Russian Engineering Troops mark 318th Anniversary

January 21, 2019 - 10:10

Engineering Troops are one of the oldest service arms in the Armed Forces of the Russian Federation - on January 21 they mark the 318th Anniversary.

This memorable date was established by the Decree of the President of the Russian Federation of September 18, 1996 for the contribution of military engineers to the development of the country's defence potential and historical traditions. By order of the Minister of Defence of Russia dated September 23, 1996, it was ordered to celebrate the Day of the Engineering Troops annually on January 21.

The history of the Engineering Troops dates back to the birth of the regular Russian army and the signing by Peter I the decrees of dated January 21, 1701 on creation of an engineering school and on May 25 - on the formation of the first engineering units, which were originally represented by a mine company, engineering and pontoon teams.

The Engineering Troops are designed to perform the most complex engineering tasks that require special training of personnel, engineering equipment, engineering ammunition and assets.

The troops receive modern models of new weapons, military and special equipment. So in 2018 more than 600 pieces of various engineering equipment have been supplied to the troops. In the coming year, more than 650 pieces of engineering equipment are to enter the service with the troops.

In peacetime, engineering troops perform a number of important socially significant tasks: clean up the area from explosive objects, participate in remedying industrial and natural disasters, preventing destruction of bridges and hydraulic structures during ice drifts, etc.

Russian Defence Ministry briefs military attaches with presentation of 9M729 missile of Iskander-M complex

January 23, 2019 - 13:40

Today, at the Patriot Park Congress and Exhibition Center, the Ministry of Defence of Russia, within the framework of voluntary transparency, held a special briefing for foreign military attaches on the 9M729 missile.

The participants of the event were shown the missile for the first time (the 9M729 cruise missile of the Iskander-M operational-tactical missile system), and were also informed on the design of the sample and its performance characteristics.

In particular, at the observation deck one could see the self-propelled launcher in the starting position, the transport and launch container of the 9M729 product and the transport and launch container of the 9M728 cruise missile.

Some 250 reporters including over 100 representatives of foreign media outlets covered the briefing.

When addressing the participants, Deputy Foreign Minister Sergei Ryabkov noted that “recent events clearly indicate that certain forces in the United States were not interested in giving us the opportunity to disprove their erroneous or fabricated information, because it would allow to close this question once and for all.”

“It is clear that this problem was created and expanded by no means in order to get it off the agenda so easily,” the diplomat emphasized.

The Russian Defence Ministry was represented at the briefing by Lieutenant General Mikhail Matveyevsky, the chief of the missile troops and artillery of the Armed Forces of the Russian Federation.

Report by chief of missile troops and artillery of the Armed Forces of the Russian Federation Lieutenant General Mikhail Matveyevsky.

The Treaty between the Union of Soviet Socialist Republics and the United States of America on the elimination of their medium-range and shorter-range missiles was signed on December 8, 1987 in Washington, and is open-ended.

The parties have undertaken to eliminate their medium-range and shorter-range ground-based missiles, their launchers and related support facilities and equipment.

They also made a commitment not to produce any ground-based missiles of medium and shorter range, no stages and launchers of such missiles, and not to conduct flight tests of such missiles.

By June 1991 the USSR destroyed 1,846 middle-range and short-range missile, with 889 of them - middle-range and 957 of them - short-range missiles.

As a gesture of goodwill, the Soviet Union also eliminated the latest at that time missile of the Oka operational-tactical missile complex, with a maximum flight range of 400 km. In total 106 launchers and 239 missiles of the missile complex were eliminated, although it was not covered by the Treaty.

The existing obligations of the parties under the INF Treaty are a ban on the production of ground-based medium-range and shorter-range missiles, stages and launchers of such missiles, as well as to conduct flight tests of such missiles.

Russia has fulfilled and continues to strictly comply with the provisions of the Treaty and does not allow any violations.

Currently, the United States launched a campaign against Russia for violating the INF Treaty. Its essence boils down to the fact that a ground-based cruise missile has been created in the Russian Federation, allegedly having a range of over 500 km. At the same time, no objective data confirming Russia's violation of the INF Treaty has been provided to us.

Today, as part of voluntary transparency, we will provide information on the 9M729 cruise missile, which according to the US version is identified with a violation of the Treaty of December 8, 1987.

The 9M729 cruise missile is a modernized version of the 9M728 cruise missile, which is part of the Iskander-M complex.

Modernization of the 9M728 cruise missile was aimed at increasing the power of the warhead and precision characteristics.

The 9M728 and 9M729 missiles are unified in most of the main units.

The 9M729 missile has combat equipment of increased power and a new onboard control complex, providing higher accuracy in engaging the target.

Changing the number of warheads and introduction of additional equipment while maintaining the diameter of the rocket led to an increase in its length and, accordingly, the size of the transport and launch container. The total length of the transport and launch container has increased by 53 cm.

I would like to emphasize that the 9M728 and 9M729 missiles are equipped with a warhead and are fueled only at the factory. The mass of fuel at the same time provides the maximum constructive range, limited by the requirements of the INF Treaty. They are delivered to the troops in special containers. Changing the mass of fuel and refueling missiles in military conditions is impossible.

In the troops, they only store the missile, maintain launchers and transport-charging vehicles, and routine maintenance are carried out.

I would like to speak more about design-layout schemes of the 9M728 and 9M729 missiles.

I would like to especially draw your attention to the fact that the starting and main engines with the fuel system of the 9M729 missile remained unchanged – the volume (mass) of fuel remains the same as in the 9M728 cruise missile.

However, the refinement of the head part and control system, along with an increase in the length led to an increase in its weight.

As a result, the maximum range of the 9M729 missile decreased by 10 km comparing to the 9M728 missile and is 480 km. The specified range was confirmed during the Zapad 2017 strategic command post exercise.

The overall dimensions of the 9M729 missile and its container that have changed in length do not allow it to be placed on a self-propelled launcher instead of the 9M728 product. Therefore, a specialized version of a self-propelled launcher was developed for the 9M729 missile. In addition, four 9M729 missiles, not two 9M728 missiles, as on the old launcher, are placed there. Accordingly, this led to an increase in the length of the launcher and its height.

As for the statements of the United States of America about missile launches at the Kapustin Yar range in the Astrakhan region, I can tell you that along with missile troops and artillery of the Land Forces, Strategic Missile Forces, Aerospace Forces and Army Air Defece of the Armed Forces of the Russian Federation test their missiles at this interspecific training ground.

As you can see, a wide range of various products are being tested at the test site, including flights over a distance exceeding 500 km.

Thus, for the period from 2008 to 2014, more than 100 rocket launches for various purposes were conducted at the test site. At the same time, all launches of surface-to-surface missiles were conducted at a range not exceeding the limitations provided for by the INF Treaty. The only exceptions are the launches of missile systems of strategic purpose, about which the USA was notified under the Agreement of 1982.

Summing up, I would like to note that the presented indicators clearly demonstrate our increased transparency in the field of rocketry and confirm Russia's commitment to unconditional implementation of the Treaty between the USSR and the USA on the elimination of their medium-range and shorter-range missiles.

Military engineers undermine a layer of rock in the Bureya reservoir

January 30, 2019 - 05:00

Military engineers have undermined a layer of rock in the Bureya reservoir. They used over 56 tons of TNT. The depth of the equipped channel was 2.5-3 meters below the level of the upper ice.

