I notice hopelessly out of touch call me dave has fallen for his spin doctors advice again. Instead of standing up in Parliament and reassuring the British electorate that he personally would ensure that any involved will be prosecuted and or exposed regardless of their past or current stature.

So instead stupid plank call me is going to be all over the media krishna'ing with the coolies. Still maybe the Sikhs won't execute him as he has allowed more than 100,000 to come to the UK as "IT professionals" and instead steal British building workers jobs right across London and the south east.

Rolf Harris’s plumber has reportedly claimed he discovered a stash of child abuse images under the floorboards of the entertainer’s home 40 years ago.

The plumber, who apparently panicked at the time and put the illegal images back, was one of the first people to come forward with claims about Harris in the wake of the Jimmy Savile scandal.

According to the Mirror, the man found the collection of pictures of underage girls at Harris’s former property in Sydenham, South East London, where he lived during the 1960s and early 70s.

Lord Brittan today denied being guilty of rape following the disclosure he had been questioned by detectives following a complaint from a woman.

The Independent on Sunday revealed that the 74-year-old former Home Secretary was interviewed under caution last month after a woman claimed she was raped in London in 1967.

The Tory peer said in a statement through his solicitors: “It is true that I have been questioned by the police about a serious allegation made against me. This allegation is wholly without foundation.”

Lord Brittan also defended his handling of document passed to him in the 1980s by the Tory MP Geoffrey Dickens which allegedly named paedophiles operating in Westminster. He dismissed suggestions that he failed to make enough effort to find out what happened to the paperwork.

“It has been alleged that when I was home secretary I failed to deal adequately with the bundle of papers containing allegations of serious sexual impropriety that I received from the late Geoff Dickens MP,” he said.

“This too is completely without foundation – as evidence from the Home Office's own report supports.

“As I made clear in the statement that I issued on 2 July, I passed this bundle of papers to the relevant Home Office officials for examination, as was the normal and correct practice. I wrote to Mr Dickens on 20 March 1984 informing him of the conclusions of the director of public prosecutions about these matters (as set out in the interim report of the independent review set up by the Home Office).

“In this same report, Mr Dickens thanked the Home Office for the way in which the information he provided was handled and said in a speech to the House of Commons on 31 March 1987: ‘I should like to place on record my thanks to the Home Office and the departments within the Home Office for following up the cases that I keep sending to it. I should also like to thank the attorney general. They have been very helpful and a strength to me in my campaigns.’”

MPs and victims claim she is too close to the establishment, particularly as Sir Michael was Attorney General at the time of the alleged paedophile scandal.

May said she would look at plans, backed in principle by the Labour MP Tom Watson, to require public servants to report allegations of child abuse to officials in a form of mandatory whistleblowing. A duty to report would place some form of culpability on a public official if they knowingly withheld information concerning suspected child abuse.

Downing Street's haste to bow to the cross-party Westminster mood for a public reckoning was such that May, in her statement to MPs, was unable to name the chair of the expert panel that would lead the inquiry or its precise terms of reference. Separately, May said she had appointed Peter Wanless, chief executive of the National Society for the Prevention of Cruelty to Children (NSPCC), to examine how the Home Office last year reviewed allegations of child abuse by Westminster politicians between 1979 and 1999. Wanless will report within eight to 10 weeks.

However, while the broader public inquiry will produce an interim report before next year's election, the full report will not be completed until afterwards, May said.

A Home Office review last year found 114 potentially relevant files on child abuse were missing, destroyed or lost, but despite that May said last year's review found all credible evidence of child abuse had been passed to the prosecuting authorities.

May told MPs: "Our priority must be the prosecution of the people behind these disgusting crimes. That wherever possible – and consistent with the need to prosecute – we will adopt a presumption of maximum transparency. And that where there has been a failure to protect children from abuse, we will expose it and we will learn from it."

The flurry of activity follows many months of scandals involving celebrities and other figures in authority, but turned to Westminster at the weekend with claims that the former Conservative home secretary Lord Brittan had not properly handled potentially explosive allegations of child abuse by Westminster politicians brought to him in the 1980s by the late Tory MP Geoffrey Dickens.

Brittan came under further pressure after it emerged that he had been questioned by police in 1967 over reports that a woman had accused him of raping her. In a statementon Monday, Brittan said that allegation was "wholly without foundation" – and said he had correctly dealt with the material brought to him by Dickens.

