Russian intelligence services knew there was going to be another staged gas attack, so why did they let it happen? And the story was all over RT and other news agencies in recent weeks and months after the last attack this past April. Why don't they just eliminate the ISIS, Mossad and CIA scum before it happens, as this is about the third or fourth poison gas attack false flag that's happened. What is Putin afraid of? Israel? The JewSA? Does he fear more reprisal terrorist attacks inside Russia if he does order his special forces and intelligence agents to kill the bastards?

Putin is no angel, he`s a jew tool just like the western politicians, the only difference being he`s SLIGHTLY less sycophantic than the latter.
How much of this slight difference is real and how much is just theatre is anyone`s guess, but being the cynic I am, I am inclined to think it`s theatre, but I could be wrong; certainly Putin did the right thing intervening in Syria`s "civil war" giving the jihadi scum a kicking!

Donald Trump has tweeted that ISIS has been defeated as White House announced that US has started pulling out its troops from Syria.

The US has begun the withdrawal of its troops from Syria, the White House said in a statement, adding, however, that the move does not mean an end of the military campaign in the war-torn country but marks a “new phase” in the fight against Islamic State (IS, formerly ISIS).

“These victories over ISIS in Syria do not signal the end of the Global Coalition or its campaign. We have started returning United States troops home as we transition to the next phase of this campaign,” White House spokeswoman Sarah Sanders said.

She also partly echoed an earlier tweet by President Donald Trump, who also said that IS terrorists were defeated while calling the group “the only reason for [the US troops] being there [in Syria].”

According to some reports, the withdrawal might primarily affect the US troops on the ground working together with an alliance of Arab and Kurdish militias, known as the Syrian Democratic Forces (SDF). The US has a total of 2,000 servicemen there, who are particularly involved in training the local militias. The news come as the SDF are reportedly on the verge of retaking one of the terrorist group’s last major strongholds – the town of Hajin, located east of the Euphrates.

The pullout is expected to take between 60 and 100 days, according to reports citing US officials. Additional reports suggested that all US State Department personnel would also be evacuated from Syria within 24 hours.

However, even after the withdrawal, the US would still maintain a sizeable presence in the neighboring Iraq, with some 5,200 troops stationed just across the Syrian border. The aircraft of the US-led coalition – the primary tool of Washington and its allies in the Syrian conflict – will also still be able to continue their air raids flying out of Qatar and other bases in the Middle East.

Washington’s decision also comes days after the Turkish President Recep Tayyip Erdogan urged the US to make its Kurdish allies withdraw from the town of Manbij, located west of the Euphrates, in the northeastern Syria.

Ankara considers Syrian Kurdish paramilitaries as an extension of the Turkey-based anti-government guerrillas and brands the Syrian Kurdish YPG militia as terrorists. Erdogan threatened to order his troops to storm the town if the US fails to fulfill his demand. Last week, he announced plans to launch a military operation in the Kurdish areas “within days.”

In early December, Chairman of the Joint Chiefs of Staff General Joseph Dunford complained that the US lacks trained local fighters on the ground to “provide stability” to Syria.

Trump made an announcement that the US would be leaving Syria “very soon” back in March and never officially walked it back.

Air defence forces of the Syrian Arab Army repel an Israeli attack targeting the Damascus international airport in southeast

Air defence forces of the Syrian Arab Army have repelled an Israeli attack targeting the Damascus international airport located in southeastern Damascus.

The Pantsir and Buk air defence systems engaged seven Israeli missiles.

It is reported that the attack did not damage the airport, and caused no casualties.

On January 20, 2019 at 01:32 pm, four Israeli F-16 airplanes launched air-guided missiles from the Mediterranean targeting the Syrian Arab Republic.

Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (January 25, 2019)

Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.

Representatives of the Russian Centre for Reconciliation carried out a humanitarian action in the settlement of Maarouna, Damascus province. People received 400 blankets, 400 towels, and 400 pairs of shoes.

In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2051 humanitarian action. The total weight of humanitarian cargo delivered amounts to 2,855.66 tons.

Refugees are making their way back home. Ten check points including one at the Damascus International Airport and the Baniyas maritime one are operating with support of the Russian Centre for Reconciliation of Opposing Sides. As for January 24, 2019, in total 219,091 Syrians returned.

As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for January 24, 2019, in total 30,828 were granted amnesty.

Social infrastructure is being recovered to create favourable conditions for returnees. As for January 24, 2019, 31,100 houses, 725 educational facilities and 133 medical centres has been recovered. Besides, 978km of roads have been repaired.

Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.

