Air NZ job threat 'a bid to cut pay'

Air New Zealand's warning that about 1750 jobs could go may be an attempt to cut staff wages and conditions rather than outsource work, say industry observers.


The airline has warned it may cut 1675 baggage handlers, check-in staff and tarmac operators and hand the work to external operators.



The firm felt the unions' suggestions would yield only $1.2m in savings. It told staff last week it preferred to switch to international firm Swissport which is offering savings of up to $20m a year.

A further 86 jobs could go if it sticks to plans to close its Christchurch call centre.

Service and Food Workers Union regional secretary Jill Ovens said Air NZ was using "scare-mongering" to force poorer working conditions and lower wages on its staff. She pointed to the airline's announcement last year that 617 engineering-related jobs would go under a scheme to service aircraft overseas. After union negotiations and penal rate cuts, 300 jobs were saved.

This year, the airline threatened to outsource aircraft cleaners with the possible loss of 120 jobs. Ovens said a union-led move also saved those positions.

AdvertisementAdvertisementSenior aviation consultant for Sydney-based Centre for Asia Pacific Aviation, Ian Thomas, said Qantas threatened to outsource its airport services in a similar move about 10 years ago.

"Some cynics said Qantas was using it for enterprise bargaining and they did not want any genuine outside service provider."

He said Qantas held an open tender and in-house service providers won all tenders.

"Airlines generally want frontline staff to fit the culture of the airline. That's not necessarily the case with third party providers."

Engineering, Printing and Manufacturers Union national secretary Andrew Little said Air NZ using scare-tactics sounded plausible, but he was concerned the airline was not "bluffing".

"I can't discount that possibility, although we're sure Air NZ has started the process of a request for proposals. We're also pretty sure they've got a preferred bidder at this stage. So if they've gone to that extent..."

The Sunday Star-Times has seen Air NZ's confidential outsourcing proposal in which it describes Swissport as a leading global provider of ground handling with a proven track record.

Swissport New Zealand is a joint venture between Swissport International, which operates more than 180 airports in 40 countries, and project management firm Transfield Services Ltd, which has 2000 employees here.

The report reveals axing 1675 jobs would cost Air NZ $47m in redundancy payments, accrued annual leave and transition charges. These would be partially offset by selling equipment to Swissport for $11.4m. Air NZ said it would encourage affected staff to seek jobs with Swissport.

Thomas said customers were unlikely to see big changes to service or security even if staff wearing Air NZ uniforms - such as check-in and Koru Club workers - may not be employed by Air NZ.

"Third party providers have been chosen for other international airlines. But normally among airlines there has been a reluctance to do this. This is really something you'd do only if you had no other choice. I think Air New Zealand's in that position."

The Star-Times revealed last week that Air NZ was considering charging passengers $5 to change their allocated seat online or using self-service check-in kiosks. It is also reviewing a service that sends a barcode to customers' mobile phones that can be used as a boarding pass.

Ovens said the union would meet with its members in the next two weeks.

The South Island of New Zealand is almost all White and these young men will be perhaps 100% White. I will assume refugee's are already being settled in the small towns of the South Island right now, as in the big city of Christchurch.

This reminds me of the story from just a couple of years ago of a few White Canadian soldier's killed in Haiti. The regime in Canada spent over a 100 million in the last 6 years. Canadian taxes are high, and if not for refugee monthly checks and other insane spending the Canadian dollar could be worth twice the value of our easily is my estimate.

Weekend warriors for Solomons

Part-time soldiers, mostly from the South Island, will make up three-quarters of a force sent to the Solomon Islands amid mounting tension there and a shortage of regular troops.


The deployment would be the first time New Zealand Territorial Forces had made up the bulk of personnel deployed in an international mission, Defence Minister Phil Goff said yesterday.

The announcement came a day after Prime Minister Helen Clark expressed concern about the future of the Solomons after threats by the country's Prime Minister to kick out international forces.

"Over the next 12 months, the New Zealand Defence Force commitment to the Regional Assistance Mission in the Solomon Islands (Ramsi) will consist mainly of territorial force personnel," Goff said.

"The volatility of the situation in the Solomon Islands means that this will be no easy task."

Goff brushed aside concerns that territorials were not trained to the same standard as regular forces.

AdvertisementAdvertisement"Selected territorial personnel from South Island-based units are currently undergoing pre-deployment training at Burnham Camp prior to their deployment to the Solomon Islands," he said.

New Zealand's military commitment to Ramsi consists of 40 to 50 troops who serve on four-month rotations.

Goff said the territorials were needed as additional manpower.

"Utilising territorial personnel for these deployments will take pressure off other regular force units of the New Zealand Army during a period of high operational tempo," he said.

The Defence Force annual report released last week drew attention to shortfalls in manpower and problems meeting skilled-personnel levels needed for overseas deployments.

It said significant numbers of part-time and civilian specialists were being used in many roles, including medical staff.