The former Home Office minister David Mellor also sprang to Brittan's defence, writing in the Guardian: "Quite how this innocuous tale became the scandalous allegations and innuendos we have been hearing in recent days, beggars belief. There is no evidence whatsoever that Dickens was remotely dismayed by the way his dossier was treated, so why are so many other people anxious to be more Catholic than the Pope?"

Meanwhile a review by the Home Office has found that public money was given to two organisations linked to the Paedophile Information Exchange in the 1970s but the group itself was not directly funded by the taxpayer. May, the home secretary, ordered the investigation after a former employee claimed around £30,000 was given to PIE by the voluntary services unit of the Home Office.

Westminster, still suffering the reputational damage of the expenses scandal, dare not risk the charge of suppressing evidence of systematic child abuse by peers or MPs.

May said the wider panel inquiry, welcomed by most Westminster politicians, would have full access to papers and would, if necessary, at its request be upgraded to full public-inquiry status in line with the Inquiries Act, capable of requiring witnesses to give evidence.

There was a tension on Monday about the extent to which the inquiry will seek out new facts or instead more broadly draw out thematic lessons on how public authorities treated complaints of the child sexual abuse – partly drawing on the experience of cases of gang abuse in towns such as Rochdale and Oxford – and whether any gaps in child protection legislation still exist. General inquiries have either completed or are already underway into how bodies such as the BBC or hospitals failed to protect children.

May told MPs that the panel inquiry was not supposed to supplant existing police investigations saying: "I would expect the panel if they found allegations they believed were more appropriate for the police to investigate under a criminal investigation, for those allegations to be passed to the police." It would also have to consider whether calling a witness would in any way jeopardise or prejudice a criminal investigation taking place.Yvette Cooper, shadow home secretary, welcomed the government's decision and said the allegations "all at their heart have a similar problem – child victims weren't listened to, weren't heard, weren't protected and too many institutions let children down".

Warner, a health minister in 2003-07 who conducted an inquiry into child abuse in Birmingham in 1992, spoke out after the home secretary, Theresa May, announced a national inquiry into how the authorities may have ignored child abuse at Westminster.

The Labour leader, Ed Miliband, said the government's approach had been dilatory and piecemeal. He said: "The inquiry needs to recommend child protection measures for the future. If the government does all those things, we will support them."

He said: "They have been slow and piecemeal getting to this point. I think victims and others need to be able to give testimony and give their evidence.

"It is vital that the inquiry is sufficiently comprehensive and over-arching. The important thing is to get at the truth to get at justice, to get what happened in institutions, and to get the right answers for the future. The appalling examples of child protection abuse we have seen must never be allowed to happen again."

MPs on the home affairs select committee will question Mark Sedwill, the home office's permanent secretary, on Tuesday afternoon over the loss of 114 potentially relevant files on child abuse dating back to the 1980s.

Warner said his inquiry in 1992 showed how children's homes were targeted by powerful paedophiles. He told the Today programme on BBC Radio 4: "Some of these children's homes were targeted by people in power, powerful people. Indeed, sexual abuse of children is a power drive. That's what a lot of it is about.

"It is possible that people who were authoritative, powerful in particular communities did sometimes have access to children's homes. We know for historical purposes that children's homes were a supply line sometimes."

Warner, a director of social services in Kent in the 1980s, said insufficient action was taken to deal with child abuse in that decade because there was "disbelief in the public mind".

He said: "It is pretty distasteful stuff. Society has found it difficult to come to terms with this … We still had an air of deference about people in authority.

"A cover-up means something is very organised. I think much more of this is about people being insensitive to some of these concerns and not being as preoccupied with protecting vulnerable people – children and adults."

Peter McKelvie, a former child protection manager whose allegations about child abuse led to a police inquiry in 2012, claimed that at least 20 prominent people abused children.

McKelvie told BBC2's Newsnight: "I believe that there is strong evidence – and an awful lot of information that can be converted into evidence if it is investigated properly – that there has been an extremely powerful elite amongst the highest levels of the political classes for as long as I am alive, and I am 65.

"There has been sufficient reason to investigate it over and over again, certainly for the last 30 years. There has always been the block and the cover-up and the collusion to prevent that happening."

He added: "For the first time I have got a belief that survivors will come forward and justice will be served for a lot of survivors. Unfortunately it has been left so late that a lot of the abusers are now dead.

"We are looking at the Lords, we are looking at the Commons, we are looking at the judiciary, we are looking at all institutions where there will be a small percentage of paedophiles and a slightly larger percentage of people who have known about it but have felt that in terms of their own self-interest and self-preservation and for political party reasons it's been safer for them to cover it up rather than deal with it."

