Some 60,000 California homeless could get coronavirus in coming weeks, governor says

LOS ANGELES (Reuters) - Modeling has shown that more than 60,000 homeless people could become ill with the coronavirus in California over the next eight weeks, badly straining the healthcare system, the state governor said on Wednesday.

Hospitalization rates for those infected with the flu-like disease was about 20%, creating a requirement for additional hospital beds that could quickly overwhelm hospitals if the modeled predictions come true, Governor Gavin Newsom said.

“Over the next eight-week period, we have modeled that of the 108,000 unsheltered Californians that are out on the streets, if you had an attack rate of about 56%, you’re looking at 60-plus thousand individuals that may have COVID-19,” Newsom, a Democrat, said in a Facebook address to the state.

“That creates a deep point of anxiety for the existing population but moreover for our healthcare delivery system, our capacity to move people in and out of the shelters safely without contacting other people and putting them at risk as well.”

California, the nation’s most populous state, has also been among the hardest hit by the coronavirus outbreak, with 598 confirmed cases as of Wednesday, a 21% increase over the day before. At least 17 fatalities have been reported in California.

The governor said he had issued an executive order authorizing the distribution of an $100 million to cities and counties across California to blunt the impact of the respiratory illness on the homeless, and had acquired 1,300 trailers to use as temporary housing.
Another executive order directed that $50 million be used to convert motels and hotels into shelters where homeless people could be isolated if they caught the virus.
Newsom said he had spoken to the Trump administration about anchoring a U.S. Navy medical ship, the Mercy, off the Californian coast to house additional patients and to set up field hospitals in the state.

The one situation where an entire, closed population was tested was the Diamond Princess cruise ship and its quarantine passengers. The case fatality rate there was 1.0%, but this was a largely elderly population, in which the death rate from Covid-19 is much higher.

Could the Covid-19 case fatality rate be that low? No, some say, pointing to the high rate in elderly people. However, even some so-called mild or common-cold-type coronaviruses that have been known for decades can have case fatality rates as high as 8% when they infect elderly people in nursing homes.

If we had not known about a new virus out there, and had not checked individuals with PCR tests, the number of total deaths due to “influenza-like illness” would not seem unusual this year. At most, we might have casually noted that flu this season seems to be a bit worse than average.

Osceola County Declares Curfew Starting at 11 p.m.

Osceola County, Florida – Starting Friday, March 20, at 11 p.m. a curfew will be in effect each day until 5 a.m. in all of Osceola County for members of the general public to minimize health risks to the public from the Coronavirus (COVID-19).
All Osceola County officials urge the community to shelter in place, continue to take the directive of social distancing seriously, and to stay home as much as possible unless working, shopping for necessary supplies, getting carry out meals from restaurants, or attending to medical needs.
The order will run until further notice. It was approved by the Executive Policy Group, which consists of the mayors of St. Cloud and Kissimmee, the County Commission Chair, the School Board Superintendent, the Osceola County Sheriff, and others.
The ordinance states: “All pedestrian and vehicular movement, standing and parking, except for the provision of fire, police, emergency and hospital services, public health, tow operators, medical patients, utility emergency repairs, state and local government employees providing emergency services, emergency calls by physicians, employees of businesses providing essential commodities and services e.g. food, water, accommodations, petroleum and utilities within the above curfew areas, and travel related to work are prohibited during curfew hours.”

The ordinance is enforceable by citation or arrest by both Police Departments and the Sheriff’s Office.

Osceola county is highlighted in red. Due north is Orange county where Orlando is located. Due east is Brevard county where Cape Canaveral is located. I've seen every space shuttle launch live (or at least the vapor trails) since they can be seen even from Tampa on the west coast. Florida is that flat. Chuck Norris warns of rebellion, martial law if America's COVID strategy doesn't change

The nation is gripped with coronavirus panic, but there is also fear about what is going to happen to our freedoms and our economy once the crisis is over.
This pandemic has taken its toll on the United States and that is not lost on conservative actor Chuck Norris, who published an Op-Ed for WND on Monday wondering how long it would be until we were under martial law.

