A well-funded organization is the normal "requirement" to fight this kind of thing.
Organizations can be infiltrated. And if the organization has a pyramid structure - infiltration at or near the top exposes everyone below.
Theoretically, a "leaderless resistance" type of squad could do many of the same tasks that an organization could do. And without the risk of infiltration.
