Does the suffix "wicz" on a last name signify a jew?

Not always. It's Polish too.

It has been my experience that "wicz" is often a Christian Pole while "witz" is for some reason more likely to be a Jew.

No, "wicz" is typically Polish gentile, it's a very common ending in Polish names. Often though, the Germanized version - "witz" does signify a jew. This is likely due to the jews' westward migration, first adopting Slavic names, and then modifying them to match the new western "hosts".

My German Father told me how German speaking Prussian and Austrian Border guards gave Jews their ridiculous names, and how Jews have never forgiven Germans to this day for playing such a joke on them:

The word 'Witz', in German means 'Joke'.

Imagine it's about 1830 and on Austria's eastern border. Deep in the Forest is a hut with several bigoted old Austrian officials, whose function it is to control the border. Along comes a family of Jews, dressed in rags, running away from some swindle their tribe has committed further east and speaking their Jiddish which is (barely) understandable by the German speaking Austrians if spoken very slowly.

The Austrian asks the head of this clan for their names. The Jew mutters something incomprehensible and the other Austrians, laughing, point to the old man with a large hole in his trousers through which they see his leg. So they decide to call him and the entire family, 'Weissbein' which in German means, 'white leg'. The Austrians are guffawing with laughter when another mob of shabby Kikes come along with nothing to offer as a bribe apart from some trinket in a gold colour. The Austrians again cannot (can't be bothered) to accurately write their names, simply call them, 'Goldfarb' which German means 'Gold Colour'. This is how you get all those 'Mineral' Jews, Goldberg (Mountain) Goldsmith, Silverstein, Diamant, Eisenberg, (Iron) etc etc. If the Austrians were having a really fun day, they'd call some poor bastard, 'Dreyfuss' (Three Feet) or Fishbein (Fish LEG) You also have 'Fruit' Jews, Birnbaum (Pear tree) Apfelbaum (Appletree) Nussbaum (Nut Tree) Then there's the Biblical Jews, Abrahams, Adams

Sadly, the silly old Austrians never realised all those shabby Jews they let in would before long take complete control of their country and rule with an Iron fist, which they do today, nearly 200 years later in almost all countries they have settled.

The ending wicz is common among White Russians and Poles of more or less remote White Russian extraction. The ending witz is a germanized version of the above, common among Jews and, to a lesser extent, East Germans of Polabian origins (although ow is more common). Poles' names end in in owsky, ow or ek.
