Britain will resist demands for a European Union-wide migrant quota as ministers meet for an emergency summit to discuss the crisis.

Home Secretary Theresa May is joining counterparts in Brussels in the latest effort to agree a co-ordinated response to the upsurge in arrivals on Europe's borders.

Germany upped pressure for a deal on the eve of the talks by imposing border controls amid warnings regions were struggling to cope with large numbers fleeing the war in Syria.

The temporary suspension of the border-free Schengen Agreement came after more than 14,000 arrived at Munich station in response to Chancellor Angela Merkel's decision to allow free access to unregistered migrants gathering in Hungary.

Interior minister Thomas de Maiziere said the move was " also a signal to Europe: Germany is facing up to its humanitarian responsibility, but the burdens connected with the large number of refugees must be distributed in solidarity".

The United Nations High Commissioner for Refugees urged the EU to move to "the rapid implementation of a relocation programme" to spread refugees among all EU countries - a move resisted by many member states.

Prime Minister David Cameron has made clear that Britain will not participate in European Commission plans to redistribute 160,000 migrants around the continent from Italy, Greece and Hungary.

He has said the UK will take in 20,000 Syrians but only from camps in the region, arguing that focusing on migrants who have already reached Europe would merely encourage more to come.

The temporary reintroduction of border controls was seen as a serious blow to the survival of the Schengen Agreement under which 26 European countries, mostly in the EU, have no border controls and operate a joint asylum policy.

Mrs May has blamed scenes of drowned migrants on a " broken European migration system", saying the tragedies such as the dozens of refugees found dead in the back of an abandoned lorry " have been exacerbated by the European system of no borders, the Schengen area, in which the UK has never taken part."

Ukip leader Nigel Farage said: "By shutting the border with Austria, it is clear that the German government have realised the scale of their error. Schengen surely can't survive now."

David Miliband, who is visiting the Greek island of Lesbos near where another 28 migrants drowned yesterday on a makeshift boat trying to make the journey to Europe from Turkey, criticised the UK response.

The former foreign secretary, who now heads up the aid agency International Rescue Committee (IRC), described David Cameron's commitment to take in an average of 4,000 Syrian refugees a year as the equivalent of the number arriving on the beaches of Lesbos every day.

Post Polling: British Public Rejects Idea Of Letting More Migrants In, Contrasts With Media Narrative

Over the course of this weekend we have heard no end of left-wing politicians and media commentators taking to the airwaves to claim that the British public overwhelmingly support Britain accepting more migrants into the United Kingdom. But frankly, the polling just doesn’t reflect this. BBC anchors, Channel 4 hosts, Labour politicians and even foreign political commentators are claiming that Britons are amenable to the idea of more refugees.

Last Friday, Channel 4’s Krishnan Guru-Murthy asked me if “my side” of the debate was just being “nasty”, as lefties Caitlin Moran and Hella Pick enjoyed some glorious PR coverage for their campaign to open the borders to more migrants. The BBC’s Stephen Nolan harangued his guests for suggesting they weren’t in favour of the government plans.

This weekend, a Labour MP said Britain should take more migrants even if hospital waiting lists increased, taxes went up, cities overflowed, and school class sizes went through the roof. She said we should accept people until we are “saturated”.

And the Los Angeles Times columnist Christina Boyle wrote that “a solid majority of Britons appear to support Prime Minister David Cameron’s plan to resettle 20,000 more Syrian refugees by 2020”.

But the polling figures simply don’t reflect these points. The fact is the media, as well as our politicians, are lying to you.

“Quelle surprise, Raheem!” you say. But there is scant fair reporting from the other side of this debate, which is why I believe it is so important to make sure “my side” has the facts to hand, and shares them with everyone they know. Here they are. (And while Yvette Cooper’s numbers didn’t make sense, I’ve conservatively assumed the average size of a Syrian family to be 5 people).