Thus, the depth to which today entered the rocks that fell in the riverbed of Bureya, was 17 meters from the original level, length-145 meters, width-35 meters.

In the area of rock blasting, measures are being taken to clear and level the canal with the help of two bulldozers and an excavator. The work is carried out in three shifts.

Explosives (shaped charges and TNT) are brought to the blasting site with the help of off-road vehicles KamAZ and Ural along an unpaved dirt road from the field camp.

Materials and equipment are regularly supplied by motor transport along the road from the village of Ushman of the Verkhnebureinsky district of the Khabarovsk Territory to the place of landslide (more than 80 km).

Military engineers are tasked to create a connection between the two pools.

Ammunition and explosives are stocked at the arsenal nearby to the Bureysky reservoir, which, if necessary, will be delivered to the collapse site.

In total, some 540 people, 46 pieces of military and special equipment, including six helicopters of army aviation and Orlan-10 unmanned aerial vehicle are involved in the implementation of tasks.

On December 11, 2018, a rock mass collapsed in the Bureya reservoir. With spring floods, rising water levels may result in flooding of some settlements, railway and automobile communications, as well as engineering structures of the Baikal-Amur Mainline.

President of Russia Vladimir Putin orders to involve forces and means of the Russian Defence Ministry in clearing a riverbed and carrying out drilling and blasting operations in order to restore normal hydrological regime of the Bureya reservoir.

Russian military punch a jam in the Bureya river

February 1, 2019 - 08:10

Military engineers blasted a rock layer at the place of the landslide on the Bureya River in Khabarovsk region. As reported by Deputy Defence Minister of the Russian Federation Dmitry Bulgakov, over 10 tons of TNT were used to blast the rock jam.

The blasting destroyed a strip between the canal and the upper layers of water, so that the water flowed into the formed canal.

"The order of the Russian President and Defence Minister are being successfully implemented." We have connected two so-called pools. The estimated flow of water in the formed canal is 200-250 cu m per second. The first stage is completed. At the second stage we are planning to expand the canals till the size of the original canal. The second stage is planned to be completed by February 18,” Dmitry Bulgakov said.

"At present we have spent over 200 tons of TNT. / An engineering group has made a road from Ushman to the place of rock collapse (more than 80 km)".

Since the beginning of work, military engineers have a canal by blasting with a length of more than 160 meters and a width of 35 meters. The canal in the Bureya riverbed is over 19 meteres deep. Two bulldozers and an excavator were involved in clearing. The work was carried out in three shifts. More than 90,000 cu meters of soil and rock have been removed. Explosives are delivered directly to the site by all-terrain vehicles and to hard-to-reach places by snowmobiles.

More than 200 tons of explosives and about 450 shaped charges were delivered to the camp by helicopters of army aviation and logistics units.

In total, 540 people, 49 pieces of military and special equipment, including six helicopters of army aviation and Orlan-10 unmanned aerial vehicle are involved in the implementation of tasks.

The military used special hardware to make a road with a total length of 80 km in difficult terrain. The Mi-26 heavy transport helicopters delivered a bulldozer to the site of landslide.

Fighter jets train to intercept mock intruders in Khabarovsk region, Eastern Military District

February 1, 2019 - 08:56

In Khabarovsk region, fighter jets of the Eastern Military District practised interception of mock enemy aircraft that violated airspace during the exercise.

As part of tactical flight missions, pilots of Su-35S multifunctional fighter jets improved their air combat skills with a group of intruders; at the same time, they also trained offensive and defensive maneuvers in a wide range of altitudes.

Pilots were tasked to search, detect and eliminate mock enemy's aircraft. Missions were complicated by electronic warfare measures of the enemy.

Each crew also performed aerobatic stunts and simulated a dog fight.

Particular attention was attached to tactical elements to force mock intruder to land on a specified airfield.

Russian Defence Ministry: US started production of intermediate-range missiles two years before it accused Russia of violating the INF Treaty

February 2, 2019 - 16:50

In Washington, two years before the public unproved accusations of Russia of alleged violation of the Intermediate-Range Nuclear Forces Treaty (INF Treaty), they not only made a decision, but also began preparations for the production of intermediate-range missiles banned by the treaty.

Thus, according to irrefutable information available at the Russian Ministry of Defence, since June 2017 the enterprise of the Raytheon military-industrial corporation in the city of Tucson, Arizona, has launched a program of expansion and upgrade of production facilities in order to create medium and shorter-range missiles banned by the INF Treaty.

This plant is the largest diversified enterprise of the US space industry, producing almost all types of rocket weapons, including medium-range and short-range cruise missiles.

Over the past two years the space of the plant has increased by 44% - from 55,000 to 79,000 sq m, while the number of employees is about to rise by almost 2,000 people, according to official statements.

In November 2017, the US Congress allocated to the Pentagon the first tranche amounting to $ 58 million, directly pointing at the development of a land-based missile of intermediate range.

Thus, the work carried out irrefutably proves that the US administration decided to withdraw from the INF Treaty a few years before it started making public unfounded accusations against Russian of violating the Treaty.

Engineers blast left side of closure channel at the site of landslide on the Bureya River

February 5, 2019 - 05:00

A connection between upper and lower parts of the Bureya reservoir has been recovered. Engineers continue their work to expand the blockade and restore the natural course of the river.

Engineers used shaped charges and 500 kg of TNT to blast left side of the closure channel. Released soil and rock is carried over the course of the reservoir.

Explosives are laid into pits in smaller amount than previously, and engineers carry out more targeted explosions.

Eight explosions were performed on the duct, which is about 200 meters long, 20 meters deep, and 35 meters wide. In total some 480 sets of cumulative charges were used.

It was decided to conduct underwater explosions. It is planned to deepen the channel by another four meters.

In the area of landslide on the Bureya River, work is underway with the help of two bulldozers, a front loader, a drilling rig, and three KamAZ and Ural all-terrain vehicles.

In total, 520 people, 43 pieces of military and special equipment, including six helicopters of army aviation and Orlan-10 unmanned aerial vehicle are involved in the implementation of tasks.

On December 11, 2018, a rock mass collapsed in the Bureya reservoir.

Russian Defence Minister General of the Army Sergei Shoigu holds teleconference with leadership of Armed Forces

February 5, 2019 - 13:07

Today the National Centre for State Defence Control in Moscow hosted another teleconference of Defence Ministry chaired by the General of the Army Sergei Shoigu.

When opening the session, the Minister of Defence recalled that from February 2, the United States of America suspended the fulfillment of its obligations under the INF Treaty.

At the same time, the United States is actively working to create land-based missiles with a firing range of more than 500 km, beyond the limits provided by the Treaty, the head of the Russian Defence Ministry said.

In this regard, the President of Russia has set the task of the Ministry of Defenсe to take mirror measures in response.

The General Staff presented to the Supreme Commander a list of the activities that he approved.

“During the years 2019-2020, we need to develop a ground-based version of the Caliber sea-based complex with a long-range cruise missile, which has proven itself in Syria,” General of the Army Sergei Shoigu said. “At that time we shall also create a ground-based missile system with a long-range hypersonic rocket.”

