convict. Send that killer cop to jail. The whole damn system is guilty as hell.’

Under police escort, more than 200 activists traveled from the streets to East Towne Mall storefronts continuing the chants in front of shoppers and mall employees, before making their way to the food court.

From her megaphone Grayson shouted, “We are here to stand in solidarity for justice. We are here to awaken the humanity of each and every person in this mall.”

Then for the next 16 minutes, the demonstrators broke the law once again, laying down for a "die-in" directly in front of food court restaurants in homage to Eric Garner, after a police officer put him in a grappling hold when he refused to follow police orders.

“Being bothered by having us show up. For you not to get to your food of choice. Or having to stop and watch. Or be stuck in traffic for an extra 10 minutes. Our point and purpose is to disrupt,” Grayson said. “We understand everything happening in our nation doesn’t concern everybody. But it concerns people who look like me. It concerns our humanity. And one of our purposes and objectives is to wake up the humanity in everyone. That’s what needs to happen.”

While one of the Young, Gifted & Black Coalition’s stated purposes is also to reach young people, their message did not resonate with 21-year-old shopper Dylan Bruenig.

“It’s great that they want to protest a certain point. But it’s frustrating that there’s cops out there that die every day. And there’s not a huge protest about that,” Bruenig said.

That sentiment was echoed by numerous food court patrons caught off guard by the protest. Police had to help one woman with a baby, who became trapped when the protest started.

“What the organizers come up against is that at some point the cause can become dwarfed by those who are unsettled and disturbed,” Madison Police Chief Mike Koval, who looked on with numerous other officers, said. “But maybe that’s their point.”

“I say to them 'I’m glad you don’t appreciate it,' but now they’re talking about it,” Grayson said. “And I believe if we didn’t disrupt your day ‘black lives,’ the conversation, wouldn’t even be part of your dialogue.”

Police said an east Madison sub sandwich shop was robbed at gunpoint Friday night.

Madison police said officers responded to a report of an armed robbery at Milio's Subs, 4292 East Towne Blvd., 8:56 p.m.

Police said a man pulled up at the drive-thru and requested a glass of water. The clerk obliged and returned to the sliding window where the suspect had a gun in his hand and demanded money. The clerk turned over an undetermined amount of cash and was warned by the suspect not to call the police. The robber fled.

Police said the robber was described as black and was wearing a black ski mask, red and black beanie hat, a white light-weight jacket, black hooded sweatshirt and jeans.

MADISON, Wis. - A Woodman’s Food Market employee was punched by a woman he suspected of shoplifting, according to a release from Madison police.

The 28-year-old employee of the store on South Gammon Road told police he left the store Friday night around 9 p.m. to follow a woman who had not paid for several bags of groceries. He said he asked to her to come back into the store to resolve the situation and was punched several times in the face.

Britteny Nelson, 22, of Madison, was arrested on suspicion of battery and retail theft.

MADISON, Wis. - A pair of teens fired on a two men who thought a group of teens were about to rob them, according to a release from Madison police.

The men told police they were in a parked car in the 5700 block of Russett Road on Saturday night when several young men approached the car. They said two of them had handguns.

One of the men said they thought they would be robbed, so they drove quickly into a Raymond Road parking lot and heard three gunshots.

Police said they found one round had hit the car, and two shell casings were recovered from the parking lot.

One of the armed teens is described as black with a slim build, dark complexion and wearing a red hooded sweatshirt. The other armed teen is described as black, 5 feet 10 inches tall, 140 pounds, with dreadlocks and wearing a black hooded sweatshirt.

MADISON, Wis. - A robber pulled a gun on a woman who was chasing the robber to get her bag back on Friday night.

A 23-year-old Madison woman told police she was walking on Williamson Street Friday night when at about 10:30 when a woman got out of the back seat of a car and began following her. She said the woman grabbed the strap of her messenger bag and she lost a tug-of-war over the bag.

When the woman ran after the robber the robber turned around and displayed a handgun.

The woman said the robber took off while she ran into the street to flag someone down to call police.

The robber is described as black, 25-26 years old, 5 feet 6 inches tall, 200-220 pounds with a dark complexion. She was wearing a gray zip-up hooded sweatshirt, pajama pants and black boots.

MADISON, Wis. - The driver of a vehicle that dragged a state trooper while fleeing a traffic stop in Jefferson County Friday night has been arrested, according to a release.

John C. Dotson was arrested Monday night by the U.S. Marshals Special Fugitive Task Force and Wisconsin Probation and Parole, officials said. Dotson was arrested at his place of work after he attempted to flee on foot.

Wisconsin State Patrol said a trooper responded to a report of a vehicle traveling at high speeds, deviating onto the Interstate 94 shoulder and nearly missing a collision at 11:27 p.m. Friday night. The trooper located the 2000 Nissan Maxima on I-94 traveling 86 mph and deviating lanes, according to the report.