The actor said he believes in "being prudent and also being peaceful" but, he added, he had “tough questions” to ask.
Norris said he was concerned by the growing lockdown orders and curfews being enforced by law enforcement limiting citizens’ movements.
“If the need for citizen confinement grows, and the restrictions increase, where does it end? And what excessive burden are we then placing upon law enforcement to corral even half of Americans (150 million)?" he asked.

“And if even the smallest transgression of confinement restrictions ends up being a misdemeanor, how will officials handle tens of millions of them?”
Norris pointed out that if police are expected to enforce the curfews, they too could become stricken with coronavirus.
And if that were to happen, not only would the hospitals be overrun with police officers, but there would also be fewer people to enforce the lockdown.
But what is more frightening, as Norris stated, is that if the lockdown lasts for five weeks or longer, citizens could fight back.
“How long can we allow Americans, who are a freedom-loving people and patriots, to be under ‘lockdown’ in their own homes without working?” Norris asked.
“Many scientists and specialists are even now calling the federal government to a five-week national lockdown? Do we expect the majority to simply comply? Will they have the resources and wherewithal to go the distance without resistance?”
These are frightening questions, but the fact is that American citizens are used to being free and they are now being subjected to draconian restrictions on their liberties.
State governments have taken control of the lives of millions of people, telling us where we are allowed to go, what time we have to be home and whose jobs are essential to the state.
Normally, taking that kind of control of a nation would take a war, but no one fired a shot and we handed over all of our rights.
Virginia Gov. Ralph Northam, who you may remember from his promotion of ninth-month abortions or his blackface scandal, has closed churches in his state.
Is there any American freedom more fundamental than the right to worship when and where we want to?

No one is saying that some restrictions are not needed, but to many, it appears we have given the government too much power too quickly.
Americans are playing along for now, but the question is how much longer are they going to allow these infringements to stand?
And is the government going to "give" all of our rights back after the nation's mayors and governors have spent a month acting as kings?
That should never be a question we have to ask in America.

But it may be the most important one.

Swedes are used to living alone, following rules and championing innovation

Some experts believe that these living patterns might help stem the spread of coronavirus; in current hotspots for infections including Italy and Spain, it is – by contrast – much more common for large families to congregate under one roof.

“If you have a household with several generations, of course you are going to have a quick spread,” says Björn Olsen, a professor of infectious diseases at Uppsala University. “We have a lot of single people living in Stockholm, in the big cities in Sweden, and that could sort of slow the pace a little bit.”

Other commentators have pointed out the way many Swedes already behave when they’re outside in public spaces: it’s the norm to avoid sitting close to others on public transport and unusual to strike up small talk with strangers in shops or cafes.

“As for social distancing, Swedes already have that down and naturally gave each other tons of physical space way before the coronavirus pandemic hit,” says Lola Akinmade Åkerström, an author on Swedish culture.

Swedes are also used to “staying at home at the slightest inkling of a headache”, she adds, a sign that those with mild coronavirus symptoms are perhaps more likely to hunker down. This is partly because employers tend to encourage staff to take time off if they have coughs or colds to avoid sickness spreading within companies, while Sweden offers generous sick pay compared to many countries.


Sweden’s more formal efforts to tackle the coronavirus are controversial. Unlike in neighbouring European countries (including Denmark, which currently has a similar number of fatalities), public authorities are avoiding stricter measures and following a strategy of trying to slow down the spread of the virus in a calm and controlled way, while focusing on the protection of vulnerable groups.

This means schools for pupils under 16 remain open as well as most shops. Pubs and restaurants are still in business offering both table service and takeaway, although they’ve been asked to stop serving people at counters, and all events for over 50 people have been banned.

The government has asked people to follow authorities’ advice and take voluntary collective responsibility for slowing the spread of coronavirus. This includes working from home where possible, especially in the capital, self-isolating if you’re sick or over 70, and avoiding all non-essential travel.