McKelvie, who served as a child protection manager in Hereford and Worcester, worked on the conviction of Peter Righton, a founding member of the Paedophile Information Exchange (PIE). Righton, who has since died, was convicted of importing child pornography. McKelvie told police in 2012 that West Mercia police had seven boxes of evidence including letters between Righton and other alleged paedophiles.

Butler-Sloss is the sister of the late Lord Havers, who was attorney general in the 1980s, when the former home secretary Lord Brittan of Spennithorne was handed details by the late Tory MP Geoffrey Dickens of alleged child abuse. Havers was later made lord chancellor by Margaret Thatcher.

Butler-Sloss, who chaired the Cleveland child abuse inquiry in the late 1980s, said she was honoured to be asked to carry out "important work" after the home secretary, Theresa May, announced she would chair the wide-ranging public inquiry into the handling of allegations of child abuse in public institutions. Butler-Sloss, a former president of the family division of the high court, coined the phrase "listen to the children" in her Cleveland report.

But Vaz challenged the appointment during a hearing with the home office's permanent secretary, Mark Sedwill. He asked Sedwill: "In respect of Lady Butler-Sloss – a very distinguished person has been appointed. [Were] there any concerns that you [had] before the appointment was made that she is a member of the upper house and some of the allegations may have been made about members of this house?

"Was that considered at all, despite the fact that she is extraordinarily distinguished and a very good head of the family division – that she is a member of parliament and she is very closely related to a former lord chancellor?"

Sedwill replied: "The short answer is no. She is a woman of unimpeachable integrity. She is a cross-bench peer, of course, so is also highly independent in the House of Lords. Anyone who has ever dealt with her wouldn't question for a second the integrity, capability, intelligence and rigour that she will bring to this role."

Vaz gave Sedwill until Friday to provide the titles and any other information known about the 114 "missing" official files linked to allegations of a 1980s paedophile ring at Westminster.

The Home Office's most senior mandarin undertook to try to provide further details on the 114 missing "potentially relevant" files, but warned the MPs that most of them had "probably been destroyed".

Sedwill ordered the inquiry that revealed the "missing" files last year, after complaints about the fate of a 1980s "dossier" alleging abuse by prominent public figures sent to the then home secretaries by the late Geoffrey Dickens MP.

Sedwill was left in no doubt by the MPs that they were not impressed by the outcome of the inquiry he had ordered. Sedwill declined to identify the "anonymous investigator from outside London" – thought to be from HMRC – who had carried out the inquiry, or whether anyone in the Home Office had asked him whether a list of titles of the missing files existed. At one point Vaz said his evidence was beginning to "sound like a John Le Carré novel".

Sedwill did, however, use his appearance before the Commons committee to appeal to all public bodies, including the security services and the political parties' whips' offices, to carry out a similar trawl of their documents for any evidence of historical child sexual abuse that could aid the new overarching inquiry.

The top Home Office mandarin said he shared MPs' concerns about the missing documents, but stressed that the inquiry had not found any evidence that the documents had been destroyed "inappropriately".

"I am concerned frankly about the 114. I am concerned about all the material that we cannot find. Most of these files were probably destroyed because the kind of topics that they covered would have been subject to the normal file-destruction procedures that were in place at the time," said Sedwill. "They cannot be confirmed to have been destroyed because there is not a proper log of what was destroyed and what wasn't."

Sedwill said that when he ordered the inquiry last year, he had presumed that the Dickens dossier and the response to it would be found. He said it was a matter of concern that neither the Home Office nor Dickens's family had retained copies of that correspondence.

He admitted that so far the security services had not been asked if they had copies of the dossier but Sedwill strongly implied such cases did not concern them.

"We are having to work from file references, files largely that refer to it and descriptions of what happened rather than original file material," he said.

"Most of the correspondence from this period was destroyed after two years. Of course, serious material of the kind we were referring to was handed to the appropriate authorities, so it was not retained by the Home Office."

The names of at least ten politicians are being named ‘again and again’ by people calling a child abuse hotline, it was revealed today.

Senior police officers and judges are also among the ‘famous’ members of the establishment being identified by alleged victims, according to a charity.

The telephone calls have come since Theresa May announced an independent inquiry into how claims of child abuse were dealt with by public institutions, political parties, the church and the BBC.

Dr Jon Bird, operations manager for the National Association for People Abused In Childhood, believes ten politicians will ‘at last’ face prosecutions.

‘The names of people in very high places – politicians, senior police officers and even some judges – have been going around as alleged abusers for a very long time,’ he told Sky News.

