PEORIA —

Police are investigating recent incidents of racist handouts being distributed - and sometimes thrown at victims - throughout local neighborhoods.

Some of the fliers, which contain derogatory statements about African-Americans, have been left in plastic bags filled with sand at the end of driveways on several Peoria streets. But some of the leaflets have been dispensed by more violent means.

An East Bluff resident, who noted he is biracial, was walking on Ravine Avenue about 5:20 p.m. Aug. 29 when someone threw a softball-sized rock at him from a car window.

"He tried to hit me, but he was a little off," the man said. "At first I laughed it off and thought it was kids, but it wasn't."

When the man picked up the rock, he noticed one of the racist leaflets he had earlier seen around the neighborhood was attached to the rock with a piece of twine. The bottom of the note stated it was from the American National Socialist Workers Party.

The victim said he didn't know how many people were in the car, and he was unable to get a license plate number. After the man read the message, he showed it to many of his neighbors, most of whom are black or biracial, he said.

"We've never encountered anything like this," he said. "We can't believe it."

The same message also made its way to a North Peoria neighborhood off Glen Avenue last weekend. A man who lives on Merrimac Avenue said he was taking his dog for a walk the morning of Aug. 30 when he noticed plastic bags filled with sand along his street, as well as on Woodview Avenue and Kennard Road. Like the Ravine Avenue resident, the man said he didn't think much of it.

It wasn't until several days later that he heard his neighbors talking about the racist handouts. The man said he and his neighbors don't know why his neighborhood was targeted.

"I can't stand cowards like these people," he said. "I think the morons just arbitrarily picked our neighborhood. . . . They can say what they want, but that doesn't give them the right to litter our yards."

In the past few weeks, the messages also have been distributed along Isabell Avenue in central Peoria as well as along streets off Richwoods Boulevard. They've also been found along High Point Road in North Peoria.

Peoria police spokesman Doug Burgess said no arrests have been made in the incidents. Police, however, are working with the Peoria County State's Attorney's Office to determine if criminal charges could be sought if someone were taken into custody, he said. The state's attorney's office declined comment Friday.

Re. Sept. 6 story, "Raciest fliers making rounds in Peoria":

The article should cause real concern to all in central Illinois. Terrorist groups are based both outside the U.S. and within our own borders. Both have the aim of destroying our way of life.

Unfortunately, the Bush administration and Congress have focused only on the external terrorists, while from all appearances ignoring the home-grown groups. Since the Bush administration took power, the number of hate groups within the U.S. has grown by 48 percent since 2000, to a current total of 888, according to the spring, 2008 issue of the Southern Poverty Law Center's Intelligence Report, which keeps track of such groups. In fact, their number grew by 5 percent in 2007 alone.

The American National Socialist Workers Party, the group that was apparently responsible for the reported incidents, is headquartered in Roanoke, Va. It is led by William Alexander White, called by Intelligence Report as possibly "the loudest and most obnoxious neo-Nazi leader in America." This organization is reportedly one of the fastest growing hate organizations in the country.

White and his neo-Nazi lieutenants are making a nationwide push to enlarge their hateful presence and create fear and terror of the sort reported in the PJS article.

It is imperative that these individuals be made aware that such conduct is not acceptable within our community. I urge that we be alert to the presence of such hateful individuals and report all incidents of concern to the police.

You pick up a plastic bag filled with sand at the end of the driveway and find a flier with a warning:

"White Peorians you are not safe. Your city is being torn apart by a group of savage sub-human animals. Three Nigger riots have broken out this summer, yet no one seems to acknowledge the problem. Holy Family festival, Steamboat Days and the HOI Fair all had massive mobs of uncontrollable Niggers fighting and endangering others."

I like how the writer capitalizes the N-word throughout the one-page letter, yet refers to white people in the lower-case. Note:

"Police chief Steve Settingsgaard and Mayor Jim Ardis have labeled this as a 'youth problem.' Yet those arrested at the events have all been Niggers aging from teenagers to men in their mid-thirties. They have talked about closing the door to these events because the 'youth' is destroying them. In reality, the Nigger problem in Peoria is so out of control the police have no other choice but to close the events and lie about the cause.

"How much longer will white Peoria sit by and watch its city be destroyed?"

The fliers, distributed throughout Peoria neighborhoods earlier this month, would fall in the junk mail category if memories of a smart, young, card-carrying racist and his troubled disciple weren't still fresh.

Peoria and neighboring cities tolerated similar antics from Matt Hale for years, until one July nearly a decade ago when a troubled young man with a gun, nourished on Hale's caffeinated hate, went on a two-day shooting spree. When it was over, Benjamin Smith had killed one man and shot at three others for no other reason than they weren't white. Finally, Smith killed himself.

Racism is suicidal, which is why the fliers warrant a response.

The hard-edged racism the fliers evoke is out of style. Like George Wallace, Strom Thurmond and Jesse Helms, retro-racism is dead and it's not coming back. Many white people are appalled when other white people use the N-word. Most recognize and are embarrassed by obvious, overt prejudice.

Black people are just as appalled, outraged and intimidated by unruly brawls at public events - and the rude violence young black men, in particular, do to one another.

Invariably, racial double standards muddy the dialogue between well-meaning black and white people attempting to resolve serious issues related to public safety, crime and the perception of crime. Crime is a problem but it's not really a problem until it spills outside of predominantly black neighborhoods.

The race-baiting fliers use stark terms to say what was subtly implied in the Peoria City Council's decision to grant two black-owned bars 4 a.m. liquor licenses - so young black youths will go somewhere other than Downtown bars - and in the rhetoric of the Peoria County state's attorney's race between long-time incumbent Kevin Lyons and his Republican challenger, Darin LaHood.

"Crime used to be isolated," LaHood told social service agency employees at a recent debate, before mentioning fights at the festivals and men robbed at Newman Golf Course. If nothing is done, he said, crime will "bleed out to Morton and Germantown Hills."

In other words, white Peorians will not be safe.

It is not clear that every troublemaker at every event was black. It is not clear who or what group distributed the fliers, but they resemble the creepy hate mail received by a Bradley University professor last year. The fliers list Virginia and Peoria addresses for the American National Socialist Workers Party, a group whose 25-point platform is a paean to Hitlerian notions of white supremacy. ANSWP would not only end black claims to citizenship, it would ban Judaism and abortions of "racially healthy" children and prohibit immigration of non-whites, while relieving "debt slavery" of white working people.

Ending debt slavery and guaranteeing opportunities for fair wages are issues working people of all racial and religious backgrounds can agree upon, especially in these worrisome economic times. But rank racist appeals don't see the humanity in building healthy racial coalitions. What they do see eventually destroys safety for the very white people they aim to elevate.

Matt Hale started out distributing racist fliers targeting blacks, also. He ended up convicted of soliciting the murder of a federal judge, a white woman who was raised Baptist.
