Default Expulsion from Europe, not extermination

Here's a good quote from Alfred Rosenberg who was considered to be the highest ideological authority in the Third Reich:

"The Jewish question will only be solved for Europe when the last Jew has left the continent of Europe"

Compare this with a quote from Hitler in 1941:

"From the rostrum of the Reichstag I prophesied to Jewry that in the event of war's proving inevitable the Jew would disappear from Europe"


Clearly, the concentration camps existed to hold the Jews during the war until the Third Reich could find a nation beyond continental Europe which would take them in.