Sea-based and air-launched missiles will significantly reduce the production time of the new missile weapons and its funding.

In addition, it is important to increase the firing range of the ground-based missile systems being developed today.

“I instruct the Deputy Minister of Defence Alexei Yuryevich Krivoruchko to launch relevant development work within the framework of funds allocated for state defence orders for 2019 and the planned period 2020–2021 by redistributing funds for the implementation of these works,” the head of the military department ordered.

The next issue on the agenda concerned elimination of the effects of the landslide at the Bureya reservoir.

As General of the Army Sergei Shoigu noted, the strongest landslide that occurred in December in the Khabarovsk Territory caused a large rock mass collapse, and as a result, a part of the reservoir of the Bureyskaya HPP was blocked. A number of settlements were under the threat of flooding during the spring floods.

The President of the Russian Federation instructed to attract the forces and means of the Ministry of Defence to clear the Bureya reservoir.

To address this complex task, an operational group was created under the leadership of Deputy Defence Minister General of the Army Dmitry Bulgakov.

As the head of the military department emphasized, in less than a day, a self-sufficient group was formed, which included material, technical and medical support units, engineering troops and signal troops of the Eastern Military District.

In total, more than 400 military personnel are involved, as well as about 30 pieces of military and special equipment, including manned and unmanned aircraft.

Significant amounts of ammunition and explosives were used.

According to the Minister of Defence, despite the most difficult climatic conditions and the lack of transport infrastructure, the jam has been eliminated successfully.

At present the hydraulic connection between upper and lower parts of the Bureya reservoir has been recovered. Full scope of work is planned to be completed by February 20.

The thematic part of the meeting began with a discussion of the development of spacecraft.

According to the Minister of Defence, recently, satellite reconnaissance and navigation systems have played a significant role in the country's military security.

Experience acquired in Syria shows that detailed reconnaissance and cartographic information is necessary for the effective use of high-precision weapons. Such data can be obtained only with the help of modern satellites capable of shooting the Earth’s surface with high resolution.

Therefore, the Ministry of Defence is actively involved in improving the orbital group of military spacecraft.

Then Sergei Shoigu moved to review the progress of the Armata development work.

This promising tracked platform, which is being developed by Uralvagonzavod Research and Production Corporation, allows you to create the latest weapons, military and special equipment.

"We will discuss during the meeting how the work is carried out and challenging issues are addressed", the Defence Minister concluded.

Over 46,000 refugees return back to Syria since the beginning of 2019

February 6, 2019 - 12:33

Report by Chief of the National Centre for State Defence Control Colonel General Mizintsev

Today we hold another session of joint coordination committees of the Russian Federation and the Syrian Arab Republic.

Implementation of plans for the return of refugees to their homes and the revival of civilian life in Syria continues actively.

A total of 1,628,000 Syrian citizens have already returned to their homes from abroad, with 1,276,000 of internally displaced persons and 352,000 of refugees.

Since the beginning of the year, more than 46,000 Syrian citizens have returned to their homes, including more than 7,800 internally displaced persons and over 38,000 refugees from foreign countries.

Measures are being actively taken to rehabilitate social infrastructure of the country. In total, 284 medical institutions, 1,480 educational institutions, 304 water supply facilities, 300 bakeries, 1,057 electrical substations, and 14,256 industrial enterprises have been recovered and launched in various parts of the country.

Several days ago there were negotiations between Syrian specialists from the civil aviation department with Jordanian airline companies to discuss earliest possible resuming of the air traffic between the two countries.

Air traffic with foreign countries open additional possibilities for repatriation of the Syrians especially from far abroad.

We see positive development in inter-Syrian dialogue. On January 25 the Congress of Eastern Tribes - a landmark event - took place in Ithriyah, northeastern Hama province. This large-scale forum brought together over 6,000 leaders from western and eastern banks of the Euphrates, including elders of the Kurdish, Chechen and Circassian communities. All its attendees expressed common opinion for preserving the integrity of the Syrian Arab Republic.

We are calling for all the countries and those who wish to render possible assistance to the Syrian people in establishing peaceful life. The number of participants for this noble case is gradually increasing. This year the Mongolian People's Republic have joined this process and allocated funds for organising humanitarian supplies to the Syrian people.

However we are still concerned about the situation in the Rukban IDP camp. Living conditions have become even more disastrous. As the UNHCR, the UN Refugee Agency admits, that situation is worsening there.

The World Health Organization issued a statement about the death of people in Rukban due to hypothermia, poor sanitation, and skin diseases, influenza, measles, tuberculosis, asthma, lack of medical support, the dire state of fuel and electricity. At the same time, the camp residents are not able to leave its territory.

The leadership of the United States of America announced withdrawal of troops from Syria, but still illegally occupies 55-kilometer zone around al-Tanf, at the same time the military base remains there and does not experience any problems with providing everything necessary, including food, medicines, ammunition and other materiel.

The full responsibility for what is happening to the suffering population of the Rukban camp for years lies with the American side.

We strictly adhere to the position that a long-term settlement of humanitarian problems in Rukban is possible only after the withdrawal of American troops from Al-Tanf and transfering this area to official Syrian authorities. This is obvious.

This week, despite the destructive position of the United States that has led to the catastrophic situation of refugees in the Rukban camp, thanks to the efforts of the Russian Federation, the United Nations Office for Humanitarian Affairs a second humanitarian convoy has been organised in order to provide the first-priority aid to the long-suffering Syrian citizens caught in a difficult life situation.

We observe the movement of the humanitarian convoy, escorted by military police and government forces in Syria in real time.

We do it all the time, transparently and honestly.

If the United States really, as they say, pursue humanistic goals, then what prevents them from doing the same, clearly demonstrating that humanitarian aid has been provided to those who need it, rather than to militants?

Dear colleagues!

Please, make all the necessary efforts to maintain the normal functioning of life support systems at checkpoints, receiving and accommodating refugees to maintain comfortable living conditions for Syrian citizens returning to the country.

I would ask representatives of the Russian and Syrian foreign ministries to contribute to the promotion of the political process in the country and constructive inter-Syrian dialogue, as well as the early resolution of the problem of the Rukban internally displaced persons camp.

I appeal to Joint Coordination Centre.

We have started the implementation of plans for the return of refugees to their homes and the revival of civilian life in Syria continues actively. The results depends on us with you!

I ask all officials of the joint coordination headquarters to maintain constant interaction on the whole range of issues related to restoring peace and returning to the homes of temporarily displaced persons. Respond quickly to any changes in the situation, identify problematic issues and immediately resolve them by joint efforts.

The Russian Defence Ministry informs the US party on strict compliance with the INF Treaty requirements

February 7, 2019 - 20:30

«The Russian Defence Ministry is aware of the contents of the US Department of State’s note on suspending participation of the American side in the INF Treaty and the start of withdrawal from it». The Russian defence department categorically denies unfounded statements that Russia allegedly violated its obligations under the Treaty.

The US statements do not correspond to reality.

Despite that the Russian Defence Ministry is fully open to substantive dialogue concerning fulfillment of obligations by the sides under the INF Treaty, the American side has failed to provide any evidence to support the stated position.

At the same time, the USA has not taken necessary measures to eliminate their violation of the obligations under the Treaty.

