James Mathias of Davenport was carrying fliers identical to those found in Iowa City when he was arrested on a separate weapons charge in Scott County.

The neighborhood may have been targeted, Ostby said, because of its diversity.

"This is one of the most ethnically diverse neighborhoods in Iowa City, so that may have been one of the reasons or motives behind leaving them in this area," he said. "The fact that someone actually took the time to pick up these publications from the Quad Cities, print out these fliers, stuff them in the sleeves together and deliver them in the wee hours of the morning is just bizarre.

"It may not have taken a lot of money, but it took a lot of time and dedication and that is very disturbing," Ostby said.
Lost count on how many new interfaith groups James Mathias help start in the Quad Cities area this year alone. Seems everytime James flyers a new neighborhood, a new group forms, the local police holds a press conference, the FBI visits, James Mathias name is mentioned and his mugshot is shown.

What's the definition of insanity again?

Anyone still involved with Will Williams' National Alliance needs to pay attention to the FBI being interested in the Willy Alliance's activities. It is not just because of the flyers.

"If speech is protected, and it is taking place and it is attached to a low-level crime, we don't necessarily charge that person if it's protected speech. To do so would be selective enforcement on our part. It would be charging somebody with a crime that we wouldn't normally charge them with just because we didn't agree with what they said on those fliers," [police Chief Jody] Matherly told the Iowa City Council during a Feb. 20 presentation. "If the fliers are legally protected speech, and it violates laws like littering and handbills, it doesn't automatically mean we're going to charge them."