The National Party yesterday used the annual report to criticise the Government, saying it was failing to protect New Zealanders from a range of threats, including terrorism.

A security expert said the Defence Force would come under increasing pressure in coming years.

"The world is becoming a more turbulent place and there is evidence already to say the number of deployments will be increasing, and therefore more people are required," said Centre for Strategic Studies director Peter Cozens.

"The regular force itself was run down over a number of years and it is taking quite a long time to rebuild it up to its establishment strength. The territorials are the flexible bit which allows the whole machinery to operate."

Small numbers of territorials have been sent on peacekeeping roles in Sinai, Bougainville, East Timor, Bosnia, Sudan, Sierra Leone and Afghanistan in recent years.

New Zealand forces have been serving with the Australian-led Ramsi force in the Solomons since 2003.

They were sent to restore order after years of unrest and violence.

South Africa to reopen High Commission in NZ

The new South Africa, freed from apartheid, will re-establish a diplomatic presence in New Zealand, Prime Minister Helen Clark announced yesterday.


Miss Clark held formal talks with South African Deputy President Phumzile Mlabo-Ngcuka in Auckland yesterday.

Miss Clark said South Africa had a consulate here "in the bad old days" – during its apartheid regime (1950-1994).

"I seem to recall when Labour came to power in 1984 it closed its doors and went home," Miss Clark said.

"We'd like to have the real thing here.

"South Africa is a good friend and we're working on so many interests together on the international stage."

AdvertisementAdvertisementMrs Mlabo-Ngcuka said it was the most exciting outcome of their hour-long discussion.

"The best news for us in South Africa is that we will open an office here and that will facilitate greater contacts, especially for tourism," Mrs Mlabo-Ngcuka said.

A lack of resources was one of the reasons for the delay in re-establishing an office here, Mrs Mlabo-Ngcuka said.

She said the capacity of their Australian office to service New Zealand as well was diminishing.

"We don't want to lose the edge that we already have here so we better organise ourselves better."

Mrs Mlabo-Ngcuka is the highest ranking official to visit from South Africa since former President Nelson Mandela and Thabo Mbeki (the current President) in 1995.

Miss Clark said the two countries also agreed to negotiate a film co-production agreement.

"Under the proposed treaty, filmmakers from both countries would be able to pool resources to create films which will benefit both countries financially and culturally," Miss Clark said.

New Zealand currently has cultural agreements with France, Italy and China.

Miss Clark said the film industries in both countries shared the similarities of good weather, a diversity of locations, the English language and experienced film crews and technicians.

She said they also discussed the potential for a working holiday scheme for young South Africans and collaboration between universities and scientists from the two countries to boost innovation and publications by students and academics.

"We've been sharing experiences for industry training and apprenticeships, practical work experience for South Africans and just throwing some ideas about whether we can negotiate a working holiday scheme," Miss Clark said.

Housing finance, foreign policy and trade, the exchange of skills and opportunities for Government and private sector to work together were also discussed.

Miss Clark said trade between New Zealand and South Africa has been rising "quite spectacularly" over the past year.

2000 police assaulted in year

Two thousand police officers have been assaulted in the past year, the highest number in a decade, according to the police annual report.


The police union is blaming P, alcohol, youth gangs and dwindling numbers on the ground for the spike.

In the year to June, there were 331 serious assaults on police, an increase of 10 per cent on 2005 figures.

Police Association secretary Greg O'Connor said violence was a growing concern for his members.

"I was at a meeting in Auckland recently and the number, including policewomen, who have been assaulted in the past two years is quite remarkable."

One of the nastiest cases he could recall was of a policewoman hit with a heavy wheel rim while officers broke up a party in Tauranga in January.

Constable Deborah Louise Jay suffered a fractured skull, nose and collarbone and two broken teeth. Stacey Pakaru, 28, of Tauranga has since been jailed for three years.

Mr O'Connor said that though there were more police, increasing numbers were being assigned to specialist roles – the pet projects of police bosses – and numbers on the ground were declining.

South and West Auckland were particularly bad and these figures were no surprise. "The police are operating in a far more violent environment. While other crimes are going down, the level of general violence is increasing.

"This is something we are particularly conscious of. The stab-proof vests being introduced in the next few months can't come too soon.

"It's also made us particularly angry at the debate over the introduction of Taser guns," he said, referring to the police trial of the guns that deliver a debilitating electric shock. "Police officers are just shaking their heads at the naivety of the mostly middle-class academics and lawyers who are anti-Taser. They just have no idea."

There are now 7500 officers in the police force and the Government has promised another 1000 in the next three years. Mr O'Connor said it was vital they went into the front line.

National's law and order spokesman Simon Power said the trend to violence came as no surprise. The figures and the recent move by justices of the peace to suppress their names during trials to ensure their safety were stark examples of how the Government was failing to get on top of violent crime.

