i.p. address changes frequently

O.K. I had the same i.p address for years, then recently I looked & it had been changed by my isp. Now I look today, & it is changed again.

The number sets, the 1st 2 sets, are the same, but the last 2 sets are different. Has anyone had this happen before?

I wonder if I can sign up at a couple forums I am banned from & annoy some old enemies?

sure you can. Usually an ip ban is on a specific address, not a block. This isn't always true but you are probably okay.