A YouGov poll for which the fieldwork was conducted just over a week ago asked 1500+ Britons what they thought of the migrant crisis and the government handling of it. The poll revealed the following:

1. 52 per cent of people support Britain taking a military role in bringing an end to the war in Syria;

2. 49 per cent support “stabilising Iraq and Libya”;

3. Just four per cent of people believe David Cameron has handled the crisis “very well”, 17 per cent think “fairly well” and a total of 45 per cent think he has handled it “badly” or “very badly”;

4. While 36 per cent think “Britain should admit higher numbers” of Syrian migrants, 51 per cent want the numbers to be the same as previous years, lower, or none at all;

5. Twenty eight per cent of people think Britain should take more Libyans, Iraqis and Eritreans, but 60 per cent believe the numbers shouldn’t change, or should be lower, or none at all;

6. Just 5 per cent support taking economic migrants, while 83 per cent think we shouldn’t raise the numbers, or should take fewer or none at all;

Chain-smoking outside a coffee bar in Germany’s capital, young Syrian Mohammad Al-Abaan bangs his hand loudly on the table as three teenage girls walk past in Islamic robes.

‘Look at them!’ he says. ‘They pretend to be migrants from my country, but they lie. Their skin is blacker than ours. I know they are Arab-speaking Muslims from Sudan in Africa. Every day, more Africans, Afghanis, Iraqis, Iranians, Lebanese, and lots of others, slip through the door opened by Germany to us Syrians.’

These are strong words, particularly as Mohammad has only just set foot in Europe himself, arriving in Berlin a week ago by train from Hungary with his friend Ismail Gannom.

They are civil engineering graduates, both 25 and from middle-class families, who fled Syria to escape military service in President Bashar Al-Assad’s army as it wages a civil war against rebels, including Islamic State (ISIS) terrorists.

In Berlin, a government bus whisked them with 150 others to a reception centre in Neukolln, a bustling multicultural district in the south of the city. Charity workers, city officials and local well-wishers waved welcome signs and pink and blue balloons were hung on lamp-posts outside. ‘The Germans love us, and we love Germany,’ said Mohammad.

Until Sunday, migrants at 2,000 reception centres in cities from Munich to Hamburg were met with the same greetings. The scenes followed Chancellor Angela Merkel’s declaration that all arriving Syrians should be treated as war refugees, offered asylum and — turning a blind eye to EU rules — not be returned for fingerprinting and registration to the country where they first entered Europe.

Now, the Merkel dream is unravelling: the relentless flow of migrants has overwhelmed the EU mainland. On Sunday afternoon, Germany temporarily shut its borders with Austria, later introducing tougher vetting of migrants.

The dramatic U-turn reinstated border controls that had not been in place for two decades, placing Europe’s prized Schengen Agreement — allowing passport-free movement across much of the Continent — under real threat.

Yet Mrs Merkel had insisted ‘we can do it’ when she welcomed migrants to the country last week, criticising other states, including Britain, for not doing enough to help.

With a shrinking and ageing population — and a desperate need to expand its workforce — Germany’s original welcome call to Syrians is viewed by some as not purely selfless.

Whatever its true motives, Germany has left the fabric of the European project in jeopardy. Yesterday Austria, Slovakia and Holland pledged tighter border controls. Hungary completed a razor-wire fence to keep out migrants from beyond the EU, and declared a state of emergency on its southern borders with Serbia. Still no word on when, precisely, Pixie Balls-Cooper will be welcoming a grateful migrant, sorry ‘refugee’, family into one of her two lovely homes.

I’m sure she’s sincere and, even as I write, hubby Ed is decorating the spare bedroom and stocking the freezer in preparation for their new lodgers. It’s not as if he’s got much else on at the moment.

Perhaps Pixie’s waiting for the first of the 20,000 Syrians, who Britain is taking from legitimate refugee camps in Lebanon and Jordan, to be formally processed. Will she have any say in who she gets? Or will the Balls-Coopers have to settle for whoever they are allocated by the immigration authorities?

As a former Labour front bench politician, maybe she’ll get first dibs. How will that work, then? Will the migrants have to line up for selection, like African slaves for sale at Annapolis market in 18th-century America?

She’s bound to want to give them the once-over. They’ll have to be photogenic, obviously, for when the Balls-Coopers pose on their doorstep with their new ‘family’ members in front of the TV cameras. Oh, and it’ll help if they already speak perfect English.

That shouldn’t be a problem. The BBC and Channel 4 News seem to have no trouble locating the handful of fluent English- speaking women, and their cherubic children, among the hundreds of thousands of determined young males who appear to make up a good 90 per cent of the human tide from the Middle East and beyond.