"The increase in the number of attacks on police mirrors the alarming increase in the intensity of violence across the community."

Police National Headquarters spokesman Michael Player said that though there were concerns about the number of assaults he believed statistically it was only a small increase.

Police were planning initiatives to increase protection for officers such as the introduction of full body armour for front-line staff within a year.

Google accused of harbouring NZ racists

Racist blogs targeting minority groups in New Zealand and Australia are springing up on the web, but Google's Blogger, the service some are hosted on, refuses to take them offline, says an anti-racism lobby group.


"Blogger is absolutely insensitive to complaints about racist and neo-Nazi content," said Brian Stokes, co-founder of FightDemBack!, a group that monitors the activities of racists, fascists and other such offenders operating in Australia and New Zealand.

Blogger, owned by Google, enables anyone to create a blog or online journal, and publish their thoughts online using internet space provided by Blogger.


Mr Stokes said his group had reported numerous discriminatory Blogger journals to Google, both through the "flag" button that appears on each blog and through an email form that Mr Stokes said was "buried in their site, very hard to find".


Mr Stokes said his appeals had fallen on deaf ears at Google.


"Most other outfits [that provide free web space] like Angelfire and Tripod actually do respond," he said.


"We have probably knocked about 25 or 30 Nazi, white supremacist, racist in general websites off the web, in the two and a bit years [since the group founded]," he said.


AdvertisementAdvertisementHe refers specifically to two Blogger journals that Google has refused to remove from the web - Patriot Alliance Downunder and Red Watch NZ.


"Patriot Alliance Downunder comprises a number of patriots and nationalists alike from New Zealand and Australia," its blog reads.


"We ... hope to preserve and defend our heritage, culture, customs, traditions, morals, and values, as well as our blood itself, against hostile alien elements that are destructive to who we are and we as a race hold dear."


The blog posts photographs and full names of anti-racism activists from Australia and New Zealand, in effect making this information available to those who wish to do these activists physical harm.


It also publicly endorses and links to the recent racist online board game based on last year's Cronulla riots, but it denies that it's a "hate" group.


Mr Stokes said that the owner of the Patriot Alliance Downunder blog was Ben Weerheym, convicted for being a getaway driver in a racist graffiti attack by neo-Nazi group Australian Nationalist Movement.


Patriot Alliance Downunder does not list Weerheym as the owner of the blog, but he has signed certain postings with his name.


While the Patriot Alliance Downunder blog says its musings are simply nationalistic, Red Watch NZ is more overtly racist.


"Red Watch NZ is here to combat Communism and Zionism within our borders," reads the blog, which openly endorses the Nazi movement.


"Today is a sad day for National Socialists all over the world. Today in 1946, the Eternal Jew managed to swindle the Allied Nations into hanging 10 of our comrades at the Nuremberg War Crimes Trial," reads a post published on the anniversary of the Nuremberg trials written by author "We Hate The Jews!".


Mr Stokes said Red Watch NZ was operated by Nic Miller, "famous for stunts like publishing a photo of FDB NZ activist Asher Goldman's mother's tombstone, leafleting Goldman's neighbourhood with libellous material, publishing photos of activists's parents' homes and their street addresses, [and] much more".


The tombstone post Mr Stokes mentions is still online, as are numerous posts that include photos, street addresses and even phone numbers of various activists.


Miller is not listed as the owner of Red Watch NZ, but some recent postings have been signed with his name.


"I think what Google intends is not to restrict people's freedom of speech," Mr Stokes said.


"But we're talking about bashing up brown people and defaming them. This isn't politics, this is terrorism."


Both blogs appear to violate Blogger's user agreement, particularly Red Watch NZ.


Blogger's terms of service reads: "Member agrees not to transmit through the Service any unlawful, harassing, libelous, abusive, threatening, or harmful material of any kind or nature. Member further agrees not to transmit any material that encourages conduct that could constitute a criminal offense, give rise to civil liability or otherwise violate any applicable local, state, national or international law or regulation."


Whether or not the blogs invite legal action under Australian law isn't immediately clear, Simeon Beckett, president of the Australian Lawyers for Human Rights organisation said.


"The Racial Discrimination Act [federal legislation] and Anti-Discrimination Act [state legislation] both prohibit racial vilification. It doesn't make that a criminal offence, but it does make it unlawful for a person to do an act which is reasonably likely to offend, insult, humiliate or intimidate another person or group. As long as that act is done because of the person's race," he said.


Mr Beckett hasn't visited Red Watch NZ or Patriot Alliance Downunder, but, based on our description of the blogs, he said their actions were probably in violation of Australian law.


Regardless, he said there might be difficulties in enforcing the law because it's highly likely that Blogger's servers are located overseas.


"Trying to enforce a right under Australian law in the US makes it complicated and cumbersome," he said.


Google refused to divulge where its servers are located.


