NEW CANEY, Texas — A driver was placed under arrest Saturday after a deadly hit-and-run in southeast Montgomery County. The victim, 13-year-old Kendrick Owens, was killed when he was struck by the suspect’s pickup truck. It happened on FM 1485 and Kidd Cemetery Road.
The Montgomery County Sheriff’s Office said several motorists reported a reckless driver traveling in a 1998 blue Dodge Dakota pickup truck around 9 a.m.
Shortly after, a wrecker driver spotted the vehicle and began to follow it.
Owens, a seventh grader from Keefer Crossing, was leaving a sleepover. He and a friend were walking on the paved shoulder when the pickup truck swerved into their path.
The friend managed to jump out of the way, but Owens was hit and the impact threw him over the guard rail.
Witnesses rushed to the child’s aid while the wrecker driver continued to follow the fleeing pickup.
The suspect, Javier Correa, then drove to his own home in the 17000 block of Oak Grove.
The wrecker driver confronted Correa, telling him that he had struck a child. The suspect then went into his home and came out a few minutes later.
Officers arrived and placed Correa under arrest. They said he smelled heavily of alcohol.
Owens was airlifted to the hospital with a severe head injury. He could not be saved.
Family and friends gathered at the New Caney Worship Center Saturday evening to hold a vigil in Owens’ memory.
DPS troopers said Correa is now being charged with failing to stop and render aid and intoxication manslaughter.

COLUMBIA, SC (WMBF) - A group of 10 people pleaded guilty in federal court Thursday to filing more than 10,000 income tax returns and defrauding the IRS of $13 million, according to Acting U.S. Attorney Kevin F. McDonald.

Each of the 10 defendants pleaded guilty to conspiracy to commit mail fraud and for entering the U.S. without authorization for their involvement in the four-year scheme. They will be sentenced at a later date.

According to investigators, between 2006 and 2009, two tax preparation businesses - Seguros Internacionales, operating in Spartanburg, and Forest City, NC, and Poz Servicios Para Hispanos, operating in Boiling Springs - along with affiliated individuals, filed more than 10,000 federal income tax returns claiming more than $22 million in refunds. Approximately $13 million in refunds were paid by the IRS before criminal investigators discovered that most of the returns filed were fraudulent.

Agents estimate that at least 20 people were involved in operating the scheme in which tax preparers knowingly claimed tax credits or deductions to which filers were not entitled. One such tax credit that was improperly claimed on a majority of the false returns was for child care expenses. This credit can result in a refund even if no taxes were ever paid.

Of the 10 individuals pleading guilty Thursday, nine were characterized in court by Assistant U.S. Attorney David C. Stephens as "runners," who solicited others to have their returns falsely prepared and then assisted them in getting their refund checks cashed.

They are Edgar Carrillo-Borjas, Miguel Angel Carrillo-Borjas, David Hernandez-Juarez, Ariana Canseco-Orozco, Maribel Juan-Orozco, Cristina Sanchez-Perez, Juan Carlos Carrillo-Roy, Carlos Carrillo-Rodriguez, all of Mexico, and Luis Gerardo Mora-Vargas, of Costa Rica.

The 10th individual, Omar Maldonado-Cardenas, of Mexico, was described by Stephens as having an active role running the day-to-day operations at Seguros Internacionales for a period of two years.

Two other individuals associated with the case pleaded guilty to obstruction of justice in federal court in Spartanburg on Feb. 10. Juan Manuel Galban Ortega and Rodolfo Magana Escoto, both of Mexico, admitted to burning documents and records associated with Seguros Internacionales.

On Nov. 17, 2009, a team of approximately 100 law enforcement agents served search warrants and conducted interviews at various locations throughout Upstate South Carolina in connection with the investigation. When agents arrived at the home of Ortega and Escoto, they observed them attempting to burn the documents and records.

All 12 individuals convicted thus far remain in federal custody awaiting sentencing. They face maximum penalties ranging from five to 20 years, depending on their respective levels of involvement in the scheme. All will be deported after completing any custodial sentence imposed.

Four other women were arrested Wednesday and Thursday in connection with the case. Yolanda Poz of Boiling Springs, Lisa Mendoza of Spartanburg, Teresa Bravo of Pacolet, and Ashley Moore of Forest City were charged with conspiracy to commit mail fraud.

The investigation is ongoing and more charges are likely, McDonald said.

Seguros Internacionales and Poz Servicios Para Hispanos have been shut down.

Just a week after he copped a plea in a drunken-driving rap, President Obama’s illegal-alien uncle has landed a hardship driver’s license from the Registry of Motor Vehicles, making it perfectly legal for him to drive in Massachusetts — even though the feds say he doesn’t belong here.

Onyango Obama, 67, who lost his regular license for 45 days last week, scored his limited license yesterday from the Registry’s Wilmington branch, after convincing a hearing officer that life without wheels would have posed an undue hardship on his livelihood as a liquor-store manager. Obama bolstered his case with a letter from his employer, Conti Liquors, as well as proof that he’d enrolled in an alcohol-treatment program.

“He met all of the criteria,” RMV spokeswoman Sara Lavoie said.

Of the state’s decision to award Obama a license even though the federal government considers him an illegal alien, Lavoie would only say, “Registry business is based on Registry records.”

The license allows Obama to drive from noon to midnight.

The license award drew fire from one advocate of tough enforcement on illegals, Bristol County Sheriff Thomas Hodgson.

“Our democracy is predicated on law,” Hodgson said. “When we start to interpret these laws differently and manipulate them the way we want them to work for certain people, we start to send a mixed message to people that the law doesn’t really matter. Its subject to interpretation. You don’t have to follow the law. They find ways to justify it. We need the laws to be very clear. We need ‘no’ to mean ‘no’ again.”

Hodgson, along with sheriffs in Plymouth and Worcester counties, stood up for Secure Communities, a program that feeds local police fingerprint checks into federal databases to check the citizenship status of accused criminals. Gov. Deval Patrick has refused to enroll the state in the program.

Obama, a Kenyan national, lost his license last week after admitting in court that Framingham cops had sufficient evidence to convict him in an August OUI bust. His lawyer, P. Scott Bratton, said Obama has an immigration hearing next month.

A judge continued Obama’s OUI case without a finding for one year, meaning he’ll face no further punishment if he stays out of trouble. Obama is the half-brother of President Obama’s late father, and the older brother of Zeituni Onyango, who was granted asylum in 2010.

Default Police seek man who urinated in ABC store

Fredericksburg police spokeswoman Natatia Bledsoe said the unidentified man entered the ABC store at 1271 Jefferson Davis Highway about 5:40 p.m. and asked to use the bathroom. A store employee denied the request, pointing out that the store does not have public restrooms.

The man went on into the store, Bledsoe said, pretending to shop. He eventually left without buying anything.

A short time later, the employee went to the aisle where the man had been and found numerous wet bottles of gin and a puddle of urine in the floor. The bottles ranged in price from $4.95 to $40 and had a total value of more than $1,700. All of them had to be destroyed.

A store surveillance tape showed the man urinating in the store. Bledsoe said police hope to retrieve a picture that might help identify the man, who was described as Hispanic, in his 20’s wearing white shorts with a red stripe and a blue jean jacket.

If identified, the man would face charges of destruction of property and urinating in public.
