The U.N. Security Council on Wednesday heard accusations that Syria's army and intelligence agency and a pro-government militia are sexual war criminals for rape and assaults on women and children.

The report cited Syria's army, intelligence services and the government-controlled Shabbiha militia, relying on an independent international commission of Inquiry that investigated Syria in 2012 and 2013.

"In several egregious incidents, (Syrian) government soldiers and Shabbiha elements allegedly entered homes and raped women and girls in front of male family members; they sometimes killed the victims afterward and forced men at gunpoint to rape their wives and daughters. The Commission concluded that there are reasonable grounds to believe that such acts of sexual violence, perpetrated in connection to the armed conflict, could amount to war crimes," the report said.

BEIRUT: Syrian rebels captured large parts of a military base in the strategic Homs province on Thursday as opposition fighters try to expand territory under their control near the Lebanese border, activists said.

The central region is important to President Bashar Assad because it links Damascus, his seat of power, with one of his main allies, the militant Hezbollah group in neighboring Lebanon.

In recent months, the rebels have chipped away at the regime’s hold in northern and eastern Syria. They have also made significant gains in the south, in the area between Damascus and the Jordanian border, helped in part by a recent influx of foreign-funded weapons across the boundary.

The Britain-based Observatory for Human Rights said the opposition fighters took control of most of the Dabaa military complex in Homs province on Thursday morning, after weeks of fighting with government forces for control of the facility. Sporadic fighting was still being reported in some parts of the base, the Observatory said.

Syria’s regime is dominated by the president’s minority Alawite sect — an offshoot of Shiite Islam — while the rebels fighting to overthrow Assad are mostly from the country’s Sunni majority. Assad’s major allies, Hezbollah and Iran, are both Shiite.

U.N. says children have been tortured, raped by pro-Assad militias


Syrian families have been burned in their homes, people bombed waiting for bread, children tortured, raped and murdered and cities reduced to rubble in Syria’s two-year-old war that has sparked a humanitarian catastrophe, the United Nations said on Thursday.

A quarter of Syria’s 22 million people are displaced within the country and 1.3 million have fled to other states in the Middle East and North Africa, U.N. aid chief Valerie Amos and U.N. High Commissioner for Refugees Antonio Guterres told the U.N. Security Council.

It was a rare public briefing of the Security Council on the conflict in Syria, which was called for by Australia, and Amos pleaded for the 15 council members to “take the action necessary to end this brutal conflict.”

The Security Council has been deadlocked on how to end the conflict. Syrian President Bashar al-Assad’s close ally Russia, with the aid of China, has used its veto power to block any condemnations or attempts to sanction Assad’s government.

The United Nations says the war in Syria, which began as peaceful protests that turned violent when Assad tried to crush the revolt, has claimed more than 70,000 lives.