‘Since the Jimmy Savile revelations, there’s been a sea change in the way police and the CPS respond to these sort of complaints and now, at last, it looks like these people are going to be investigated.’

Dr Bird said the same names have come up ‘again and again’ during calls to their helpline.

It came as the NSPCC demanded a sea change in child abuse prosecutions by making failing to report child abuse a crime.

Since it appears that Lord (sic) Greville Janner, may be the Labour peer at the heart of the paedophilia allegations now circulating - although this is not confirmed - I've been looking through the archives to review the stances he has taken on policy issues relevant to this blog.

First of all, let it be noted that Greville Janner is not just an ordinary Jewish politician. He was president of the Board of Deputies of British Jews, the main Jewish communal organisation in Britain, and was vice-President of the World Jewish Congress.

In the House of Commons, Greville Janner represented Leicester North West (1970-74), then Leicester West until 1997 for the Labour Party.


He was President of the Board of Deputies of British Jews, the main representative body of British Jewry, from 1978 to 1984, and has been a key international figure in efforts to seek compensation and restitution for Holocaust victims. He also chairs the Holocaust Educational Trust and is vice president of the World Jewish Congress.

His father, likewise, was president of the Board of Deputies, and preceded him in the same parliamentary seat in Leicester.

Lord Barnett Janner was a Jewish British politician and communal leader.

Janner was born in Lithuania and moved with his family to Barry, South Wales, when he was six months old. He was educated at Cardiff University, became a solicitor, and was a Liberal member of Parliament for Whitechapel (1931–1935), and then a Labour member for Leicester (1945–1970). He was president of the Zionist Federation of Great Britain and Ireland (1950) and president of the Board of Deputies of British Jews (1955–1964).

Janner was known in Parliament as the spokesman on Zionist matters and formed a pro-Zionist parliamentary group of which he was the secretary.

Janner was knighted in 1965 and in 1970, when he retired from the House of Commons, he was made a life peer. His son GREVILLE EWAN JANNER (1928– ) became Labour member of Parliament for Leicester after his father's retirement, serving as an M.P. from 1970 to 1997.

Greville Janner founded the All-Party Parliamentary Group on Antisemitism and was President of the Commonwealth Jewish Council. Bizarrely, he was a member of the Magic Circle (a organisation for "magicians") and the International Brotherhood of Magicians. This takes on sinister connotations in light of the accusations of paedophilia. Just as Jimmy Savile and Rolf Harris used their entertainer personas to get close to children, Greville Janner may have employed his "magic tricks" in the same way.

The nursery, attended by Jewish and Arab children, has been named in Lord Janner’s honour by the state of Israel, to mark his service to the Jewish community and the state.

At the dedication ceremony, attended by the British ambassador to Israel, Matthew Gould, the mayor of Ma’alot, Shlomo Buhbut, and the deputy mayor of Tarshiha, George Ablini, a plaque was unveiled renaming the school the Lord Greville Janner Education Centre.

Mayor Buhbut said: “ You cannot tell at this kindergarten if a child is Jewish or Arab. That is what is so wonderful about our town. Lord Janner, you are not afraid of challenges and building bridges. There is no better place in Israel than to have our kindergarten named for you.”

“The organisation provides a unique bridge across the world of politics. Since forming, membership has spread to leaders in almost 40 nations,” he said.

“It is a means of battling against racism because we have in general the same enemies, although they are not always recognised by us or by the Muslims as being such enemies.”

Since it appears that Lord (sic) Greville Janner, may be the Labour peer at the heart of the paedophilia allegations now circulating - although this is not confirmed - I've been looking through the archives to review the stances he has taken on policy issues relevant to this blog.

First of all, let it be noted that Greville Janner is not just an ordinary Jewish politician. He was president of the Board of Deputies of British Jews, the main Jewish communal organisation in Britain, and was vice-President of the World Jewish Congress.

In the House of Commons, Greville Janner represented Leicester North West (1970-74), then Leicester West until 1997 for the Labour Party.


He was President of the Board of Deputies of British Jews, the main representative body of British Jewry, from 1978 to 1984, and has been a key international figure in efforts to seek compensation and restitution for Holocaust victims. He also chairs the Holocaust Educational Trust and is vice president of the World Jewish Congress.

Lord Barnett Janner was a Jewish British politician and communal leader.

Janner was born in Lithuania and moved with his family to Barry, South Wales, when he was six months old. Greville Janner founded the All-Party Parliamentary Group on Antisemitism and was President of the Commonwealth Jewish Council. A police investigation into allegations of historic child abuse against Jewish peer Lord Janner has moved forward.