I’m assuming the father will be an astro-physicist, or a brain surgeon, like all the other highly-qualified migrants tearful TV reporters and professional immigration activists assure us are heading our way.

Otherwise, if Pixie’s not careful, she could end up with a couple of the knife-wielding thugs currently laying siege to Calais. I can’t see that going down too well with the neighbours.

She should also make sure that they really are Syrian — and not Afghan, Iraqi or any of the several dozen other nationalities currently trying to smuggle themselves into Britain.

That could be more difficult than you think. Only about a third of those migrating to Europe are said to be genuinely fleeing the war in Syria. And that’s probably an over-estimate. The rest have ripped up their papers and are pretending to be Syrian.

MailOnline has managed to obtain a false Syrian passport, driving licence and ID card from a middle man in Turkey, at a cost of 2,000 U.S. dollars. Izal is said to have looted thousands of official documents from abandoned Syrian government offices.

This week, the Lebanese foreign minister warned the Prime Minister that two in every 100 ‘Syrian refugees’ are Izal-trained terrorists, hell-bent on carrying out attacks in Europe. That could mean that at least 400 of those we plan to resettle in Britain by 2020 are intent on trying to murder us.

Post Royal Navy ship rescues 400 invaders and delivers them to Europe. 19th September

HMS Enterprise was called upon today to join the Italian-led mission to provide "life-saving assistance" along with other European ships, which were involved in saving more than 4,000 migrants in 20 operations.

The ship has been deployed to the Mediterranean since July for intelligence gathering as part of a wider European Union mission to detect and disrupt people-smuggling gangs making thousands of pounds from desperate migrants fleeing war-torn countries such as Syria.

Defence Secretary Michael Fallon said: "Once again, our Royal Navy has rescued a large number of migrants from the Mediterranean.

"Our focus remains on smashing the criminal smuggling gangs who are putting innocent lives at risk.

"HMS Enterprise is well equipped for that task, as is the frigate HMS Richmond, which we have also now offered to the mission."

Today's rescue effort comes close to matching HMS Enterprise's largest operation when 453 people in more than 20 vessels off the coast of Libya were rescued last month.

The news comes following an announcement earlier this week the UK is to offer HMS Richmond to support the boarding and seizing of vessels in the southern Mediterranean which belong to criminal gangs.

The Archbishop of Canterbury has offered to host one or two refugee families in a cottage in the grounds of his Lambeth Palace residence in London.

'As a Christian who leads the Church of England, it is something he feels absolutely passionate about,' a spokeswoman for Anglican leader Justin Welby said.

'As the archbishop has said, Jesus was a refugee, and there are refugees here who are desperate for sanctuary from war-torn places and the archbishop is completely torn about their situation and wants to make a difference.'

The spokesman said the four-bedroom cottage could house a 'family or two', adding: 'He would pay for it out of his own discretionary fund'.

The Archbishop has been considering the move for 'a while', his office said, and the cottage is currently being redecorated.

Welby has been critical of Prime Minister David Cameron's recent offer to take in an extra 20,000 Syrian refugees over the next five years, calling it a 'very slim response'.

The offer comes after Pope Francis said the Vatican would host two refugee families and urged Europe's tens of thousands of Catholic parishes to host a family.

It was confirmed on Friday that one refugee family has already moved into the Vatican.

Syrian refugees will be brought to Britain more swiftly under a fresh push to tackle the growing crisis announced by the Government.

The UN's refugee agency (UNHCR) will be given extra resources to speed up the resettlement programme, International Development Secretary Justine Greening said.

Divisions in the EU over how to deal with the migrant crisis will be discussed by European leaders at an emergency meeting in Brussels on Wednesday.

Tensions flared between Hungary and Croatia as the governments clashed over how to deal with the influx of thousands of people.

Hungary erected razor-wire fencing along its borders to stop the country being used as one of the major routes into the border-less Schengen area within the European Union.

Hungarian ministers criticised Croatia for sending migrants to its borders, claiming such a move breaches the international law that requires people to be registered in the first country they reach.

Britain has agreed to take 20,000 Syrian refugees over five years from camps surrounding the nation that has been riven by civil war under Bashar Assad's brutal regime and the rise of Islamic State.

The Government will offer extra support to help speed up a scheme that will identify and prioritise the most vulnerable refugees, including survivors of torture and people in need of medical care.