It is to be stressed that it is not the first year as the United States have been violating requirements of the INF Treaty. In fact, they created conditions for missile production which is prohibited by the Treaty.

Therefore, the Ministry of Defence of the Russian Federation suggests that the American side should take all necessary measures before termination of the Treaty to return to strict compliance with the Treaty by eliminating:

Mk-41 ground-based vertical launching systems designed for firing the Tomahawk cruise missiles;

target-missiles that has similar characteristics to ground-based intermediate-range ballistic missiles;

attack unmanned aerial vehicles which fall with their characteristics under the definition of the term “ground-based cruise missile” provided for in the Treaty.

The military attaché of the U.S. Embassy in Moscow is invited to the Russian Defence Ministry to be presented with the note.»

Deputy Defence Minister General of the Army Dmitriy Bulgakov sums up results of operation at the Bureya reservoir

February 12, 2019 - 18:05

On December 11, 2018, in the Verkhnebereyinsky region, Khabarovsky Krai, near the confluence of the Medium Sandar brook into the Bureya River, there was a landslide. In this difficult climatic, geographical and geological zone, nature has always brought a lot of surprises, but this landslide has become one of the largest in recent years.

The volume of the descended rock massif was about 34 million cubic meters, of which 4 million were on the surface. Evidently the movement of such colossal volumes did not pass without a trace, and the bed of the Bureya River was completely blocked. Nature has created a natural dam 740 meters long, up to 500 meters wide and up to 60 meters high.

In the current situation, raising of the water level in the upper part of the reservoir during the spring flood would have lead not only to large-scale environmental and natural disasters, but also to social disaster - flooding of three settlements of the Khabarovsk Territory, with a total of 650 residents.

Moreover, if we had failed to take timely measures it would have inevitably entailed the loss of the storage capacity of the Bureya reservoir.

In order to eliminate the threat of an emergency and restore the hydrological regime of the Bureya reservoir, on January 8, the President of the Russian Federation instructed the Russian Defenсe Ministry to organize the clearing of the riverbed.

By decision of the Russian Defence Minister, an operational group was formed in the central military command and control units to coordinate the actions. Without a minute to lose, the officers and generals during the first day (from January 10 to January 11) conducted a reconnaissance of the area of rock mass collapse.

During the reconnaissance operation, it turned out that many of our civilian colleagues had a pessimistic opinion that it would be impossible to do anything with the mountain that blocked the river, and the nearby territory would be flooded in the spring.

And then they had every reason, since there were extremely unfavorable conditions for eliminating the consequences of a landslide:

- significant distance from the necessary sources of life support;

- almost complete lack of transport infrastructure;

- extremely low temperatures (up to 36 degrees below the zero) for heavy work;

- high humidity in combination with strong gusty wind, etc.

And, of course, all these negative factors were taken into account by us in determining the volumes and methods for addressing the problem, making calculations for blasting operations.

I want to emphasize that it was necessary to eliminate the congestion before warming, in a short time.

As a result of the intensive work of the operational group, all the necessary planning and administrative documents were prepared in a short time, and in accordance with the developed plan, a self-sufficient grouping of forces and assets was formed in the period from January 11 to January 14, the core of which were the units of combat service support and engineering troops of the Eastern Military District.

In total, more than 500 servicemen of various specialties, 46 pieces of military and special equipment, including six helicopters, were involved to eliminate the consequences of the landslide.

Directly in the area of the rock mass collapse, more than 230 people performed tasks as part of a combined response team. It should be noted especially that the contribution of each of the servicemen is invaluable.

In the shortest possible time (less than two days), all the necessary material resources in the amount of 500 tons were transferred to the Ukrainka airfield in the Amur Region. First of all, these are engineering ammunition and explosives.

They were transported by:

- air transport - over a distance of more than 6,000 kilometers (this is twice the length of Western Europe - 3,000 km from west to east);

- railway - more than 1,300 kilometers.

In total, it took 30 hours, despite the fact that the speed of rail transport reached record levels - more than a thousand kilometers a day.

More than 260 tons of TNT and over 50 tons of other materiel were delivered directly to the area where the tasks were performed by army aviation (Mi-8 and Mi-26). Also, Mi-26 helicopters transported a heavy-duty bulldozer and six motor vehicles to the site.

a field road with a total length of over 80 km was laid from the village of Ushman to the site of the collapse of rock in a difficult mountainous and wooded area (within three days) to transport heavy hardware. In the future, it can be used for their own needs by local residents.

To ensure the actions of troops in the area, all the necessary field infrastructure was deployed and prepared for autonomous work:

- a field camp for 250 people, including tents, catering facilities, a medical center, a field shower unit;

- three helicopter pads (two - for the Mi-26 and one - for the Mi-8), equipped with field depots for receiving material supplies delivered by aircraft.

In accordance with the developed roadmap, the clearing of the riverbed was organized in two stages.

At the first stage (from January 18 to February 1) by sequential drilling and blasting operations, we were able to equip a closure channel (free (not blocked) part of the river bed) in the natural congestion, designed to pass river water during the construction of a hydraulic structure, or a narrow channel in the spit, shallows or straightened stretch of the river, formed as a result of breaking the bend).

At the same time, by explosions (167 tons of TNT and 463 shaped charges), more than 90 thousand cubic meters of rocky soil was produced.

On February 1, the technological bridge of the prepared closure channel was exploded, as a result of which the hydraulic connection of the upper and lower parts of the Bureya reservoir was restored.

The parameters of the formed gap were as follows: length - up to 200 m, width - up to 35 m, depth - up to 20 m, carrying capacity - up to 1.6 thousand cubic meters per second.

At the second stage (from 2 to 10 February) drilling, blasting and engineering works were carried out by the earthmoving complex to expand the closure channel.

To date, its parameters have reached a width - from 100 to 150 meters, depth - up to 23 meters and length - 254 meters. The capacity of the water has increased to 1,600 cubic meters per second.

In the course of the work, 11 explosions were carried out using about 300 tons of explosives (about 260 tons of TNT and over 500 shaped charges). The total volume of rock production exceeded 470,000 cubic meters.

In general, the set of measures made it possible to restore the hydrological regime of the Bureya reservoir and eliminate the threat of flooding of the settlements of the Khabarovsk Territory and the Baikal-Amur Mainline located on its banks.

Thus, the Ministry of Defence, despite the difficult climatic conditions, lack of road infrastructure, enormous volumes of jam, completely fulfilled the task set by the President of the Russian Federation to eliminate the threat of an emergency and restore the hydrological regime of the Bureya reservoir 10 days ahead of schedule.

I would like to note that the operation to move such colossal volumes of descended rock to clear the river bed is absolutely unique and unprecedented.

Joint statement by Joint Coordination Committees on repatriation of Syrian refugees of the Russian Federation and the Syrian Arab Republic on opening humanitarian corridors for evacuation of Syrian from Rukban camp (February 16, 2019)

February 16, 2019 - 10:05

Despite the destructive position of the United States, which is illegally occupying the 55-kilometre zone around al-Tanf, the Russian Federation and the Syrian Arab Republic, realizing that it is a matter of saving the lives of thousands of Syrian citizens, have provided all the necessary conditions for the second humanitarian convoy to be held by the United Nations Office for Humanitarian Affairs in early February to provide priority assistance to the long-suffering residents of the Rukban camp.