Leicestershire Police announced today that it had submitted evidence to the Crown Prosecution Service for consideration.

In a statement the force said: “Leicestershire Police has been liaising with the Crown Prosecution Service over recent months, and the CPS has been advising on taking the investigation forward.

“We have submitted the evidence gathered so far to the CPS and other enquiries are continuing.

“Support for victims or anyone else affected by child abuse is available 24 hours a day from the NSPCC.”

A property owned by Lord Janner was searched last December as part of an “ongoing criminal inquiry”.

Officers spent two days at the apartment in north-west London. Lord Janner was not arrested or interviewed and his lawyers said the 85-year-old was helping police with the investigation.

Greville Janner QC, Lord Janner of Braunstone, was Labour MP for Leicester West for 27 years before stepping down in 1997. The father-of-three is founding patron of the Holocaust Education Trust.

He has held a number of leading positions on groups serving world Jewry and is a former president of the Board of Deputies.

A new education centre in the north of Israel is to be named after the former Labour MP and ex-president of the Board of Deputies, Lord Janner.

Israel's ambassador to the UK, Daniel Taub, and members of the UJIA recommended the veteran Labour peer, now 84, for the honour in recognition of his work promoting understanding between people of different faiths.

In a letter to Lord Janner, Mr Taub said: "This is a mark of our tremendous gratitude and appreciation for all you have achieved in the course of your long and devoted service to the Jewish state."

The Lord Janner Education Centre in Ma'alot Tarshiha, northern Galilee, will focus on teaching young children from different backgrounds lessons that promote tolerance and cultural diversity. The township is one of the areas supported by the UJIA in Britain.

Its mayor, Shlomo Buhbut, said: "We are proud to acknowledge and to publicise the significant and important contribution of Lord Janner to the state of Israel and to the Jewish people."

Mick Davis, chairman of the UJIA, was instrumental in recommending Lord Janner for the honour and said: "There is no measure great enough to value the contribution that my dear friend Greville Janner has made to the Jewish community of Great Britain, the Jewish communities of the Commonwealth and to the building of the modern state of Israel."

Lord Janner said he was "delighted and very proud to receive this wonderful honour."

Among the many organisations with which he has been involved is the Coexistence Trust which he co-founded with Jordan's Prince Hassan, to help governments combat racial and religious intolerance, including antisemitism and Islamophobia.

"Throughout many years of public service I have always striven to be fair and compassionate, mindful of the very real suffering of those who have been victims of crime or other injustice. I have never put the reputation of any institution, including the Church of England, above the pursuit of justice for victims," the statement said.

"That is why I am honoured to be leading this inquiry into whether public bodies and other non-state institutions have done enough to protect children from sexual abuse. I am assembling an independent panel of experts so that we can begin this important work as soon as possible."

A spokesman from the Home Office maintained it stood by the appointment.

"Baroness Butler-Sloss has had a long and distinguished career at the highest levels of this country's legal system," he said.

"Her work leading the Cleveland child abuse inquiry and as president of the high court's family division make her the perfect person to lead this important piece of work.

"As the permanent secretary (Mark Sedwill) told the home affairs select committee this week, the integrity of Baroness Butler-Sloss is beyond reproach and we stand by her appointment unreservedly."

The Times reports that her comments came during a meeting with Johnson when she was in charge of an investigation into how the church handled allegations of abuse. He made allegations against bishop Peter Ball, the former bishop of Lewes and bishop of Gloucester, who was subsequently charged with two counts of indecent assault and one of misconduct in a public office. A trial is expected to take place in November.

She said she would "prefer not to refer to him", according to the report, but would bring up the allegations in private correspondence to the archbishop of Canterbury. Johnson accepts she passed on his allegation.

"I had no particular names, but that was the impression I was getting."

He said when he alerted Department of Health representatives, he was told by civil servants that he was "probably wasting [his] time" because there were "too many of them over there".

Asked what he thought was meant by the word "them", Mr Tombs said "those within Parliament and government in Whitehall".

Mr Tombs said: “I went to the Department (of Health) because I was concerned that some of the names that came from the police investigation in Evesham related to people in my own authority and it seemed to me that there was a serious issue that would have been of national concern.

“It was coming across to me at the time that there were names there that were linked into the establishment if you like, and I had no particular names, but that was the impression I was getting. And I felt that the Government needed to be alert to it and I wanted to raise awareness of this with people who were much closer to policy making that I was.

