Swiss canton assumes security costs for Jewish institutions

On Wednesday, the north-western Swiss canton of Basel City decided to employ eight armed security guards, whose specific duty will be to protect Jewish institutions in the region.

The fact that the canton has decided to assume the security costs of private organisations, in an attempt to fight anti-Semitism, is “an exception”, according to the Swiss News Agency.

The Basel City cantonal parliament unanimously approved the annual expenditure of CHF756,000 ($757,000) annually from 2019.

The 12 people who dressed in Ku Klux Klan costumes during carnival celebrations in canton Schwyz are not guilty of racial discrimination, local justice officials say.

The central Schwyz public prosecutor’s officeexternal link said on Friday that the men had overstepped the mark on what was allowed at carnival celebrations and that common decency had been grossly violated. But the men’s behavior did not constitute the offence of racial discrimination, because they did not intend to convert people to the KKK, judicial officials added.

Dieudonné faces Swiss legal case for racist comments

Controversial French comedian Dieudonné M'bala M'bala is facing legal proceedings in Geneva, accused of using racist speech during shows he gave in western Switzerland.

He has been summoned to appear before judicial authorities in Geneva on January 17, reports Swiss broadcaster RTS.

A complaint has been brought by the Coordination against Antisemitism and Defamation (CICAD), which says Dieudonné denied the existence of Nazi gas chambers during shows in Nyon and Geneva, violating Swiss criminal laws on racism and anti-Semitism.

Racisme: Manor retire de la vente la «tête de maure» de Richterich

Manor emboîte le pas de Migros et retire également certaines têtes au choco de ses étals. Cette fois-ci, ce sont les desserts du fabricant bâlois Richterich qui sont visés. L’entreprise s’est, elle, défendue d’une quelconque connotation raciste dans l’appellation de ses produits.

Le grand magasin Manor a annoncé jeudi qu’il retire de la vente la «tête de maure» («Mohrenkopf» en allemand) de l’entreprise Richterich. «Maure» a des connotations captieuses et négatives, selon le porte-parole de Manor.

Manor réagit ainsi aux protestations antiracistes après le meurtre d’un Afro-Américain par la police à Minneapolis. «En raison du débat actuel, nous avons décidé de retirer le produit des rayons avec effet immédiat», a indiqué jeudi le service de presse de Manor, qui confirme ainsi les informations de plusieurs médias.

La commune suisse de Grindelwald a refusé mercredi de débaptiser le sommet alpin Agassizhorn, du nom de Louis Agassiz, un scientifique renommé ayant promu des thèses racistes, a rapporté l'agence ATS.

«On ne peut pas effacer les taches de l'histoire. Le mieux est de l'accepter avec ses côtés positifs et négatifs», a justifié le maire de la commune, Beat Bucher, à propos de ce sommet alpin dans le centre du pays.

Neuchâtel: la statue de David de Pury a été recouverte de peinture rouge

La statue de bronze de David de Pury à Neuchâtel a été maculée de peinture rouge dans la nuit de dimanche à lundi. Ce négociant du 18e siècle et bienfaiteur de la Ville de Neuchâtel est accusé par certains d’avoir bâti sa fortune sur l’exploitation d’esclaves.

L’action a été revendiquée dans un courriel transmis lundi matin à Arcinfo intitulé «un monument pour les résistant-es au colonialisme, pas pour les esclavagistes». Dans leur message dont Keystone-ATS a obtenu une copie, les auteurs de cette action disent avoir attaqué la statue de David de Pury avec de la peinture rouge sang.

Neuchâtel: coloration de la statue de Pury revendiquée sur le site d’un collectif romand d’ultragauche


Le jet de peinture «rouge sang» qui a décoré la statue de David De Pury dans la nuit du 12 au 13 juillet à Neuchâtel est revendiqué sur le site web du collectif libertaire Renversé. Ce dernier précise qu’il n’est pas l’auteur du texte.

On en sait un peu plus sur l’identité des personnes qui ont recouvert de peinture rouge la statue David de Pury la nuit du dimanche 12 au lundi 13 juillet, à Neuchâtel. Nos confrères de la RTS ont retrouvé leur trace sur le site web du collectif romand libertaire Renversé.co.

On y trouve une publication non signée qui revendique l’action et qui reprend mot pour mot le courriel qui avait été envoyé à «ArcInfo» le matin même via une messagerie sécurisée. «Aux personnes qui pensent qu’une telle statue devrait être conservée dans un musée, nous répondons oui, mais pas sans le rouge qui symbolise le sang des esclaves», est-il notamment écrit, en référence au passé controversé du notable neuchâtelois.