Mr Beckett also said that, since the authors of the blogs have only posted names, addresses and photos of anti-racism activists, and don't appear to have explicitly incited violence against them (even if violence is implied), pursuing legal action would be difficult.


"I think there may be difficulties if all there was available was the name and address of the anti-racism activists," he said.


In its terms of service, Pyra (the company that founded Blogger, now acquired by Google) says that it is not liable for the contents of user blogs, but Mr Beckett suggests that this might not legally be the case.


"If it's an Australian server, and Google itself has listed a blog that's racist in Australia, it may be acting unlawfully itself," he said.


Google, whose corporate motto is "don't be evil", says it will take the blogs in question offline only if ordered to do so by a court.


"Blogger is a provider of content creation tools, not a mediator of that content," a Google spokesman said.


"We allow our users to create blogs, but we don't make any claims about the content of these pages. In cases where contact information for the author is listed on the page, we recommend working directly with this person to have this information removed or changed. We would only remove content from this blog if ordered to do so by a court order," the spokesman said.

This is a lot of reading, America First. Give us preliminary commentary so that we understand why you are wanting us to read this and can decide whether to do so. Naturally, many of us are concerned about New Zealand -- particularly those of us who have ties there, as I do.

Devere, I sense more White men in N.Z. are willing to speak out against anti White p.c. than here as a percentage of the white population as a whole, but sadly as many poster's have stated it will have to get worse in N.Z., before White folk there as here will say "enough", and no more.

The anti Nuke hysteria in the 1970's was for a fact spear headed by jews in the N.W. with useful idiots under them. I remember an anti Nuke rally in the state capital in Feb. 1979, and jew'd lead it and I spoke witha sophisticated jewish lobbyist at the time about his meeting with the heads of a utility, plus at this protest there were ONLY Whites, and about 800 White folks. Now they concerned about their families safety from nukes, and at the time Jane Fonda had a big 1980 movie about a mishap at a nuke plant and their was three mile island in PA. at around that time.

When was the last time you ever heard of 800 White folk who protested about non-Whites making life hell for Working class Whites any where?

Stigma hinders nuclear power

The stigma of nuclear power remains the largest stumbling block to introducing it in New Zealand, the country's largest power company says.


State-owned generator and retailer Meridian Energy believes there are several reasons why there would be little sense in New Zealand taking the nuclear path, despite the nation's growing thirst for electricity and accelerating concerns about greenhouse gas-induced climate change.

However, chief executive Dr Keith Turner says it may only be 10 years until technology overcomes the economic disadvantages of having nuclear power in New Zealand, although the social stigma will probably remain.

Using nuclear energy to generate power is currently prohibited in nuclear-free New Zealand. Recent attempts to debate whether some form of nuclear power may be appropriate have caused an uproar, but the issue remains in the public consciousness as New Zealanders continue their opposition to new hydro-electricity projects and to burning coal to generate power.

While the Government has made it clear the nuclear-free policy is not up for review, across the Tasman uranium-rich Australia has begun debating the pros and cons of nuclear power.

In Meridian's Choices report, Turner said 442 nuclear plants in 30 countries generated 16 per cent of the world's power. Projections were that at least another 60 plants would be built in the next 15 years.

Twenty-four of the last 34 nuclear power stations commissioned were in Asia.

Advertisement"The main impediment to nuclear power in New Zealand is its social acceptance. However, there are also significant economic and technical issues that make nuclear power an unlikely option for this country."

The cost – nuclear power stations were generally regarded as twice as expensive as gas-fired stations.

The scale – nuclear power plants were run at full capacity and could not be altered to meet demand, which would have a significant impact on the way other New Zealand power stations were used.

Fuel supply and waste – New Zealand would be at the mercy of overseas suppliers for fuel and could not store waste for any period of time because of the threat of earthquakes.

Industry and infrastructure – significant infrastructure was needed for the construction and operation of nuclear plant, along with an associated industry providing training for specialist engineers, management systems and expertise in critical fields such as fuel transport and waste handling.

Teacher blames anti-US sentiment for bullying by students

A former Dannevirke High School teacher who filed a personal grievance case against the school after claiming death threats were made against him and he was physically assaulted, has settled his dispute.


Maths teacher Gregg Smith, 55, from America, who resigned in July after working at the school for a year and a half, reached a confidential settlement at an Employment Relations Tribunal in Palmerston North this week.

He took a personal grievance claim against the school for not providing a safe working environment.

Mr Smith said he was consistently abused, verbally and physically, by a group of students who wanted him to lose his job.

Dannevirke High School was Mr Smith's first teaching job after training at the Dunedin College of Education two and a half years ago.

Mr Smith would not comment on the confidential settlement but when the personal grievance was first filed he said students had told him in his first week they "didn't (want) a foreign teacher".

Students deliberately misbehaved and organised a petition to get him fired, he said.