Over the past day, from the Idilb de-escalation zone terrorists have attacked Masasna (two times), Zalaqiyat, an Tall-al-Maktaa in Hama province as well as Makhale district, western and southwestern districts in Aleppo city.

The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.

As part of the implementation of the Memorandum on the establishment of de-escalation zones in the Syrian Arab Republic, signed by the Russian Federation, the Republic of Turkey and the Islamic Republic of Iran on 2017 May 2017, control groups continue monitoring ceasefire compliance.

Over the last 24 hours, the Russian party of the Russia-Turkey Commission on violations of the Joint Agreement has registered three cases of firing in the province of Aleppo.

The Turkish side has registered 16 cases of ceasefire violations in the provinces of Hama (5), Idlib (7), Aleppo (2), Latakia (2).



Humanitarian aid provided for the Syrian population

Over the last 24 hours the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring has held no humanitarian actions.

The total number of humanitarian actions - 2,051 with total weight of cargo - 3,236.363 tons.



Reconciliation of opposing sides

Over the last 24 hours, no ceasefire agreements have been signed.

Total number of settlements that had signed reconciliation agreements is 2,518.

The number of armed formations, which have claimed to observe the ceasefire regime, is 234.

I. Repatriation of Refugees from abroad

Over the past day, in total 2,036 people returned to the Syrian Arab Republic from the territory of foreign states: 1,157 people (347 women and 590 children) left Lebanon for Syria via the Jaydet-Yabus and Talkalakh CPs, and 879 people (264 women and 448 children) from Jordan via the Nasib CP.

Since July 18, 2018, in total 113,223 Syrians have returned back to their homes from abroad:

47,264 refugees have left Lebanon (14,304 women and 24,023 children), with 28,056 of them - via the Jeydet-Yabus CP, Zemrani – 4,346 people, 1,834 people via al-Dabusiyah, 854 people via the al-Qusayr and 12,174 via Talkalakh;

65,959 people (19,814 women and 33,623 children) have passed via the Nasib CP from Jordan.

According to consolidated information provided by UNHCR, the UN Refugee Agency, as for January 1, 2019 there are still 6,675,308 registered refugees seeking asylum in 45 countries worldwide, with 2,002,592 women and 3,404,407 children among them.

In 45 embassies of the Russian Federation in foreign countries where the Syrian refugees seek asylum, 30 countries (Turkey, Lebanon, Jordan, Germany, Egypt, Iraq, Netherlands, Austria, Denmark, Greece, Switzerland, Cyprus, Belgium, Italy, Romania, Spain, Ireland, Malta, Poland, Bosnia and Herzegovina, Argentina, Luxembourg, Croatia, Slovenia, Bulgaria, Hungary, Iceland, Slovakia, Czech Republic, Latvia) confirmed the figures provided by the UNHCR, the UN Refugee Agency, on Syrian citizens in these countries.

At present there are 6,345,760 Syrians in these countries: (Turkey - 3,622,366, Lebanon - 948,849, Jordan - 671,551, Germany - 534,011, Iraq - 252,526, Egypt - 132,553, Netherlands - 74,998, Austria - 42,505, Denmark - 17,995, Greece - 13,139 , Switzerland - 6,702, Cyprus - 5,899, Belgium - 3,982, Italy - 3,836, Romania - 3,101, Spain - 2,352, Ireland - 1,729, Malta - 1,289, Bosnia and Herzegovina - 1,630, Poland -
1,069, Argentina - 1,496, Luxembourg - 663, Croatia - 530, Slovenia - 460, Iceland - 197, Bulgaria - 180, Hungary - 51, Slovakia - 43, Czech Republic - 39, Latvia - 19).

It is estimated, that 1,712,264 Syrians in nine countries expressed their desire to return back to their homeland (Lebanon – 889,031, Turkey – 297,342, Germany – 174,897, Jordan – 149,268, Iraq – 101,233, Egypt – 99,834, Denmark – 412, Brazil – 149, Austria - 68, Argentina - 30).

Since September 30, 2015, in total 342,503 Syrians have returned back to their homes from abroad (102,776 women, 174,568 children).

Ten CPs have already been deployed for returnees, among them there are:

five on the Syria-Lebanon border (Zemrani, Jaydet-Yabus (Zabadani), al-Sabusiya (al-Aarida), Talkalakh and al-Qusayr (Qusayr));

one on the Syria-Jordan border (Nasib);

two in the Syrian Arab Republic (Abu-al-Duhur and al-Salhiyah);

one CP at Damascus international airport;

one CP at Baniyas sea port.

