Whether or not the Secret Service was involved in a conspiracy, the assassins could never be certain there would be no agents on the rear of the presidential limousine; because it should be expected that agents may disregard orders that would threaten the President's safety.

Right from the outset, in order to ensure success, a conspiracy would know it needed a shooter in front.