Ms Greening said: "Britain has been supporting millions of people caught up in the brutal Syria conflict right from its start four years ago. We've given more than £1 billion in aid - second only to the United States - for food, shelter, education and health services, helping the victims of this terrible tragedy rebuild their lives in host countries.

"And we will use our expertise to help speed up the resettlement of 20,000 of the most vulnerable Syrian refugees from the region. This is not just morally the right thing to do, but it's also the smart thing to do.

"By taking refugees directly from camps in the region we are ensuring that we reach the most vulnerable, while our aid continues to support others to stay in the region rather than make the perilous journey to Europe."

During a visit to London, US secretary of state John Kerry said America was looking at what more it could do to help alleviate the refugee crisis in Europe.

The US has already ploughed 4.1 billion dollars (£3.6bn) into support for Syrian refugees, he said. "We are committed to try to do more and we are looking at exactly what it will take to do more," he added.

Scottish councils are adamant that the Paris attacks will have “no effect whatsoever” on plans to welcome Syrian refugees arriving in Scotland tomorrow, after far-right demonstrators clashed with refugee rights activists at the weekend.

Members of the Scottish Defence League gathered in the village of Monkton, south Ayrshire, on Sunday afternoon, claiming to have been approached by residents who were unhappy at speculation that refugees were being given emergency accommodation at a nearby hotel.

Fuad Alakbarov, a human rights activist from Glasgow, said that the SDL protest was drowned out by a counter-demonstration of up to two hundred people, attended mainly by locals in support of the resettlement plans.

Police Scotland confirmed on Monday evening that they had arrested five people for hate crimes linked to Friday’s atrocities in Paris, including four men for alleged racial breach of the peace and another under the Communications Act.

On Monday morning Humza Yousaf, the chair of the refugee taskforce which is coordinating Tuesday’s arrivals and the Scottish government’s only Muslim minister, confirmed that he had informed the police of social media abuse.

The protests came as the first of at least three charter flights is due to arrive in Glasgow on Tuesday, bringing bringing refugees directly from camps around Syria as part of the UK government’s promise to take in 1,000 people by Christmas.

South Ayrshire council insisted that “our support is firm”, regardless of SDL activity in the area. Stirling council – one of the only authorities to confirm the imminent arrival of refugees – said: “These terrorist attacks will have no effect whatsoever on our plans to welcome Syrian refugees to the Stirling area. We have a responsibility to provide safety and refuge for refugees and we will continue to honour this commitment.”

Observing the minute’s silence for those killed and injured in Paris at Glasgow central mosque on Monday morning, first minister Nicola Sturgeon urged Scotland to show tolerance.

“We are due to welcome Syrian refugees to Scotland tomorrow and we need to show that we are a country of compassion and acceptance. These people are fleeing their homes in the search for protection and security, and we are their refuge. We cannot let the actions of the few destroy the safety of the many,” Sturgeon said.

As the Guardian first reported on Friday, in a reflection of its readiness in comparison to other parts of the UK, Scotland will welcome 40% of the refugees David Cameron pledged to take, although the Scottish government’s proportionate commitment was to accept 10% of the total.

It is understood that families with an average of two adults and three children will be dispersed over 10 local authority areas across Scotland. These councils already know the names, ages and medical profiles of the individuals and are prepared for their specific mental and physical health and educational needs, such as fitting wheelchair ramps to accommodation or arranging English language classes for adults.

Local authorities were likewise quick to address community concerns. Isobel Strong, SNP councillor for the Isle of Bute, which is expecting to host 15 Syrian families, told the Guardian: “Obviously people in the street do have questions, especially after the news about the fake passport [in Paris], but my information is that these are families who are known to agencies and are simply seeking safety from a warzone.”

Strong added that Argyll and Bute Council had already planned to keep the arrivals low-key. “We don’t want the families to feel overwhelmed. They are arriving in a new country after a long journey, it’s cold and they don’t necessarily even know each other.”

Similarly, the Scottish government said that it was not aware of any large-scale welcome events planned.

Scottish authorities are particularly aware of the psychological strain many people will have experienced on their journey. When the refugees land, they will be welcomed in a private area at Glasgow airport and given refreshments before being driven by coach to their designated council areas.