AdvertisementAdvertisementParents also entered the fracas and wrote letters blaming Mr Smith for their children failing NCEA, he said.

During his time teaching at the High School Mr Smith said he was called a "paedophile", a "pervert" and "gayboy".

He also received death threats over the phone, which were reported to police

Mr Smith has said he received no support from the school, rather, blaming him for students' behaviour.

Mr Smith said the school forced him to sign a termination agreement, or he was threatened with competency proceedings, which meant he would not be able to work in New Zealand again.

He was sent home to think about his "character flaws" which, he said he was told, incited the students' bad behaviour.

"I'm not the only teacher this has happened to. People are being bullied into hiding the uncomfortable truth; students are not learning

Parents of a 14-year-old girl were shocked to find out her former school, Spotswood College, helped her get the pill without their knowing.

All high schools in the area have a public health nurse self-referral clinic, which provides counselling on a range of health- related issues and referrals to GPs for contraceptive advice.

Spotswood principal Graeme McFadyen said the law required the school to provide health services for pupils.

The girl's stepmother found the pills when she was cleaning out her stepdaughter's locker.

The label on the box of pills showed the girl's name, care of the school, and one packet was dated May, when the girl was only 13.

The woman said she felt a sense of absolute disbelief. "We don't know how long she has been on it. She has only been 14 for two months, that is a concern."

The woman said the system was undermining parents' control and inciting criminal acts.

"It is illegal for a 14-year-old to have sex. The school says they are not encouraging them to have sex, but it is like giving them methamphetamine and a pipe to smoke it with.

"They are giving them the tools to do an illegal act."

Taranaki Base Hospital operations manager Steve Berendsen said the district health board ran clinics at all high schools in line with legislation.

There were no restrictions on the supply of the pill to girls under 16 without their parents' consent.

"Regardless of personal views on this, it is our role to provide the service prescribed in this legislation for those who might seek it."

Mr McFadyen said complying with the law could be difficult for schools, but they advised pupils to involve their parents.

He was surprised to hear a 13-year-old was on the pill, but he said it was a fact of life.

New Plymouth Girls' High School principal Jenny Ellis said every effort was made to get parents involved, but if the girls didn't want to, they could not be forced.

"I think some parents would be horrified to learn that their teenaged daughter was sexually active."

Mrs Ellis said if the service was not on offer, she believed there would be a huge increase in teenage pregnancy.

Opunake High School principal Mark Bowden said it was a tricky area.

"Young people are maturing physically earlier and earlier. They have adult bodies being controlled by children's brains."

This story is more about the ripping off of the White working men of N.Z.

New Zealand needs allot of nukes', manufactoring for it'z own need's and nuke power, but first the dykes and enemy alien's need to leave on the next ship out of there. Navy plans anti-terror guns

The Navy plans to buy sophisticated new Israeli-made automatic gun systems to protect its frigates from the threat posed by terrorists using explosive-laden speedboats.


The latest issue of the navy's monthly magazine Navy Today reports the Rafael mini-typhoon gun direction system is being procured for the Anzac-class frigates Te Mana and Te Kaha.

However, the magazine has apparently jumped the gun with its story.

Navy spokeswoman Barbara Cassin said yesterday that "the navy are looking at it and are about to enter negotiations".

Rafael's representative in Canberra was surprised, saying: "I can't tell you anything."

The Rafael mini-typhoon uses a sophisticated camera and a laser range-finder to automatically aim a stabilised machine gun at any likely threat.

The gun is controlled from a ship's operations room but it can also be set to fire autonomously – the Israelis have fitted similar guns to unmanned high-speed patrol craft and the Australian navy is fitting it to its new patrol craft.

AdvertisementAdvertisementRafael Armament Development Authority says its system is specifically designed for fast-manoeuvring boats or as secondary weapon system for large ships.

The system is designed to provide protection from fast inshore attack craft. It is also a deterrent against pirates and its high-powered cameras enhance surveillance, says Navy Today.

"Mini-typhoon can detect, identify, warn off, engage, neutralise and destroy threats.

"The system puts the target in the cross hairs and all that's left is the decision to engage or not."

The magazine says the procurement was prompted by the navy's experience during deployment to the Arabian Gulf in support of Operation Enduring Freedom.

The threat posed by terrorists using speedboats was highlighted in Yemen six years ago when suicide bombers rammed United States guided missile destroyer the Cole, killing 17 sailors and injuring 39.

Similar tactics were used to attack a French tanker off Yemen in 2002.

Only White men with certain very needed skill's or married to a N.Z. and then the relationship has to be approved, or you have one million dollar's on deposit in a N.Z. bank if you are going to be able to stay in N.Z.


N.Z. is very strick on White's coming in and trying to work with out being 100% legal.

African's have been coming in for the last five years and in 2004 the pace picked up for these blessed invader's. What more proof does one need that an Alien regime run's N.Z.

I think Auckland is now majority non-White.
Christchurch in the South island has all type's of alien invader's now.