State Patrol said the driver, a 32-year-old from Milwaukee, had been drinking alcohol and was asked to perform field sobriety tests. The driver was allowed to return to his vehicle after performing the tests due to poor weather conditions. As the trooper returned to the driver, who was seated in the vehicle, the driver reportedly put the car into gear and fled. The trooper reached into the open driver's side window and grabbed the driver to prevent him from leaving, the report said. The driver continued to accelerate, dragging the trooper about 100 feet on the roadway.

Officials said the trooper ran back to his car and attempted to pursue the vehicle, but he lost sight of the Maxima after it took the Lake Mills exit.

Additional units from the Wisconsin State Patrol, Lake Mills Police Department and the Jefferson County Sheriff's Office responded to the area to assist in locating the vehicle. At about 12:35 a.m. a Jefferson County Sheriff's Office deputy located the vehicle near North Watertown Street in Johnson Creek, according to the report.

The driver refused to stop for the deputy and a high-speed pursuit ensued. The pursuit traveled north on Highway 26 toward Watertown at speeds of up to 100 mph, State Patrol said. The vehicle eventually crashed in a roundabout on County Road Y at Highway 26. The driver fled on foot and his whereabouts were unknown Saturday afternoon.

Dotson was booked into the Milwaukee County Jail on Monday on a parole violation and will face felony charges in Jefferson County for the traffic stop incident.

MADISON, Wis. - Police from multiple jurisdictions are working to identify individuals involved in a rash of recent gun violence.

Over the course of four days, starting on Christmas Day, police in Madison and Fitchburg have responded to 10 reports of shots fired.

“We’ve seen a serious spike in gun violence this past weekend. Fortunately at his point we don’t believe anyone has been shot,” said Joel DeSpain, spokesperson for the Madison Police Department. “Certainly several people have been targeted but we also know that there have been bullets flying in areas where people are inside their homes asleep, people are playing, they are working. So this is a very serious situation that we find ourselves in.”

Police believe the incidents are being sparked by a dispute between gang members. They say it is not a turf war and that gang members are using cars to move throughout the area to find their targets.

At 4:35 Saturday morning, shots were fired in the 2000 block of Pike Drive in Fitchburg. Those shots went through the walls of an apartment building narrowly missing the residents.

“They came awfully close and again it is a residence going through a wall,” said Lt. Todd Stetzer.

The spike of gun violence has been evident over the first 29 days of December as 17 incidents of weapon violations have been reported.

Because the individuals believed to be involved in the shootings have been moving to multiple jurisdictions to commit the crimes, police agencies in those communities are working together to identify those involved.

“We had detectives at several of the Madison scenes. They’ve had detectives at our scenes. We currently have investigators working with Madison officers and detectives interviewing people and tracking down other individuals,” Stetzer said.

Madison police have made three arrests in connection with the gun violence. Two are being held on weapon charges and the third for a probation violation. Police are conducting photo lineups.

“We have three people that we’re dealing with right now. Where this ends up we’re not sure. We know that there are many more than perhaps these three that were involved so it is a very fluid situation involving multiple jurisdictions and our hope is that in the next couple of days we can get a number of more people off of the street and get some charges that will really stick so that they are not out there over the New Year,” DeSpain said.

The hope is by getting the individuals involved off the street, it will put an end to the gun violence and the dispute.

“Certainly it does not appear that they have resolved these disputes so the chances that there may be more gunfire in the coming days is fairly strong,” DeSpain said.

MADISON, Wis. - A woman accused of fatally stabbing a Randolph man is being held on $500,000 bond in Dodge County.

Thirty-year-old Kriscilla McHenry is charged with first-degree intentional homicide in the death of Michael Soeller last August. An autopsy showed he had suffered 38 stab wounds.

Investigators found Soeller's missing car in a Milwaukee Police Department impound lot days later. Prosecutors initially charged McHenry with stealing the car. A criminal complaint says she later told detectives she had stabbed Soeller after he sexually assaulted her.

The Beaver Dam Daily Citizen reported that a preliminary hearing is scheduled Jan. 8. Her public defender, Greg Vollan, did not immediately return a call seeking comment.

MADISON, Wis. - Madison police officers responded to an armed robbery at an east side Subway on Friday evening, according to a report.

A black male entered the Subway restaurant at 4416 Pflaum Road around 8 p.m. Friday, with his hands in his pockets and told the lone female employee he had a knife.

The man demanded all the money from the register and fled with the cash. A K-9 track was completed, but it ended in a nearby parking lot.

Police say the man is described as approximately 6 feet tall, with a heavy build, clean shaven with thin dreadlocks, and wearing a black sweatshirt with the hood up.

MILWAUKEE - A crowd of about 150 people have gathered outside a Milwaukee courthouse to protest the killing of a black man by a white police officer.

The crowd is chanting "Black lives matter," and "Dontre Hamilton," the name of the man shot to death last April in a downtown park.

Civil rights leader Jesse Jackson was to appear at a news conference at the courthouse and at a rally later.

Officer Christopher Manney was making a welfare check on Hamilton when it turned into a fight that ended with Hamilton shot 14 times. Manney was fired for improper procedure but the county prosecutor declined to charge him, saying he was acting in self-defense after being struck with his own baton.

The shooting is being reviewed for possible civil rights violation.