However this is a temporary measure that does not solve the problem of providing comprehensive assistance to the Syrians who find themselves in a difficult situation. The volume of cargo delivered to the Rukban camp will provide only a portion of the displaced people with the bare necessities and food for a period not exceeding thirty days.

Given the negative experience of the first humanitarian convoy, as well as the lack of any objective information about targeted assistance to refugees during the second humanitarian convoy, there is every reason to argue that most of the humanitarian aid was obtained not by the Syrians temporarily stationed in the camp, but by the US-backed gangs.

Meanwhile, living conditions in the camp are deteriorating. People live in shacks without water and electricity, garbage is not taken out. There is a serious problem of providing the population of the camp with drinking water. Theft, prostitution and unequal marriages are widespread in the camp. Sexual abuse of minors, gender inequality and human trafficking are flourishing.

In this situation, once again making sure that it is not possible to achieve any constructive position on the part of American partners, and further failure to take measures to address the problems in the Rukban camp will lead only to new victims among its inhabitants it was decided to open on the border of the 55-kilometer zone occupied by the United States two humanitarian corridors in the settlements of Jleb and Jabal al-Ghurab, where Syrian refugees can voluntary, unimpededly and safely exit the area through the corresponding checkpoints.

The checkpoints will launch its 24-hours operation at 9 am on February 19, 2019 to meet, receive, distribute and provide necessary assistance to internally displaced persons leaving the Rukban camp. At the checkpoints there will be offices for a meeting, medical checkup, sanitary-epidemiological treatment, food, rest, paperwork, clothing, material support, sending refugees to their places of residence.

All Syrian citizens leaving the Rukban camp will be accepted, including those who has lost identity documents.

Security at these checkpoints and escort to the locations is entrusted to the law enforcement agencies of the Syrian Arab Republic in cooperation with the military police of the Armed Forces of the Russian Federation.

This information, intended for residents of the Rukban camp concerning meeting, moving and receiving at the checkpoints, shall be communicated in all possible ways, including through the Internet information network, by sending SMS messages, as well as using sound broadcasting facilities located at the Jleb and Jabal al-Ghurab checkpoints.

We call on the United Nations structures, including the Syrian Arab Red Crescent society, to participate directly in this humanitarian operation, and the American partners to show goodwill in the interests of the suffering people of Syria.

Head of Russian Joint Coordination Committee on Repatriation of Syrian Refugees - Head of National Centre for State Defence Control of the Russian Federation

Mizintsev M.

Head of Syrian Joint Coordination Committee on Repatriation of Syrian Refugees - Local Administration Minister of the Syrian Arab Republic

Joint Coordination Committees holds another session in Moscow to discuss repatriation of Syrian refugees

February 19, 2019 - 11:38

Today, Russian and Syrian joint coordination committees have held another session in Moscow to discuss repatriation of Syrian refugees. The session was chaired by chief of the National Centre for State Defence Control Colonel General Mikhail Mizintsev.

Report by Colonel General Mikhail Mizintsev.

Today we hold another session of joint coordination committees of the Russian Federation of the Syrian Arab Republic.

A total of 1,645,000 Syrian citizens have already returned to their homes from abroad, with 1,277,000 of internally displaced persons and 368,000 of refugees.

Since the beginning of the year, more than 62,000 Syrian citizens have returned to their homes, including more than 8,600 internally displaced persons and over 54,000 refugees from foreign countries.

Measures are being actively taken to rehabilitate social infrastructure of the country. Over the past week, the following facilities were repaired and commissioned in: 2,787 houses, 138 medical facilities, 815 educational facilities, 127 water supply stations, 157 bakeries, 595 power substations, 14,257 industrial facilities.

The positive dynamics in the issues concerning repatriation of the Syrians and restoration of peaceful life do not go unnoticed by representatives of the world community and, above all, the countries bordering Syria. An increasing number of them are involved in the implementation of specific projects in order to facilitate the return of Syrians back to their homes. During the visit of the Jordanian delegation to Damascus, a ceremony was held to establish the committee of the Syrian-Jordanian parliamentary fraternity, which should include not only the further development of bilateral relations, but also implementation of joint projects in the energy, agricultural and transport sectors.

International humanitarian organisations also positively assess the process of establishing peaceful conditions. In particular, according to the next report of the Middle East and North Africa Department of the Office of the UN High Commissioner for Refugees, there is a steady tendency for Syrians to return to their homeland, which is directly related to the improvement of situation in Syria and intensification of the work of relevant departments in the country. As reported, the number of Syrian refugees wishing to return to their homeland in the future increased from 51 to 76 percent.

Unfortunately, establishment of a peaceful life in Syria still encounters serious difficulties beyond the country's leadership. Today, Rukban, located in the 55-kilometer zone around Al-Tanf, is considered to be an issue of concern. The situation there continues to be disastrous, and its residents, who are actually taken hostage by the US-controlled gangs, are on the edge between life and death. We have already spoken about it. The world's leading experts are speaking about this.

This information is confirmed by the official representative of the UN High Commissioner for Refugees, Andrei Mahecic, who spoke in Geneva on the results of the delivery of the second humanitarian convoy to Rukban.

According to the UN humanitarian mission, there is no even basic medical care in the camp, women, children and people with disabilities have no support; as a result, at least eight young children died in the camp in the last month.

In these conditions, the Syrian government, with the assistance of the Russian Federation, decided to open two humanitarian corridors to ensure safe evacuation of internally displaced persons from the camp to their places of residence that they chose. This step is motivated by the urgent need to quickly address the problems of ordinary Syrians, who, despite two humanitarian convoys under the auspices of the United Nations Office for Humanitarian Activities, continue to live in appalling environment.

Dear colleagues! Today, in accordance with the joint statement of the coordination committees of the Russian Federation and the Syrian Arab Republic on February 16 to open humanitarian corridors for Syrian citizens to leave the Rukban camp, the checkpoints in the settlements of Jleb and al-Ghurab began to work.

Dear colleagues!

Our joint activity is very important for the early return of Syrian citizens. The Syrian government's initiative to resolve the problems of the Rukban camp refugees must be supported at all levels .

First of all, it concerns the RRussian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring.

Sergei Vitalievich, I ask you to ensure the smooth functioning of the newly opened checkpoints and to respond immediately to any problems and changes in the situation. I would like to draw your attention to the fact that the refugees from Rukban camp lived in very difficult conditions and need care and individual approach. I ask you to take this into account when carrying out your important humanitarian mission.

I turn to the representative of the Ministry of Foreign Minister of the Russian Federation. Igor Viktorovich, the initiative to return refugees from the Rukban camp should be supported at the international level. I ask you to use all possible platforms for this. We call on all relevant United Nations agencies to participate directly in this humanitarian operation, and on our American partners to show good will in the interests of the Syrian population.

This position should be be brought to the attention of all members of the world community.

In addition, a regular donor conference on Syria will be held in Brussels on March 13-14, during which a Plan to provide assistance to 250 thousand refugees will be presented. I ask you to work with foreign colleagues on the possibility of channeling part of these funds to assist Syrian citizens returning from Rukban camp.

