The local press did a terrible job of explaining it. From what I gather, Fairfax went to the FBI to reveal the alleged plot and then "forgot" to mention he put the bombs there.
Steele elected to represent himself. Some have suggested this might mean very poor judgment on his behalf due to the very serious nature of the crimes.
Reportedly, his wife broke down and cried when told Steele could not have contact with his family. Some have suggested this meant she was clueless.