Sad to hear, indeed. There couldn't be too many jews in NZ. I'd like to hear one day that a concentrated revolution was underway in NZ -- one directed directly against the jews (and no one else). Retribution and cleansing in one White nation somewhere in the world.

An elderly woman is recovering from a frightening road rage incident in Tauranga.


The 81-year-old suffered a broken nose and extensive facial bruising after being attacked by a cyclist. Other drivers had reported the cyclist swerving and swearing at motorists. Police say he then ran into the elderly woman's car as she was parked at traffic lights, wrenched her door open and attacked her.


The cyclist has been charged with injuring with intent.

Police target worst families

Canterbury's top 10 criminal families have cost taxpayers $53 million to bring them to justice.

Police have identified families with the most prolific offenders and are targeting them in the latest initiative to cut crime.

Police have even taken the unusual step of preparing family trees to help them keep track of members and their frequent offending.

Police have also calculated the financial impact on society.

Of the 177 members of the top crime families living in Canterbury, 127 have come to police notice. They were apprehended for 1808 offences over five years, ranging from burglary to assault, vehicle thefts and drugs. All 10 families are Maori.

The $53m figure is based on a Treasury study that calculated the cost of crime.

The figure is conservative. It covers police, court and prison costs, but excludes the expense of youth offences dealt with in alternative ways, such as warnings and family group conferences.

The worst of Canterbury's 10 families is estimated to have cost taxpayers $19m nationally, and the next down $8.4m.

Last year alone, the 10 families' offending in Christchurch cost $7m, of which $6.1m was for youths 19 and under.

The operation has similarities with a controversial British initiative to identify London's 100 most likely murderers and rapists, building up profiles of potential offenders before they commit crimes.

However, the Christchurch police focus is on families' criminal pedigrees and curbing the behaviour of recidivist members.

"We basically get in their face," said Inspector John Price, who heads the initiative.

On any given day, hot targets could be monitored by detectives, have their bail conditions checked by uniformed staff or have their vehicles stopped by traffic officers.

Information is fed back for analysis by the intelligence branch and discussion by the bosses at weekly strategy meetings.

The police work alongside other government agencies, such as Child, Youth and Family, Housing New Zealand, and Work and Income.

Civil libertarians argue that the families make easy targets and that giving them space and support may be a more constructive way to reduce crime.

By request, the police provided The Weekend Press with a typical family tree of one of their 10 targets, with names removed for legal reasons.

The four-generation family of 74 members has clocked 673 offences nationally – 284 of them in Canterbury, costing $2.4m in five years.

One couple, a 53-year old woman and her 52-year-old partner with 70 charges between them, have produced four prolific burglar sons.

The eldest son, at 26, has amassed 99 offences, mostly for vehicle theft. His youngest brother, at 18, is quickly catching up, with 71 charges.

Canterbury's district commander, Superintendent Sandra Manderson, said: "These families are prolific offenders. They are not in the top 10 families for any other reason than they are very prolific offenders.

"We have a responsibility to the public of Christchurch to start addressing some of these issues, and we are doing it."

One problem was families moving to Canterbury because members were serving jail sentences here or attending long-term alcohol and drug rehabilitation programmes, she said.

The gang-connected Kara family, from Taranaki, was one such case. It moved to Christchurch after 14-year-old Renee Kara O'Brien was transferred to Christchurch Women's Prison to serve a life sentence for the murder of Waitara truck driver Ken Pigott.

Three years on, her brother, Ray Kara, 16, was involved in the unprovoked murder of Christchurch accountant Trevor Clague.

The case led New Plymouth Crown prosecutor Tim Brewer, who prosecuted O'Brien and two others, to speak of a generation of "almost completely feral" children growing up in lawless families and going on to rob, maim and kill their victims.

Two of the top 10 families have moved to Christchurch from outside the district. Police figures show that the 10 families represent 1.6 per cent of total apprehensions in the district.

That rose to 3% of apprehensions for burglary and 4.5% for vehicle theft, mostly committed by members 19 and under.

The longer-term aim of the initiative was to divert future generations from criminal paths by intervening when children were very young.

Police are working alongside key early-intervention advocate Professor David Fergusson, of the Christchurch School of Medicine and Health Sciences, to develop a new programme for families.

"We know it's taken many years to get to where they are now, so we're not going to change this in a couple of weeks, a couple of years. We hope maybe a decade," Manderson said.

Canterbury Council for Civil Liberties chairman Graeme Dunstall is not convinced that putting the blowtorch on families will work. "If police were really talking about a multi-agency approach, they should be seeking to try to see what can be done in a positive way."

This is Christchurch, this the reward N.Z. is reaping for their helping/or for being used to smash the heart of our home lands defending its self back in 1939 thru 1945.

AdvertisementPolice in Christchurch are seeking witnesses after a sexual attack on a woman early this morning.