Dear colleagues! The success of the solution to the Rukban camp problem, in general, determines the effectiveness of the noble humanitarian mission we carry out to revive Syria. Interagency Coordinating Headquarters of the Russian Federation and the Syrian Arab Republic make statement about US preventing Syrian refugees from leaving the Rukban camp

February 27, 2019 - 11:25

The interagency coordination headquarters of the Russian Federation and the Syrian Arab Republic, guided by the basic principles of the UN, such as respect for human rights and fundamental freedoms for all, without distinction to race, sex, language and religion, pursuing a sincere desire to save suffering residents of Rukban who find themselves in inhuman conditions, make a following statement:

“Since 19th of February 2019, the government of Syria, together with the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring, ensures the function of humanitarian corridor and the Jleb checkpoint for the exit of Syrian citizens from the Rukban camp.

This initiative is supported by the UN and the countries bordering Syria, first of all by Jordan. The office of the United Nations High Commissioner for Refugees has begun to develop a comprehensive Plan for evacuation of Syrian citizens from the Rukban camp.

At the same time armed groups controlled by the United States, headed by Mahavir as-Saura actually forcibly detain refugees who wish to leave the camp and demand significant amounts in USD for the exit. Refugees do not have such money. The humanitarian situation in the Rukban camp continues to be a grave. Women, children, the disabled people have no support. The level of violence, including sexual violence, continues to be at high level. Among the inhabitants of the camp there are eradicated in the world practice diseases, such as pediculosis and scabies. People continue to die of hypothermia, insanitary conditions, skin diseases, influenza, measles, tuberculosis, asthma, lack of basic medical care, food and fuel.

There have been cases of refugees falling into "food" slavery because of lack of money. The assistance provided by international organizations falls into the hands of militants and is unable to radically improve the situation.

At the same time, the US is trying to shift the responsibility of this situation to the Syrian and Russian sides, and misinform in every possible way the world community with statements about the allegedly blocking of humanitarian aid to refugees by Syrian government troops and by the Russian military police.

The command of the US group in the al-Tanf zone interferes the exit, moreover, misleads the refugees about the inability to leave the camp, spreads rumors, that on the territory controlled by the Syrian government, they will be devastated, forced into conscription and arrested.

At the same time, during the second humanitarian convoy held in early February 2019, representatives of the UN and the Syrian Arab Red Crescent interviewed refugees stationed in the Rukban camp, in order to assess the situation in the camp and people's opinion about their future. The results of the questionnaire showed the following: 95% of residents want to leave the camp, and 83% of respondents would like to return to their places of permanent residence, while 80% of them - to the territory under the control of the government- and only 3% - to areas beyond the control of the Syrian authorities, 17% - undecided.

The areas to which the Rukban camp residents have expressed a desire to return, named the Khalidiyeh (20 km southwest of Aleppo), al-Amara (7 km south of Aleppo), Tadmor (Palmyra), Mkhin (57 km southeast of Homs), al-Karyatein (70 km southeast of Homs), the suburbs of Damascus, Homs, Raqqa and Aleppo are ready for their receiving and accommodation. Places of medical examination, sanitary epidemiological treatment, food, rest, registration of documents and material support are deployed at these points.

The Syrian and Russian sides are ready to take over the transportation of the camp’s residents to their places of permanent residence. For this purpose, two convoys of buses have been formed to transport residents directly from the camp.

The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure of documents recovery.

We urge the United States to release illegally detained residents of the Rukban camp to ensure their right to free (without payment) access to places of permanent residence. We appeal to the world community to promote the peaceful initiative of the Syrian government to return citizens to their homes, to disband the Rukban camp and to eliminate the 55-kilometer security zone around al-Tanf. We also call the United States, whose military units are located illegally in Syria, to leave the country.

On March 1, 2019, the Syrian government, in coordination with the Russian side, guided by the highest principles of humanism, will form additional humanitarian convoys for the voluntary and unhindered return of the Rukban camp residents to their places of permanent residence as Khalidiyeh, Al-Amara, Palmyra, Mkhin, Al-Karyatein, the suburbs of Damascus, Homs, Raqqa and Aleppo. The entry of the columns into the illegally occupied by USA zone around al-Tanf for the evacuation of refugees from the Rukban camp will be carried out in coordination with the UN.

We strongly encourage the United States to influence controlled bandit formations and to create all conditions for the passage of these humanitarian convoys to the Rukban camp and the return of the Syrians to their homes.

Moscow hosts Defence Ministry Board Session

February 27, 2019 - 13:15

Today Moscow has hosted the meeting of Defence Ministry Board Session chaired by the General of the Army Sergei Shoigu held a regular meeting of the Russian Defence Ministry.

Prior to addressing the issues on the agenda, the Minister of Defence highlighted some aspects of the international situation.

Sergei Shoigu stressed that “at present, it is characterized by increased competition between global power centres, increased uncertainty factors, bursts of instability and violence in different regions of the planet, and an increase in conflict potential in areas of Russia's traditional interests.”

“At the same time, the United States is seeking to retain the positions of the superpower, manipulate international law, persistently seek to change the existing conventional arms control regime in Europe in its favor, and also make it difficult for Russia to use its rights under the Treaty on Open Skies,” the Minister of Defence said.

He also paid special attention to the fact that the development of the forward-based system of the NATO in the Baltic countries, Eastern and Southern Europe continues.

Already more than 200 crews from 13 countries of the alliance have acquired the skills of flying over the territory of the Baltic countries and the Baltic Sea.

The scale and intensity of the exercises has doubled, in which Ukraine and Georgia, which are not members of NATO, are becoming increasingly involved.

Such actions wreck the existing security system in the world.

“In such a situation, we are forced to respond adequately, combining strategic deterrence measures with a planned increase in the combat capabilities of the formations and military units,” the Minister of Defence emphasized.

Specific figures and facts were given regarding the work in this direction.

Combat composition of the troops and their basing systems are being modernised.

The share of modern weapons in the Western Military District –– up to 54%, in the Southern –– up to 60%, in the Eastern –– up to 51%.

In accordance with the approved Action Plan for 2019, in the Western Military District, the main efforts will be focused on the implementation of 142 organizational measures, the main of which are the formation of a mobile reserve anti-aircraft missile regiment (the effectiveness of covering military and government facilities in the Baltic operational direction will increase by 40%) a tank regiment in the Baltic Fleet, two regiments in the 20th Army, a district technical missile base, a coastal missile division in the Baltic Fleet, the completion of building military towns for the newly formed 3rd and 144th motorized rifle divisions of the 20th Army, maintaining combat readiness and combat capability of 23 battalion task groups.

The military district will receive up to 1,272 pieces of new and modernised armaments and special hardware.

The Russian and Belarus Armed Forces are actively preparing for the Union Shield 2019 and a special exercise with the Collective Rapid Reaction Forces of the CSTO Interaction 2019.

For their successful implementation, 3079 operational and combat training events are planned.

The head of the Russian military department once again reminded that the Union Shield 2019 planned exercise is defensive in nature and is not directed against any third countries.

Such exercises are held every two years based on the decision of the presidents of Russia and Belarus.

It is planned to hold more than 30 main organizational measures in the Southern Military District, including the formation of a missile brigade, two regiments, a missile battalion of the Ball coastal missile complex, and the Mobilization Deployment Support Center.

