And what materials would they use to make their giant "glass" rotating cylinder? Something sturdy enough to easily deflect space debris and small meteorites traveling up to 40,000 mph? No such materials currently exist.
Why not just hollow out an asteroid? The exterior would provide natural defenses against random small space debris, and small meteorites. You could put thrusters on it to spin it for centrifugal force, as well as mine and build in the same general location. It might even have water ice, and other elements that could be used to generate energy. A very thick layer of ice + rock would provide enough resistance to impact from smaller objects, while also absorbing the impact. With no maintenance required.

They landed on Earth in southern California in the early 21st century (going by the car license plate, 310 area code and palm tree) and disguised themselves as some hipster store/restaurant. Capt. Kirk must have told them about the Prime Directive of non-interference in primitive societies like ours.
