Had the war continued into 1919, this would have become more commonplace. Billy Mitchell was already forming his doctrines on air power and strategic bombing. German cities and civilians would have been on the receiving end of Allied bombs twenty years before it really happened.

Of course the barbaric Allies like Winston Churchill were already waging war on Germany's civilian population through a naval blockade for the entire duration of WW1.