The leadership of Syria is taking active steps aimed at increasing the efficiency of the process of repatriation of Syrian refugees from the territory of foreign states.



II. Internal Displacement

It is reported that 172 Syrians returned back to:

Eastern Ghouta (Damascus province) - 30 people (11 women and 10 children). Since September 30, 2015 – 138,862 people (41,828 women, 68,971 children);

142 people (women - 49, children - 61), 8 vehicles and 7 head of cattle returned back to the places of permanent residence in Deir ez-Zor, Damascus and Homs provinces through the checkpoint al-Salhiyah.

Since August 25, 2018, in total, 35,665 people (women – 12,104, children 16,566), 1,992 vehicles and 2,243 heads of cattle.

Over the past day, no refugees have left the Idlib de-escalation zone.

Since March 4, 2018, in total, 44,736 people (women – 14,413, children 20,398), 4,751 vehicles and 54,841 heads of cattle left the Idlib de-escalation zone.

Since September 30, 2015, in total 1,274,051 IDPs have returned back to their homes in the Syrian Arab Republic (384,416 women, 646,170 children). Since January 1, 2019, 5,455 IDPs (1,857 women, 2,404 children).



III. Cities and Towns Ready to Receive Refugees

There are 1,497,650 places arranged to receive and accommodate refugees in 412 settlements less affected by the combat actions.



IV. Infrastructure Rehabilitation

Six buildings were recovered over the past day (Toyzan, Raqqa province, - two, Bokaata, al-Quneitra province, - two, Hit, al-Suwayda province, - two) as well as a kindergarten in Da'el (Daraa province) and a bakery in Safsafa (Hama province).

They assessed the social infrastructure and facilities, housing fund, amount of construction materials available in Al-Ghantu (Homs province) and Nawa (Daraa province). In order to improve living conditions for Syrians, and to complete infrastructure rehabilitation it is necessary to supply materials in the following towns:

Al-Ghantu – one excavator, two dump trucks, 32 windows, 34 cu m of brick, 29 cu m of cement, 1,100kg of lime and filling, 3,800m of water pipes, 2,100m of electric cables and 21 tons of building bars to overhaul five houses and a hospital;

Nawa – a dump truck, a wheeled crane, 28 windows, 25 cu m of brick, 23 cu m of cement, 16 tons of building bars, 1,200kg of lime and filling, 1,280m of water pipes, 1,180m of electric cables, to overhaul six houses and a bakery.

Heads of local administrations prepared applications to the Ministry of Public Works and housebuilding to receive construction materials for recovering social infrastructure.

They started building a new town-forming complex in Homs province. The investment project, costing 2.5 billion US dollars, envisages the construction of 600 residential buildings for 30,000 apartments on the area of 15 sq. km, as well as schools, religious buildings, a university, a hospital, farm and dairy production enterprises. Russian and Chinese companies have shown interest in the project.

Since July 18, 2018, in total, in the Syrian Arab Republic:

726 medical (one over the past day) and 133 educational organizations have been recovered;

five road bridges and 984 km of roads were recovered (1 km - over the past day);

901km of power line have been installed (1 km - over the past day);

577 power substations, 122 water supply facilities, 144 bakeries (one over the past day), 14,256 industrial enterprises have been put into operation.

Currently, in 345 settlements of the provinces of Aleppo, Damascus, Deir-ez-Zor, Latakia, Hama, Homs, Daraa, al-Suwayda, al-Quneitra, Raqqa, work is underway to overhaul 2,179 houses, 212 schools, 181 kindergartens, 191 bakeries, 235 water pump stations, 206 power substations, 190 medical centres, and 93 places of worship.



V. Humanitarian Assistance

In total, the Russian side has organised and carried out 2,051 humanitarian actions, delivering 3,236.37 tons of food supplies, the bare necessities and bottled water.

Sixteen civilians including 11 children received first medical aid in the town of al-Salhiyah (Deir ez-Zor province).

In total, 104,461 Syrians were provided with medical assistance by Russian military medics.



VI. Mine Clearance

The SAA engineering units carry on the mine clearance operation in the settlements of Shaukatliya, al-Othmaniyah, Oufaniya, Trunja, Rafid, Qseiba (al-Quneitra province), al-Zelaf (Damascus province), Ein-Zat, Talbiseh (Homs province).

18,4 ha of the territory. They found and defused 29 explosive devices.
In total: 1,728.4ha of the territory, 3,317 buildings and 271.3km of roads. They found and defused 18,057 explosive devices including 5,406 improvised explosive devices.



