Unfortunately, not as ticked off as they should be. Nobody's building portable guillotines and nobody's storming the perpetrators' lairs to drag them to those guillotines.
That Brit young lady who spent weeks with Snowden in that Moscow airport just gave an interview with the Süddeutsche Zeitung. I'll go find it and edit accordingly. She explained the symbiosis of which normally it's entirely different species, in nature, which practice it, gets applied to artificial society where predators and the hunted are forced together. For example, the smaller fish who gobble up parasites off of the larger fish, without getting gobbled up itself or the Central American giant carnivore flower of lilly relation which allows only a certain bug to pollinate it, without gobbling up that particular bug:
What for average persons a nightmare is is for behind-the-scenes hand-wringers an asset. Where artificially-implanted fear exists, it's easier to set up mass surveillance and an infrastructure for true freedom-robbing measures such as cashless society and the persecution of banking secrecy. In other words, in this case, a natural enemy needs his rival to capitalize on the resulting discomfort of the ruled ones.