Detective Rusty Rayne, of New Brighton police, said the 18-year-old was walking home just after midnight from a night out with friends when she became aware she was being followed.

She was attacked and sexually assaulted in a grassy area near Porritt Park in Wainoni suburb.

Mr Rayne said the woman had been walking with friends earlier, but they had parted company shortly before the attack.

Police are looking for a male Maori aged between 20 and 30, of stocky build. He was wearing a red hoodie and cap.

They also want to hear from anyone in the area about the time of the incident.

This has been big news in Australia. I've been following it with some interest and while the stench of negritude was there not one medium mentioned that he might have been killed by those most likely of suspects - local aborigines. As usual partial truth - dead great guy killed by local youths - passes for the whole truth but in this article there is just the slightest hint that there may be in fact more to the story. The usual spiel is ebony and ivory living in perfect harmony...

SERIOUS concerns about the safety of teenagers on our streets have emerged after it was revealed yesterday that nearly 60 people saw Andrew Farrugia bashed to death.

Despite the large number of witnesses, so few have come forward to help police that they have not been able to issue a description of the three thugs who attacked him.

Investigations by The Daily Telegraph have found that random street violence against young males has become a major problem around the state, with many rural communities struggling to curb the type of alcohol-fuelled assaults usually associated with the inner city.

The shocking details of how Andrew – described by friends as "a great guy" – was killed in Griffith on New Year's Eve emerged as police also revealed a 23-year-old Irish tourist is fighting for his life after a street bashing in Sydney.

The victim, who was found in George St with head injuries after celebrating New Year's Eve in The Rocks, is believed to have been attacked by two teenagers.

While police and community leaders in Griffith played down theories of race tensions and revenge motives for the attack on Andrew, his death has ignited the very real issue confronting parents that growing street violence is putting their children in danger during ordinary nights out.

The attacks have also prompted widespread community anger, with calls for draconian measures such as teen curfews in some areas.

NSW National Party Leader Andrew Stoner said he wanted the Young Offenders Act changed to allow youth just one caution and one warning before being sent to court. "It's got to the stage where it's getting out of control," Mr Stoner said.

"Some teenagers have rap sheets as long as their arms by the time they are 14."

Orange Mayor John Davis, whose council is the only one in NSW to implement a curfew, said yesterday: "Like other towns where juvenile crime is on the rise, we were sick of the problem.

"It can become a problem where it engulfs you and you don't know how to solve it, where panic stations set in and there is more trouble than when started."

In Griffith yesterday Acting Superintendent Denise Godden pleaded with people in the southwestern NSW city to help police solve Andrew's murder.

She said: "We have no description at all of the three we are looking for. We don't have a solid lead as to who they are and it's ... important for the community to come forward."

While it is known almost 60 people were milling about the Banna Ave taxi rank just metres from where Andrew died, police have only managed to speak to 20 of them.

It is not the first such attack in the town in recent times. Resident Brian Armanini was bashed by a gang of 20 teens on November 4.

His jaw was broken in three places and he needed steel plates, after he was attacked, not far from where Andrew died.

Alan MacDiarmid won the Nobel Prize for chemistry.
New Zealand's only surviving Nobel laureate - research chemist Alan Graham MacDiarmid - died in Philadelphia yesterday while preparing for a visit to New Zealand.

The 79-year-old scientist and academic suffered a fall at home, his sister Alice Palmer, of Auckland, said today.

Professor MacDiarmid was born in Masterton, on April 14, 1927, to former marine engineer Archibald MacDiarmid, and Ruby Graham, the daughter of a surveyor.

He grew up in the depression years at Kerikeri and in the Hutt Valley and put himself through Wellington's Victoria University with part-time study before moving overseas for further study, and a lifetime's academic work at Pennsylvania University, and research in many parts of the world.

Prof MacDiarmid won the 2000 Nobel prize for chemistry with Pennsylvania University physicist, Professor Alan Heeger, and Hideki Shirakawa of the Tokyo Institute of Technology after they showed some plastics could be made to conduct electricity by incorporating impurities.


This discovery in polymers long considered only as insulators paved the way for the next generation of plastics.

The discovery that a thin film of polyacetylene could be oxidised with iodine vapour, increasing its electrical conductivity a billion times made it possible for plastics to be used to reduce static electricity and interference on photographic film and computer screens.

The plastics were also used in the development of new colour television screens and "smart windows" that reflected sunlight.

In addition, semi-conductive polymers were developed in organic light-emitting diodes (OLED), solar cells and as displays in mobile telephones and mini-format television screens.

Flat television screens based on OLED film, luminous traffic signs and information signs are on the way, as manufacturers develop light-emitting wallpaper for homes.

Before his Nobel win, Prof MacDiarmid was awarded an honorary doctorate of science at Victoria University, and he has worked with researchers there and at Industrial Research Ltd on projects such as an "electronic nose" using his conducting polymers.