I know they have dumped 100 of the smelly rascals in Stirling in the last week. I Imagine Falkirk will get a few as well, it was where they used to dump them when they were classed as "refugees" before being upgraded to "asylum seekers" Glasgow and Edinburgh will probably absorb most of them though. Nicola Sturgeon said she would put them up at her house. I wonder how many she took?

Ahmed Owusu-Konadu, a leader within the Ahmadiyya Muslim Community Glasgow, said he had communicated to his congregation in the west of the city they should remain at home until satisfied any backlash had passed.


Nabeel Shaikh, general secretary of Glasgow Central Mosque, said the attack in Bishopbriggs had heightened the anxiety amongst the Muslim community.

He added: “The chatter within the community is don’t let your wives, daughters or sisters go out alone, make sure someone goes with them. Which is just ridiculous considering where we live.

“There’s a feeling that this isn’t acceptable, that the situation is getting worse and there’s a definite increase in anxiety on the back of the fire attack.”

Mr Shaikh had previously told of concerns of the emergence of Islamophobic incidents in areas with no history of it, including the racial abuse of a female shopper in Newton Mearns, East Renfrewshire.

Police Scotland has confirmed it is treating the fire on the Bishopbriggs Cultural Centre - also known as Al Sarouk - in the early hours of Tuesday morning as “wilful”.

It comes on the back of a series of arrests for alleged hate crimes over the weekend.
Mr Owusu-Konadu said the advice was not meant as a diktat to fellow members of his faith but an appeal for “commonsense and vigilance”.
He said: “Our message wasn’t just directed at women. It was sent to everyone in our community and is a measure we always take. It’s simply advice not an authoritative statement.

“People can go wherever they want but try as much as possible to remain vigilant. Think about the necessity of going out in public right after an incident and stay in your home for a period of time for the whole place to calm down.
“If you need to go out, feel free to go out.”
He pointed to the online attacks on Scottish Government minister Humza Yousaf and the Scottish Defence League rally in Ayrshire at the weekend as evidence of the difficulties Muslims can face in the backlash of an attack by Islamic State or other extremist group.

Mr Owusu-Konadu also said police were aware young Muslims were providing 24-hour protection of mosques after the Friday atrocities.

They are never out alone. always groups of them stinking up the place. I notice that in all of that drivel there was not one condemnation of the Paris attacks. Not one quote of, "not in my name" or "we don't condone these attacks as a community".

THE first set of Syrian refugees who will be resettled in Scotland arrived at Glasgow Airport today before being shuttled off to their new homes.

There were many kind words of welcome for the refugees as their chartered Boeing 737 touched down at 3.40pm after the six-hour, 2500-mile flight from Amman in Jordan, via Lebanese capital Beirut.

After all, it was only weeks since thousands joined the #wehaveroom campaign, calling on the UK Government to let Scotland take more Syrians.

Richard Harrington said: “Scotland will set the benchmark for the rest of the UK in welcoming them.

“Refugees can make a tremendously positive contribution to our country.”

Harrington said: “I can’t thank the local authorities across Scotland, the Scottish Government and the Home
Office teams enough.

“Glasgow, in particular, has an exceptional record of welcoming refugees. A total of 17 local authorities across Scotland have come forward to help.”

Each family will now be given personalised help to settle in. They will be able to work and claim benefits
and have been placed with local GPs and schools. Specialist medical help is also waiting for those who need it.

The families can stay for five years, then apply to remain permanently.

The UK Government will pay for their care for the first year.

Scotland’s international development minister Humza Yousaf, a target for racist abuse online after the Paris attacks, was one of the first to greet the refugees.

He said it was “a proud day for Scotland” and offered them “the warmest of welcomes”.

Harrington was confident the vast majority of Scots would do the same. He hopes to recruit local people to befriend each refugee family and help them get used to their new lives.

Post Cameron says the time has come for Britain to start bombing ISIS in Syria

David Cameron today stepped up pressure for Britain to join airstrikes against ISIS in Syria, warning MPs they cannot 'dodge' the question forever.

Tory and Labour MPs are being offered private defence briefings on the threat posed by ISIS to persuade them to back airstrikes in Syria.

Mr Cameron will set out a wide-ranging strategy to 'degrade and destroy' ISIS next week, in the hope of securing the backing of MPs for RAF bombing raids to start before Christmas.

