Montgomery demands the unconditional surrender of all German armed forces in Holland, Friesland, Schleswig and Denmark. All soldiers traveling from the East and wishing to surrender will be treated as prisoners of war. He rejected a discussion of the issue of the civilian population (refugees).

On the evening of 07.05.45 and this morning, the Grand Admiral, together with the Minister of Foreign Affairs, Reich Minister Backe, Gauleiter Wegener, General Kinzel, Admiral Bürkner, Admiral Wagner discussed the feasibility and possible right to exist of this government.
The Fuhrer died on 30.04.45. With this death, he gave his last debt to his people. He realized that it was no longer possible to change the end of the war with weapons. He could not take a different path and therefore sacrificed himself so that another person could end the war. This was the meaning of the task entrusted to the Grand Admiral.
With the signing of the surrender, this task was completed and it was the last independent action of the government. Now it no longer has any decisive rights. The country is completely occupied, the enemy rules it.
Wouldn't it be right for us to resign voluntarily under such conditions?

There are the following points for our voluntary resignation:
1) the government's task of ending the war has been accomplished;
2) Germany is completely occupied. The government does not have any rights within the country, as well as the rights of its representation abroad;
3) de facto the government is insignificant. It is deprived of the right to express its will, and even more so the right to rule;

We don't even know if the German people at all know about the existence of the Dönitz government (with the exception of the Flensburg population) and whether they recognize this government;
6) the further fate of the government is completely in the hands of the enemy, who can, not recognizing it, use it for its own purposes, or simply keep silent about its existence. The enemy can terminate the existence of this government by force or expose it to a laughing stock in front of the whole world, since even in Germany itself, the enemy has completely the press, radio and all means of propaganda;
7) preserving our personal honor and the honor of the empire requires our resignation.

Against our voluntary resignation there are the following points:

The premonition of future disagreements and the hope for an improvement in our fate make the people look for ways with the least sacrifices. And in this case, the tempting thought is the thought of oriental orientation.
d) The complete misunderstanding of these problems by the Anglo-Americans and their short-sighted colonial policy towards the German people continue to contribute to the fact that the German people will be forced to side with the Russians.

3. The government behavior.

The Presidium of the German Red Cross, all of which has been in Flensburg lately, cannot continue to work, since almost the entire leadership, due to its belonging to the SS, has been arrested by the occupation authorities.