A la suite des déprédations, les autorités de la Ville avaient porté plainte et la police a ouvert une enquête pour dommages à la propriété. Contacté, le chargé de communication des forces de l’ordre n’a pas donné davantage d’éléments.

Après des déprédations sur deux panneaux d’une rue, la Ville a fait installer une inscription didactique.

De mémoire d’historien, cela semble être une première en Suisse. Le 14 août, la Ville a fait poser deux panneaux explicatifs dans la rue Louis-Agassiz, du nom d’un scientifique du XIXe siècle. Son «héritage ne doit pas occulter un aspect bien plus sombre du personnage», peut-on notamment lire, suivi du «rejet ferme» par les autorités de toute forme de racisme.

Né à Fribourg, Agassiz était devenu une référence mondiale dans le domaine de la glaciologie et des poissons fossiles. Parti ensuite vivre aux États-Unis, il y avait soutenu des propos racistes envers les Afro-Américains.

Les candidatures sont désormais ouvertes pour le prix interculturel Salut l’étranger. Chaque année, le canton de Neuchâtel récompense un projet ou une démarche qui favorise le dialogue interculturel, le vivre ensemble ou le respect de l’autre.

En cette année 2020 marquée par une prise de conscience au niveau mondial des discriminations raciales, «cette 26 édition sera l’occasion de privilégier les candidatures de ceux qui auront dit non au racisme ou contribué à favoriser plus d’égalité au sein de notre société», précise un communiqué de la Chancellerie d’Etat.

«De manière générale, le terme «juif» apparaît régulièrement dans les mots croisés. Mais associé à «gazé», c’est plutôt singulier…» Marc se souviendra de l’achat de son billet Top Secret, le 4 septembre dans un kiosque de Thônex (GE). Ce jeu de la Loterie romande combine des symboles et des lettres pour obtenir des mots, dans une grille, avec à la clé des gains potentiels jusqu’à 250’000 francs. Sur le ticket, la juxtaposition des vocables a choqué le quadragénaire, qui n’est pas de confession juive. «Si cela a été fait exprès, on ne peut pas laisser passer. Si c’était involontaire, il ne faut pas que cela se reproduise.»

En toile de fond plane évidemment l’horreur de l’Holocauste. Lors de la seconde guerre mondiale, le régime nazi a exterminé dans ses camps de la mort plus de cinq millions de juifs, assassinés dans les chambres à gaz.

Prévenue de l’affaire, la Coordination intercommunautaire contre l’antisémitisme et la diffamation (Cicad) s’est dit «ahurie». Sur une grille de 16 mots seulement, l’occurrence «juif» et «gazé» n’était «certainement pas le fruit du hasard», s’est indigné son secrétaire général. Face à cet amalgame «scandaleux», Johanne Gurfinkiel ne veut pas en rester là: «Nous attendons de la Loterie romande qu’elle explique comment cela a pu arriver, et nous espérons pouvoir la rencontrer dès que possible à ce sujet».

Billets retirés

L’institution fait son mea culpa. «Nous regrettons profondément la présence de ces deux mots sur un billet à gratter et tenons à adresser nos plus vives et sincères excuses à toute la communauté juive, ainsi qu’à toute personne dont la sensibilité a été heurtée», déclare Danielle Perrette, directrice de la communication de la Loterie romande. Nous sommes à disposition de la Cicad pour un rendez-vous.»

L’association assure cependant que les deux termes n’ont pas été juxtaposés intentionnellement. Un «malheureux hasard» serait à l’origine du problème. En effet, un algorithme établit les grilles - et ce, de manière aléatoire - en choisissant parmi plus de 100'000 mots du dictionnaire. «Nous avons pris toutes les mesures pour que cela ne se reproduise pas. Les termes «juif» et «gazé» ont été ôtés de la liste de mots sélectionnables.» Par ailleurs, la Loterie romande affirme qu’elle est train de retirer de la vente la série des billets à laquelle appartenait le ticket incriminé.

The row erupted this week after an article in The New York Times alleged former Credit Suisse chief Tidjane Thiam was the victim of racism, prompting soul searching in the industry — as well as a backlash among some who believe Thiam's downfall had nothing to do with race.

Geneva: prison closes for a racist active on the web

Arrested last May, a Swiss who presented himself as an uninhibited fascist, racist “without hatred” and xenophobe, was recently found guilty of public incitement to hatred and discrimination. The Geneva public prosecutor sentenced him to a little over five months in prison, under the anti-racist criminal law, reveals the “Tribune de Genève”. Between 2018 and 2019, he had published thousands of negationist and racist messages and articles, on his Twitter account as well as on a site of which he was the editor. The Geneva justice stressed that his words were not only intended for his private circle, but accessible to an undetermined number of people. They were therefore in the nature of “publicity” which helped to found the violation of the law.

