They may or may not be true. But to add to others comments on this it should be remembered that Steele and his wife had spoken 2 hours earlier and may have exchanged all the niceties at that time. Steele's wife also told him in the the earlier conversation that she was afraid to stay at home. There seems to be no indication that it was Steele who she feared.
Steele had one, and only one goal in the second call to his wife. That was to explain to her that it would be her who certified that the recordings and all that would imply. Steele was obviously in full defense lawyer mode saying what he needed to say to protect his client.