"I went and saw senior officials in the Department of Health.

“I was drawing to their attention that this was a major problem, one which had not been recognised in the way that we now do recognise it and that it needed attention and it needed Government attention as much as local authority attention.

“I was thinking in terms of paedophile behaviour of the sort that was being revealed as a consequence of the Peter Righton arrest.

“I was disappointed because I was told that I was probably wasting my time, that there were – and the words used were along these lines – that there were too many of them over there. Now, I was talking about paedophilia. I was in the Department of Health and the ‘over there’ to me indicated, although the words weren’t used, within Parliament or within Government and Whitehall.

“I was angry. I was furious. It seemed to me that the one place I should be able to come to, to alert the nation to this issue, was the Department of Health.

“And it didn’t look as if I was going to get any kind of response. And that’s perhaps one of the reasons why I am so pleased that now that there are some nationally recognised figures being prosecuted.

“The Government is taking the matter seriously. But this is 24-25 years later on from when I was expressing my concern."

But Mr Yeo said he found Mr Tombs' claims "incredible".

He told the Today programme: "I think it's incredible, the idea that any remotely credible evidence had been shown to a civil servant at the Department of Health would have been ignored and received the comment that it apparently was.

"There was no culture of child sex abuse that I was aware of either in Whitehall or in Parliament," he added. "The whole thing is extraordinary."

Another police investigation into similar allegations is ongoing and a file has been sent to the Crown Prosecution Service.

Sources confirmed the peer would not be questioned after two doctors examined him and concluded he was unfit.

A police spokesman said the decision was taken for “operation reasons” and added: “The inquiry has had a number of individuals who have come forward and made complaints. We are investigating their allegations, and providing them with professional support.”


It comes after newly-released documents this week revealed disgraced paedophile MP Cyril Smith could have been prosecuted for a series of child sex crimes 12 years before he died aged 82 in 2010.

The Crown Prosecution Service however decided against pressing charges because Lib Dem Smith had been told previously that no further action would be taken.

Rochdale MP Simon Danczuk wrote a book about Smith’s abuse. He said of the latest claims: “This sounds similar to the Cyril Smith case in that there have been missed opportunities to prosecute.

“From what I’ve been told, the detail of this case is extremely distressing and that’s why it’s so important that justice catches up with powerful politicians before it’s too late. There are some politicians who want to slow down inquiries into abuse when actually we need to speed them up.

“There is a race against time, as some of these perpetrators are quite elderly and could pass away before justice is done.”

Yesterday, an ex-police officer said he had found evidence more than two decades ago of a child abuse network involving public officials and clergy.

Terry Shutt, a former detective constable with the West Mercia force, recalled five *suitcases of letters he found in a 1992 raid on the home of paedophile Peter Righton in Evesham, Worcs.

Mr Shutt said: “Among the documentation there was a definite link to establishment figures, including senior members of the clergy.” He accused Scotland Yard of failing to follow up many important leads and said: “For me there was a *definite feel that this was bigger than we were looking at locally and it should have been investigated further.”

Social work expert Righton helped found the Paedophile Information Exchange – known as PIE –which campaigned to decriminalise sex with children. He died in 2007.

Last night ex-civil servant Tim Hulbert insisted the vile PIE group was handed taxpayers’ cash by the Home Office, despite an official review finding there was no direct funding. He said he was told the public money was awarded on the orders of Special Branch.



Mr Hulbert worked in the Voluntary Services Unit 35 years ago and said he saw paperwork about a request to renew a grant to PIE. “He told me it was a renewal. He told me it was being funded at the request of Special Branch.” Mr Hulbert suggested the paper trail was among the 114 missing abuse files the Home Office said had probably been destroyed. Earlier this week the department published a report stating there was no evidence it gave direct funding to PIE, although it did give money to two organisations linked to it.

The Home Office last night stood by the probe but said the fresh claims would be covered by a new review.

A spokesman said the inquiry would “consider whether public bodies and other institutions have taken seriously their duty of care to protect children from sexual abuse”.

A Labour peer facing more than 20 allegations of historical child abuse looks set to avoid prosecution after doctors said he was unfit to be quizzed because he has dementia.

The member of the House of Lords will not be interviewed or arrested by police investigating the alleged sexual assaults – which include claims of rape – on vulnerable boys in children’s homes.

One man said he was aged seven when the politician visited his care home and entertained him and the other youngsters there with magic tricks.

The suspect, who was the local MP at the time, then allegedly took him aside and sexually assaulted him. His alleged victim claims he reported it to police but it was not properly investigated.