After the Nobel presentation in Stockholm, there were other honours around the world for Prof MacDiarmid, particularly in New Zealand.

In 2001 he was awarded New Zealand's highest honour when he was made a Member of the Order of New Zealand for his contribution to chemistry and the New Zealand science community. The order has only 20 living members at any time.

He was also given the nation's top science award, the Rutherford Medal, in 2001.

Prof MacDiarmid never lost his "Kiwi" outlook on the world.

He was 60 when he received his Nobel, but colleagues in New Zealand described him then as still working 12-hour days and frequently travelling, with joint research projects around the globe.

Once, he interrupted a trip to Australia to fly back to Pennsylvania to teach a class, after which he immediately returned to Australia to pick up where he had left off.

KIWI AND NATURIST

And though the professor was in a laboratory somewhere every day, he was also an avid sun-worshipper - a naturist who also liked waterskiing.

On the presentation of the Rutherford Medal, he said: "I still consider myself a 'Kiwi', a New Zealander!"

"I am still legally a New Zealand citizen and have had, and still do have, continuing ties with New Zealand and my brothers and sister and many relatives who live in New Zealand," he said.

He became a US citizen in the late 1960s, but had regular contact with his surviving sister, Mrs Palmer, and his two brothers at Kerikeri, Roderick and Colin. Another sister, Sheila, died in Whangarei in 1997.

He tried at one stage of his career to return to New Zealand but could not get an academic job: "I really loved New Zealand and the life, and the open spaces, but at the time I was looking for positions, there was none available," he later told NZPA.

After winning the Nobel -- and a share of its US$915,000 ($2.3 million) prize -- the academic told NZPA that his father grew up with New Zealand's first Nobel Prize winner, Lord Ernest Rutherford, who, he said, dedicated himself to making champagne out of rhubarb, before later splitting the atom.

Lord Rutherford also won the Nobel for chemistry after splitting the atom in 1908. He died in 1937.

New Zealand's only other Nobel winner, Maurice Wilkins, who shared a Nobel Prize in 1962 for the work that led to the unveiling of DNA, the blueprint of life, died in 2004, aged 87.

Prof MacDiarmid described his own award as a wonderful recognition of the importance of interdisciplinary research, with chemists, physicists, electrochemists and electronic engineers all working together on the same problem.

And he used his new profile to urge New Zealanders to worry less about losing university graduates to the "brain drain" and more about encouraging people into studying science subjects in the first place.

"The 'brain drain' was a controversial issue even when I left 50 years ago," he told NZPA in 2000. "But I feel it's highly desirable for a person as part of their scientific education to get training in different companies and institutions to get exposure to different disciplines and ways of tackling a job."

His own career started after he shovelled coal and swept floors at university to be able to study chemistry part-time. He published his first paper in Nature in 1949, graduated from Victoria the following year, and with the ink still drying on the science degree in his suitcase, set off for America on a Fullbright scholarship to study at Wisconsin University for the first of two doctorates.

A further scholarship from Shell NZ enabled him to study silicon hydrides at Cambridge University in England, where he married his fiance from Wisconsin, Marian Mathieu,in 1954. After briefly working at St Andrews University in Scotland, he took the lowly job of an instructor at Pennsylvania University in 1955.

He still worked there 52 years later , after completely changing his speciality to organic chemistry in the 1970s to study polymers -- the start of his Nobel work.

" It did not fit directly into any of the established scientific fields, such as chemistry, physics, electronics, or to the area of organic or inorganic chemistry," he recalled later, describing the initial work as having been in a "maverick" field.

His wife died in 1990, but the couple are survived by their children Heather, Dawn, Duncan and Gail. For the past 15 years, Prof MacDiarmid's partner was Gayle Gentile.

Prof MacDiarmid said that just like beautiful poetry, music and art it was possible to get intellectual enjoyment from beautiful research: 'And if that beautiful research happens to be technologically useful, then that is icing on the cake."

In addition to the MacDiarmid research centre at Victoria University, he was also involved in the Jilin University-Alan G. MacDiarmid Institute, a state-of-the-art nanotechnology research centre that opened in China late in 2001. He practised speaking Chinese while driving.

"When you stop learning, you start dying," Prof MacDiarmid said.

His research on conducting polymers led to about 25 patents -- some of which expired before companies realised billions of dollars could be earned from commercial applications.

"Alan's work was so cutting-edge that the industry was just not ready to exploit it at the time, which is a crying shame," John Caldwell, a partner in a Philadelphia-based intellectual property law firm told the Philadelphia Business Journal in 2002.

But Prof MacDiarmid -- who published over 600 scientific papers -- said that he would take being held in high esteem by the scientific community over money any day.

"Sure, one would never turn down the money, but if it's a matter of degree of importance in my life, money is about a 1 out of 10, and scientific fame is about a 9.5 out of 10," he said.