The military units will receive more than 1,200 pieces of new and modernized equipment. As a result the share of modern samples will increase to 66%, and the combat capabilities of the district will increase by 1.3 times.

It is planned to put into operation more than 450 objects by late 2019.

In the Eastern Military District, the main efforts are focused on the implementation of 56 organizational measures, the main of which concern the formation of the management of a mixed aviation division, an anti-aircraft missile brigade (the effectiveness of air defence in the Amur-Sakhalin direction will increase by 15%), engineering regiment, Bastion coastal missile defence.

By the end of the year, 26 battalion tactical groups will join the district troops.

The military district will receive up to 1,744 pieces of new and modernised armaments and special hardware to rearm 139 military formations.

As the Minister of Defence noted, the Armed Forces are not only actively engaged in combat training, but also participate in the elimination of the consequences of natural emergencies.

Thus, according to the instruction of the President of the Russian Federation, from January 11 to February 12 army units carried out clearing the riverbed of the Bureya River, which was blocked as a result of a landslide.

The work was carried out in difficult climatic conditions with a complete lack of transport infrastructure and at a significant distance from the sources of life support.

The total volume of rock production was about 470,000 cubic meters.

“We can say that the operation to move such an amount of rocks in such a short period of time is literally unique,” the Minister of Defence emphasized.

As a result, the threat has now been completely eliminated for the settlements in the Khabarovsky Krai, where about 700 people live, as well as for the automobile and railway communications. The Bureyskaya HPP has restored storage capacity.

Due to the beginning of floods in the near future, Sergei Shoigu instructed the commanders of the military districts and the Northern Fleet to monitor the situation in cooperation with the relevant structures, to assist regional and local authorities.

As for issues on the agenda, the attendees discussed international environment, action plans for Western, Southern and Eastern military districts as part of implementation of the decrees of the President of Russia in May 2012 and 2018, his instructions on the outcome of the meetings in Sochi, as well as President's Address to Federal Assembly.

Commanders of the Western, Southern and Eastern military districts reported on the implementation of the plans.

The meeting of the Board attended by the senior members of the Armed Forces, representatives of state authorities and public organizations.

But despite the obvious success in recovering Syria, we are once again forced to return to the problem of the Rukban refugee camp.

Our concern about the catastrophic situation of refugees in Rukban is shared by international humanitarian organizations, above all, the Office of the United Nations High Commissioner for Refugees and the Syrian Arab Red Crescent. Their representatives in early February during the second humanitarian convoy to the camp, conducted a survey of Rukban residents, the results of which show that the overwhelming number of Syrians - 95 percent - want to leave the area. At the same time, about 35,500 Syrians expressed a desire to return to the territory under government control. Including about 28,300 people intend to return to Homs province, to Deir-ez-Zor province - about 2,800, to Damascus and Hama provinces - 1,600, and to Aleppo province - about 1,200 people.

Due to the urgent need to quickly solve the problems of Rukban residents seized in the camp, since February 19, the Syrian side, in cooperation with the Russian Center for Reconciliation of Opposing Sides and Refugee Migration Monitoring, have been ensuring the operation of the humanitarian corridor and the Jleb checkpoint for volantry evacuation of citizens back to their places of permanent residence.

However, despite the obvious desire of the Rukban residents to return home and the unprecedented measures taken by the Syrian authorities, we still do not see the flow of Syrian citizens returning to their homes. So why is this happening?

Nothing prevents the camp residents from returning back home, except for the tough opposition of the American side. The command of the US grouping in the al-Tanf zone continues to impede the exit, moreover it misleads refugees about the impossibility of leaving the camp, spreads rumors that in the territory controlled by the Syrian government they will find devastation, forcible conscription and persecution by the authorities.

US-controlled armed groups led by Magavir al-Saur are in fact forcibly detained refugees who want to leave the camp, demanding substantial sums in USD for leaving the camp. It is obvious that refugees do not have such money.

Representatives of the United Nations recognize that the delivery of humanitarian aid to the Rukban in the first half of February this year had a short-term positive effect and did not improve the general state of affairs.

Despite this, the American side continues to convince everybody of the need to deliver humanitarian convoys to the camp, and does not hesitate to exploit more than 40,000 refugees held in the al-Tanf zone, whom they allegedly protect from the repression of the so-called “Syrian regime”, and uses this as the main reason to substantiate their presence in this Syrian region.

It is obvious that this position of the United States only aggravates the already unbearable living conditions in the Rukban camp and leads to a humanitarian disaster.

As a result, the situation in the camp continues to deteriorate. There are cases of pediculosis, scabies, and even the fact of leprosy. People continue to die of exposure, unsanitary conditions, skin diseases, influenza, measles, tuberculosis, asthma, lack of basic medical care, food and fuel.

In these conditions, the Syrian government, with the assistance of the Russian Federation, took unprecedented measures to save its citizens.

In the places of permanent residence selected by the suffering residents of the Rukban camp, and these are al-Khaldiyyeh, al-Amare, Homs, Mahin, al-Qaryatayn, Palmyra, the suburbs of Damascus and Aleppo, there are all the necessary conditions for the reception and placement of Syrian citizens.

The total capacity of residential buildings significantly exceeds the need to accommodate Syrians who have expressed a desire to return from Rukban.

Places for refugees are equipped with everything necessary for a normal life. There is permanent supply of drinking water and food supplies.

Additional jobs have been created in these localities for the employment of Syrian returnees leaving the camp.

It is very important that the Syrian government guarantees full security to its citizens.

A simplified procedure has been established for recovering lost identity documents, as well as granting amnesty to the returning Syrian citizens. It has approved and introduced legal basis.

There are comfortable buses for the transportation of families of temporarily displaced persons in each locality chosen by the Rukban residents.

Realizing that further delay in resettlement of the camp leads to suffering and new victims among the held Syrian citizens, the Syrian government already at 02:00 pm sends six automobile columns from al-Amara, Homs, Mahin, Al-Qaryatayn, Palmyra and Damascus for the evacuation of refugees from the Rukban camp.

This information was submitted to the Director of the Office of the United Nations High Commissioner for Refugees in the Syrian Arab Republic, Mr. Ayaki Ito.

In these conditions, the US command is obliged to ensure the safety of the passage of automobile columns through the illegally occupied zone of al-Tanf.

Representative of the Russian Ministry of Foreign Affairs Alexander Marchenko reports on repatriation of Syrian refugees to the Syrian Arab Republic.

Report of Marchenko, A.A., the representative of the Ministry of Foreign Affairs of the Russian Federation.

The catastrophic situation of the residents in the Rukban camp remains at the focus of Russian diplomacy.

This issue is discussed at various levels with representatives of foreign countries, international and non-governmental organizations, including the International Committee of Red Cross, the Office of UN High Commissioner for Refugees and Humanitarian Affairs.

The Russian position regarding the illegal US military presence in Syria in the 55-kilometer “security zone”, within which the camp is located, as well as its early resettlement, is well known to our international partners, and it is receiving increasing support. Approaches to addressing the Rukban's problem were once again outlined at a special meeting of the UN Security Council convened by the Russian side on February 26, as well as in Geneva during the regular meeting of the Humanitarian Task Force of the International Syria Support Group.