He said: “That man humiliated me. He told me to undress and then fondled me. It scarred me for life. I complained previously and the police made a mess of it. But they are being very good now.”

Officers have compiled a dossier of more than 20 complaints against the peer, who was previously accused of child abuse more than two decades ago.

At the time, the serving MP agreed to be interviewed by police and a file was passed to the Director of Public Prosecutions, but no charges were ever brought.

Another police investigation into similar allegations is ongoing and a file has been sent to the Crown Prosecution Service.

Sources confirmed the peer would not be questioned after two doctors examined him and concluded he was unfit.

A police spokesman said the decision was taken for “operation reasons” and added: “The inquiry has had a number of individuals who have come forward and made complaints. We are investigating their allegations, and providing them with professional support.”

The name isn't mentioned, of course, but it is hard to see who it could be other than Greville Janner, former chairman of the British Board of Deputies of British Jews and president of the World Jewish Congress. As mentioned in a previous post, he has a sideline in "magic tricks", which, as I noted, must have been useful in allowing him to get close to children. It would be very interesting to know the ethnicity and religion of the two doctors who declared him unfit to stand trial. As previously discussed, he appears to have been shielded previously by a Jewish Home Secretary and a Jewish director of public prosecutions. Who exactly made the decision not to proceed with prosecution this time? Is it something the doctors are able to decide amongst themselves if there is a consensus? Surely not, I would have thought. So who made the decision? And was he a fellow Jew?

I hope all y’all had a fine July 4th weekend. We don’t celebrate it over here, of course, as we lost!

We always feel a bit like Brazilians watching the World Cup final on July 4th.

Anyone familiar with my writing over recent years will know that a constant theme has been German use of pedophile networks to reward and ensnare politicians and senior civil servants.

This scandal has now blown into the open, and has led this week to the appointment of Dame Elizabeth Butler-Sloss to head a judicial inquiry into the Savile Paedophile Ring.

This followed rapidly upon the heels of the appointment of the head of the National Society for the Protection of Cruelty to Children to an inquiry into missing dossiers about pedophiles supplied by the late Geoffrey Dickens MP.

I never met Geoffrey Dickens, but we were thinking along the same lines. He identified a number of pro-EU MPs and peers, mostly Tories, who were abusing children. What he did not do, with respect, was to make the connection to the EU.

that he missed the role of the Cabinet Office, which has been penetrated by German intelligence and linked to pedophiles since it was set up, at German request, in 1916.

The idea of the Cabinet Office, as explained in Spyhunter, was to have an over-arching government department, which could boss the others. That made German control of Whitehall easier.

The first Cabinet Secretary was the notorious Maurice Hankey, known in the trade as ‘Hankey Pankey’ for his naughtinesses with young boys. He and his prot&egrave;gés inflicted immense damage on Britain for five decades.

The Whitewashes, Sorry, That Should Read ‘Inquiries’

These latest inquiries will be whitewashes. The inquiry into the missing pedophile dossiers will probably be conducted under ‘Warwick Rules’, whereby the result is agreed with the Cabinet Office in advance, no offense to anyone intended.

Judicial inquiries are not conducted under Warwick Rules, at least not unless the judge has a dodgy dossier! I would not dream of suggesting that Dame Elizabeth is in any way dodgy, of course.

Judges however rarely get to the bottom of things, even with pedophiles. The problem, with respect, is that they tend to be na&iuml;ve. They are easily fooled and have an institutional bias against allegations of wrong-doing involving the legal or political establishments, or the senior civil service.

They reached their nadir with the Hutton Inquiry, into the assassination of the brilliant weapons scientist and scientific intelligence officer Dr David Kelly. Lord Hutton is a nice chap, with respect, but his conclusion that David Kelly committed suicide brought the whole concept of judicial inquiries into disrepute.

Don’t expect anything to change as a result of these inquiries. With respect, I predict that Dame Elizabeth’s report will be well-written, beautifully expressed, bland and shallow.

To my knowledge there has only ever been one serious judicial inquiry, and that was Mr Justice Mahon’s report into the loss of the Air New Zealand DC-10 on Mount Erebus. The learned judge slammed the airline’s management and rightly so, although none of the witnesses was aware of the DVD’s role in setting up the disaster and murdering Captain Collins, his crew and passengers.

The Mahon Report was savaged by the New Zealand Court of Appeal, every judge on the panel later being exposed as having links to the airline. The Privy Council in London partially exonerated Judge Mahon, but with respect should have gone further.