The 50-year-old defendant has repeatedly asserted that the Holocaust – the extermination of millions of Jews by the Nazis in World War II – never existed. He also referred to a survivor of “LOLocaust (sic) gassed and turned into soap ”. The man also called Marconist MP Laetitia Avia a “negro”. The 50-year-old’s lawyer declined to comment on the prosecution’s criminal order.

Pétition négationniste adressée au Conseil d’Etat genevois

La CICAD apprend avec stupéfaction qu’une pétition intitulée « Non à un mémorial de l’Holocauste à la Place des Nations à Genève ! » est largement diffusée en ce moment-par mail, notamment auprès des élus genevois qui ont immédiatement interpellé la CICAD

Le titre de l’argumentaire ne souffre d’aucune ambiguïté « L’Holocauste est une fraude, la preuve par trois ». Il est signé par la figure de proue du négationnisme français, Robert Faurisson, décédé en 2018.

L’initiant de cette pétition, sous la houlette du Front National Suisse, n’est autre qu’Alexandre Bender. Ce dernier a été condamné par la justice genevoise en 2020 pour négationnisme, suite à une dénonciation pénale initiée par la CICAD. Il publiait à l’époque d’infâmes propos sur un site web, reconnues par la justice comme négationnistes, antisémites et racistes. Force est de constater que ce dernier n’a pas décidé d’arrêter son activité de militant antisémite et négationniste.

La CICAD tient à saluer le réflexe citoyen des élus genevois et leur réactivité dans cette affaire.

La CICAD étudie toutes les options, notamment juridiques.

Expert group criticises systemic racism in Switzerland

Black people in Switzerland face everyday discrimination as well serious racial profiling by the police, a United Nations working group has said.

After a 10-day fact-finding mission, the group said in a statementExternal link on Wednesday that it was “concerned about the prevalence of racial discrimination and the human rights situation of people of African descent in Switzerland”.

A 59-point document outlined the various problems faced by black people in the country, including what it called “shocking reports of police brutality and the expectation of impunity for police misconduct, extending over decades”.

Switzerland has pushed back against a campaign to ban Nazi symbols and salutes, saying the focus should be on prevention rather than punitive action.

Switzerland’s Federal Council said on Wednesday that it would not act on a growing campaign to ban Nazi symbols and salutes.

While acknowledging that the symbols can be “shocking and stressful” to some, the focus should be on preventing people using those symbols rather than criminalising their use.

The Federal Council also reaffirmed the position of the Swiss Supreme Court, which held that objectionable and difficult views were protected by free speech, even if they were untenable for some people.

In a statement, the Federal Council said “the public use of racist symbols without propaganda purposes can only indirectly affect human dignity and public peace” and therefore did not warrant a ban.

What is the legal position in Switzerland?

Unlike in many other parts of Europe, the use of Nazi symbols such as swastikas and salutes, is not banned in Switzerland.

Such actions are banned in Poland – where such symbols and salutes are deemed to be “spreading Nazi propaganda” – and much of Europe, including Germany and Austria.

In Switzerland however such actions only receive legal sanction if they are deemed to be publicly promoting racist ideology.

What are people saying about the decision?

Jewish groups have been critical of the decision, saying it was an opportunity for Switzerland to combat what they see as rising antisemitism and extremism here and abroad.

Swiss Federation of Israelite Communities (SIG) said while the misuse of Nazi symbolism has been a consistent issue, the situation has become comparatively urgent in recent times.

“Recently, however, especially in connection with Holocaust comparisons and the corona pandemic, we have reached a new peak,” a spokesperson told 20 Minutes.

“We cannot understand why the Federal Council wants to be on the outside here”

Opponents to Covid measures have frequently made direct comparisons between the treatment of Jews and other minorities during the holocaust and restrictions such as the Covid certificate and other restrictions targeted at reducing the spread of the virus.

The SIG also said a focus on prevention was unlikely to be effective against extremists.

“It would be naïve to believe that awareness training would help here.”

What happens now?

While the Federal Council’s decision will stand for now, one avenue for advocates of a ban is to push for change via Swiss parliament.

The SIG said the measure would win widespread support in Swiss parliament.

National Councilor Thomas Burgherr, from the right-wing Swiss People’s Party, agrees.

“There is zero tolerance for swastikas and such symbols – such tendencies must be nipped in the bud.”

Marianne Binder-Keller, from centrist party Die Mitte, also supported the move.

Swiss parliament will next convene in spring at the earliest.