MailOnline understands that opposition from some of the 30 Tory rebels who opposed airstrikes in Syria two years ago has softened, as a YouGov poll shows 58 per cent of voters now back military action in the wake of the Paris terror attacks.

A separate poll for Survation suggested just 15 per cent of the public thought the UK should carry out immediate air strikes on Syria in retaliation for the Paris atrocity.

But speaking in the Commons today., Mr Cameron said: 'My job is not to read a Survation opinion poll but to do the right thing to keep this country safe.'

British planes have attacked more than 350 targets in Iraq as part of military action authorised by MPs a year ago.

But the Prime Minister says the ISIS attacks in Paris on Friday targeting bars, restaurants, a football match and a concert meant the case for extending bombing raids into Syria had 'grown stronger'.

French and Russian air strikes in Syria have killed at least 33 ISIS terrorists in three-days of air strikes over northern Syria, it has emerged.

Dozens more jihadists have been wounded in the raids which targeted weapons depots, barracks and checkpoints in the ISIS stronghold of Raqqa.

Now Mr Cameron wants British jets to join the effort in Syria.

The Prime Minister said: 'We cannot dodge forever the question of how to degrade Isil both in Iraq and in Syria.'

He also dismissed suggestions that the UK should only take military action if there was a UN security council resolution, saying he would not 'outsource to Russian veto the decisions that we need to keep our country safe'.

Mr Cameron was humiliated in 2013 when Tory rebels joined with Labour to vote down a plan to launch missile strikes against the Assad regime.

However, public outrage at the Paris attacks and the wider refugee crisis fuelled by the rise of ISIS has put the issue back on the table.

Defence Secretary Michael Fallon is now holding security briefings with groups of MPs from different parties to 'talk them through the situation' in a bid to win over rebels.

Two meetings will be held early next month - one for Conservative MPs and one for MPs from other parties.

In addition to setting out what British forces are currently doing in Iraq, Mr Fallon will make the case for extending airstrikes into neighbouring Syria.

Two asylum seekers openly argued with a judge yesterday as they were accused of taking part in the gang rape of a schoolgirl.

The young men wept loudly, held their heads in their hands and gestured at the court as they protested their innocence.

Judge Charles Macdonald QC was forced to intervene because of the noise, telling them: ‘You will not speak in the dock.’

The pair are accused of being among a group of men who took turns to rape an ‘extremely vulnerable’ 18-year-old girl. The attack shocked veteran police officers in a Kent town where they were living as Syrian refugees in a taxpayer-funded hostel.

But their case quickly descended into chaos yesterday as questions emerged over exactly how old they are and whether they should be treated as juveniles.

Before one of the men could answer questions about his age on oath, he smashed his head into the wall of a cell during a break and was taken to hospital.

As a result neither of the men can be named under laws designed to protect the identities of juvenile defendants until a further hearing.

This is despite the fact that one of them is being held in an adult prison after magistrates ruled he is in fact 18.

The case concerns the appalling attack of a girl at the refugee hostel in Gillingham, Kent, on the night of Halloween.

She and a male friend met a group of young men in the street and were persuaded to go back to their home. But when she arrived she was allegedly dragged to an upstairs bedroom, stripped naked and repeatedly raped by up to four men as others watched.

She finally escaped after punching and headbutting the men as her friend ran into the street and persuaded a neighbour to intervene.

Both of the defendants in the dock at Maidstone Crown Court yesterday are asylum seekers who claim to be 17-year-old refugees from Syria.

But the court heard how immigration officials have judged that one of them is in fact from Egypt.

He faced deportation next month. Wearing jogging bottoms and sweatshirts, the two defendants appeared confused by the proceedings.

They are both represented by a barrister and a lawyer and an Arabic interpreter sat in between them throughout the 90-minute hearing.

A social worker from Kent County Council was also present in court, who explained that the pair have been repeatedly assessed by youth workers and immigration officials.

The age of the defendant who injured himself is recorded differently by police, the prisons and the courts – with his year of birth being either 1997 or 1998, the court heard.

He was examined last year by experts who looked at his skin condition, muscle tone, language skills, voice and even whether he has an Adam’s apple. If their findings are followed he would now be 18.