The only obstacle in resolving this issue is the United States, which delays resettlement of the camp, hoping to ensure its existence by convoys delivering the international humanitarian aid.

We hope that all members of the international community will act on the basis of the vital interests of the Syrians, not their own geopolitical interests and not only in relation to the Rukban camp.

The report is over.

Report by Colonel General Mikhail Mizintsev.

The Syrian government jointly the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring ensures the operation of the humanitarian corridor and the Jleb checkpoint to evacuate Syrian citizens from the Rukban camp.

Bus convoys are ready to deliver the Rukban residents back to the places of permanent residence in the settlements of al-Khaldiyyeh, al-Amara, Palmyra, Mahin, Al-Qaryatayn, in the suburbs of Damascus, Homs and Aleppo are ready for the task.

Security at these checkpoints and escort to the locations is entrusted to the law enforcement agencies of the Syrian Arab Republic in cooperation with the military police of the Armed Forces of the Russian Federation.

Residents of the Rukban camp are informed about organisation of humanitarian convoys and procedure for meeting and movement at the CPs by SMS messages, voice messages transmitted with the use of loudspeakers at Jleb and al-Ghurab CPs.

The report is over.

Report by Colonel General Mikhail Mizintsev.

Thank you for your report.

I would like chief of the Jleb checkpoint Colonel I. Fedorov to report on the operation of the CP.

Report by Colonel I. Fedorov

The Jleb checkpoint in Rif Damascus province began work on February 19 to meet, receive, allocate and provide the necessary assistance to internally displaced persons leaving Rukban camp.

The administration is made up of representatives of the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring, Syrian Arab Red Crescent, local authorities and security bodies of the Syrian Arab Republic. Such composition allows to timely and adequately response to changes in the situation, as well as to address suddenly emerging problems.

Its capacity is 1,250 people and 50 vehicles per day.

During operation of the checkpoint 270 Syrian citizens returned, 19 pieces of equipment were withdrawn through the checkpoint.

We have no issues of concern.

The report is over.

Report by Colonel General Mikhail Mizintsev.

Thank you for your report. As we see from our side, everything has been done to ensure an organized, voluntary and safe exit of Syrian citizens from the Rukban camp.

I would like the head of the joint coordination headquarters of Syria Mr. Mutez Kattan to report on the activities carried out in the framework of the work on the return of Syrian citizens from the Rukban camp.

Report by Mutez Kattan

The Syrian government once again appeals to its citizens for their early repatriation.

There are all the necessary conditions in the areas of reception and accommodation of Syrian families. People are provided with drinking water, heating, water disposal, garbage removal and cleaning. The dwellings have the necessary furniture, dishes and household utensils, bedding and warm clothes.

Medical services are provided to citizens living in the districts. For this there are medical posts including mobile ones.

Moreover, there are employment opportunities for the returnees. A sufficient number of places in educational institutions have been prepared for the education of children.

All fears of persecution by the authorities are unfounded, do not trust rumors and propaganda. The Syrian government guarantees full security to its citizens.

In order to promptly restore the lost documents and settle the status of the returnees, the Migration and Passport Control Department of each province are working to resolve these issues in a simplified manner. It has approved and introduced legal basis.

On the route of the buses transporting citizens to destinations, security arrangements are organized.

At present we are fully prepared to receive refugees from the Rukban camp. And we plan to carry out this most important mission transparently in cooperation with representatives of the Office of the United Nations High Commissioner for Refugees.

Report by Colonel General Mikhail Mizintsev.

I would like Deputy Governor of Homs Province of the Syrian Arab Republic, Mr. Omer al-Khalil, to report on preparation of funds for the placement of temporarily displaced persons in the settlements of the country.

Report by Omer al-Khalil

The administration of the Homs province is fully prepared to receive refugees and internally displaced persons in pre-war places of residence, including refugees from the Rukban camp, all necessary measures have been taken for this.

Thousands of temporary housing units have been built to accommodate Syrian families in Hisyah. First of all, it concerns those refugees whose homes were badly damaged or destroyed during armed clashes.

We will provide all residents with jobs and social support, schoolchildren will continue their education, for this purpose there are 1,289 schools in the province.

Cities of the province, which are chosen by residents of Rukban for permanent residence, including Homs, Mahin, Palmyra, Al-Qaryatayn, are ready to adequately meet every citizen. Everybody will be provided with food, medical care and other necessary assistance.

We know in what inhuman conditions there are Syrians who are, I dare say, in the Rukban death camp. And we will do everything so that our fellow citizens who have arrived from there forget all the horrors that they had to endure.

All municipal services are ready to receive returnees.

Report by Colonel General Mikhail Mizintsev.

Dear Mr. Al-Khalil, thank you for your informative report. I wish you success in solving the most important task of ensuring a decent life for Syrian citizens.

Dear colleagues! It is necessary to continue active and coordinated work on the early return of Syrian citizens and the revival of the country. The Syrian government's initiative to resolve the problems of the Rukban camp refugees must be supported at all levels.

Sergei Vitalievich, I ask you to ensure the smooth functioning of the Jleb checkpoints and to respond immediately to any problems and changes in the situation.

It is necessary to provide comprehensive assistance to our Syrian colleagues to ensure an organized meeting and escort convoys with refugees to their places of residence.

I appeal to the head of the Syrian Joint Coordination Headquarters.

The Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring are doing everything possible to inform the Syrian citizens in the US-occupied al-Tanf zone, but the UN pays attention to the low awareness of internally displaced persons about the real readiness of local administrations to accommodate arriving citizens. It is urgent to provide temporarily displaced persons with detailed presentation on the conditions of the forthcoming return, as well as providing them with guarantees of safety on the way and places of their choice of residence.

I ask you to bring this information to Syrian citizens through all available channels and, above all, to the residents of Rukban, as well as to the world community.

I turn to the representative of the Ministry of Foreign Minister of the Russian Federation. Alexander Alexandrovich, I ask to provide all necessary assistance to Syrian colleagues through the Russian diplomatic department to inform international organizations and foreign governments about the measures being taken by the Syrian leadership to solve the humanitarian problem of the Rukban camp.

Dear colleagues! Today, we have an unprecedented humanitarian operation ahead of us.

I address to the head of the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring. Sergey Vitalyevich, I ask you, jointly with Syrian colleagues, to ensure an organized start of the movement of automobile columns from all provided settlements.

I turn to the representative of the Ministry of Foreign Minister of the Russian Federation. Alexander Alexandrovich, I ask you immediately at all international platforms, first of all, in New York, Washington, Geneva and Amman to expand relevant work with American colleagues on the unhindered access of automobile humanitarian convoys to the illegally occupied zone of al-Tanf.

And once again I address to the head of the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring. Sergey Vitalyevich, I ask you to start full-scale work in all possible ways to notify Syrian citizens who are staying in the Rukban camp about the arrival of car columns for their evacuation to their chosen places of residence.

We appeal to the Command of the US group in the al-Tanf. You are fully responsible for the safe and unimpeded movement of car columns through the 55-kilometer zone you control.

It is high time you proved your ability not only in word, but in deed, to act for the good of the Syrians who found themselves in Rukban, the absolute majority of whom — about 40 thousand people — clearly spoke in favor of an immediate exit from the camp.