It’s not just that Mr Justice Mahon conducted his enquiry in good faith. He also had an open mind and was not in awe of officialdom. I would have loved to appear in his court. He was everything that a judge should be, and his memory should be cherished by lawyers everywhere.

The Prosecution of Rolf Harris

It is a great shame that poor old Rolf Harris was convicted. Frankly, I do not expect his conviction to survive the inevitable appeal.

I do not approve of having juries out for eight days. It is not unknown, but it usual to give a majority verdict direction after two days. How can there not be a doubt after eight days of discussion, with not that many counts in the indictment and a single defendant?

I share the usual lawyer’s disdain for stale charges, based on events which allegedly happened years or decades ago. Most lawyers view uncorroborated allegations of sexual misconduct with reserve, even more so if they come from people who are admittedly unstable or have drinking and other problems.

The problem lies in deciding whether it is the chicken or the egg – do the mental health issues flow from sexual abuse, or do the allegations flow from a mind or personality which is not fully functioning?

I am commenting generally, as I was not present at the trial and did not hear the complainants give evidence. I have met Rolf Harris, however, and I do not accept that he is a sexual predator. He came across as a thoroughly decent and likeable man. It is common ground that the complaints are ancient and are not supported by eyewitness testimony or medical evidence.

The Crown Prosecution Service (CPS) were playing the old game of bundling – adding a bunch of weak charges together and hoping they would support each other. Rolf Harris should have had separate trials, one per complainant. I do not accept that the complainants were unaware of what other women were saying.

Operation Yewtree, the discredited Met operation which ensnared Rolf Harris, is a distraction operation. Its aim is to divert attention away from the Cabinet Office’s role in protecting Jimmy Savile and granting him access to government facilities where children might happen to be present.

Last Monday, home secretary Theresa May announced a wide-ranging inquiry into public bodies' and institutions' handling of historical child abuse allegations, to be headed by retired judge Lady Butler-Sloss. The inquiry would include allegations of historical abuse involving politicians.

David Cameron has said there would be no stone left unturned in the search for the truth. In the case of the now elderly peer at the centre of abuse allegations, however, newspaper reports suggest that he may not be questioned by police because of his failing health.

The Observer has also learned that information held by Conservative whips – including details of any sexual misdemeanours – has been shredded since 1996, meaning the Butler-Sloss inquiry is highly unlikely to be able to access much of the secret information logged about the private lives of Tory MPs.

The letters start in 1975 when the peer, then an MP, met the boy when he came to the House of Commons on a visit. The letters reveal how the MP arranged for the boy to help him in his surgery and to do work experience at the Commons. In one early correspondence, the peer, who the Observer is not naming for legal reasons, thanks the boy "for your thoughtful help to me on Sunday – you are an excellent right-hand man!" and arranges to meet him at a Holiday Inn. He signs off "Why not write to me?" and gives his home address.

The correspondence reveals how the peer actively pursued the young boy. "Your letter was very welcome," the politician writes. "I expect that mine to you came as a surprise! Anyway thanks for writing. I enjoyed hearing from you – and having you with me on Tuesday. Fond good wishes to you."

Another letter declares: "I was very pleased to see you on Saturday and to have the chance to discuss so much with you." It continues: "Write to me when you have time. And don't forget to ask whether you can help me at my surgery" before signing off "With fond greetings." A third letter states: "Your letter arrived this morning – and I was pleased to hear from you. I am very glad that you found our chat useful – so did I – and I shall not forget my promises to you."

Given that the MP was in his 40s and the boy barely a teenager, the tone of the letters is striking.

"I was happy to be with you," the politician declares. "And hope that we are achieving some mutual understanding. Straight talk – and total frankness – is essential to our friendship."

The correspondence, much of it on parliamentary notepaper, reveals that the young boy stayed at the politician's London home at least once.

One letter says: "It seems strange not to have you flipping around like a friendly flea! In fact – I miss you."

The boy said that the politician bought him toys and took him to restaurants. Another alleged victim claims that he was seven when the peer sexually assaulted him.

Butler-Sloss, who has faced calls to stand aside because of her links to the establishment she is investigating, has been asked to look into claims of an establishment cover-up of child abuse. But a number of Westminster's alleged perpetrators – such as the former Liberal MP Cyril Smith – are now dead, raising questions about what any inquiry can achieve.

It is said that police have compiled a dossier detailing complaints against the peer which has been passed to the Crown Prosecution Service. The CPS is expected to make recommendations on how to proceed in the autumn.
