John Mann, head of the task force dealing with the issue, also said more needs to be done to weed out bigots from the game.

But critics said fans should be proud that the England national team contains many black players with rich cultural backgrounds.

Jon Keen, of the Football Supporters’ Federation, said: “We have come on leaps and bounds since the 1980s.

“The England team is about half black and half white and supporters no longer see a player by his colour.

“Supporters now police themselves – we don’t need a raft of new rules and regulations.”

But Mr Mann, a Nottinghamshire MP who is the Parliamentary Chair of the All-Party Group Against Antisemitism, wants to alter the “DNA of English football” and rid the game of prejudice for good.

He said: “In 2010 it is not acceptable that any footballer can be abused because of their race or religion at any level of the game.

“Nor is acceptable than any part of football be prepared to excuse or ignore such prejudice.
“Progress has been rapid and real, but more is needed.”

Other recommendations include introducing a hotline so fans can text in on match days to complain about racist language from people sitting near them.

Mr Mann’s report also demanded points deductions for clubs that do not clamp down on yob fans.

And racist supporters could be named and shamed in giant posters at their club’s stadiums.

An FA spokesman said: “The report has been received and it is still being considered.”

Absolute Radio has won second choice rights to broadcast commentary of top Premier League matches on Saturday afternoons.

The national station will feature games every week in the new season and Frank Skinner, 53, and David Baddiel, 45, will host its coverage of this summer’s World Cup.