VII. Arrangements for Refugee Reception

The government program on restoration settlements liberated from the militants has started in Damascus, Aleppo and Hama provinces. The program consists of three phases: preparation of infrastructure (water supply, electrification), targeted aid to the population, the repatriation of residents to permanent housing. Efforts taken by the Syrian Arab Republic activate repatriation of refugees and internally displaced persons.

National Reconciliation Committees established in Syrian provinces and cities (made up by heads of administrations, police, sheiks, representatives of public organizations and opposition) hold negotiations on joining ceasefire regime and voluntary defection to the side of legal government and the surrender of weapons. Former members of illegal armed formations and internally displaced persons are granted amnesty who lived in the territories earlier occupied by terrorists.

The Joint Coordination Committee of the Syrian Arab Republic on the repatriation of refugees carries out social and economic activities to activate the process of infrastructure rehabilitation; all necessary measures are taken to enable refugees and internally displaced persons to return back to their homeland.

Officers of the Russian Centre for Reconciliation of Opposing Sides held a working meeting with a representative of local administration of Deir ez-Zor province to discuss repatriation of refugees.

It says that "Syrians in Bulgaria: 20,391 applied for asylum in Bulgaria (2015), at least half of you granted!"

But in the statistics of the Bulletin, it says that "At present there are 6,345,760 Syrians in these countries: (...Bulgaria - 180...)"

Return of Refugees from abroad

Over the past day, in total 1,248 people returned to the Syrian Arab Republic from the territory of foreign states: 342 people (103 women and 175 children) left Lebanon for Syria via the Jaydet-Yabus and Talkalakh CPs, and 906 people (272 women and 462 children) from Jordan via the Nasib CP.

74,883 people (22,491 women and 38,175 children) have passed via the Nasib CP from Jordan.

It is estimated, that 1,712,264 Syrians in nine countries expressed their desire to return back to their homeland(Lebanon – 889,031, Turkey – 297,342, Germany – 174,897, Jordan – 149,268, Iraq – 101,233, Egypt – 99,834, Denmark – 412, Brazil – 149, Austria - 68, Argentina - 30).

Since September 30, 2015, in total 356,743 Syrians have returned back to their homes from abroad (107,051 women, 181,832 children).

Ten CPs have already been deployed for returnees, among them there are:

five on the Syria-Lebanon border (Zemrani, Jaydet-Yabus (Zabadani), al-Sabusiya (al-Aarida), Talkalakh and al-Qusayr (Qusayr));

one on the Syria-Jordan border (Nasib);

two in the Syrian Arab Republic (Abu-al-Duhur and al-Salhiyah);

one CP at Damascus international airport;

one CP at Baniyas sea port.

The leadership of Syria is taking active steps aimed at increasing the efficiency of the process of repatriation of Syrian refugees from the territory of foreign states.



Internal Displacement

It is reported that 66 Syrians returned back to:

Eastern Ghouta (Damascus province) - 66 people (20 women and 35 children). Since September 30, 2015 – 139,278 people (41,969 women, 69,142 children);

no people returned back to the places of permanent residence in Deir ez-Zor, Damascus and Homs provinces through the checkpoint al-Salhiyah.

Since August 25, 2018, in total, 37,778 people (women – 12,836 children 17,527), 2,167 vehicles and 2,260 heads of cattle.

Over the past day, no refugees have left the Idlib de-escalation zone.

Since March 4, 2018, in total, 44,736 people (women – 14,413, children 20,398), 4,751 vehicles and 54,841 heads of cattle left the Idlib de-escalation zone.

Since September 30, 2015, in total 1,276,580 IDPs have returned back to their homes in the Syrian Arab Republic (385,289 women, 647,302 children). Since January 1, 2019, 7,984 IDPs (2,730 women, 3,536 children).



Cities and Towns Ready to Receive Refugees

There are 1,497,650 places arranged to receive and accommodate refugees in 412 settlements less affected by the combat actions.



Infrastructure Rehabilitation

Over the past day: Seven buildings were recovered over the past day (Rikamah (Homs province) - two, Atil (al-Suwayda province) - one, Abdin (al-Quneitra province) - two, Izra (Daraa province) - two), a water pump station Marrat (Deir ez-Zor province) as well as a bakery in Douma (Damascus province).

The administration of Damascus province allocated 1 mln US dollars for rehabilitation of infrastructure in Buken, Madaya and Zabadani.

In Deir ez-Zor, they began to restore the south-eastern part of al-Amal (cleaning streets and rehabilitation of roads, 50 thousand US dollars were allocated for this work).

They assessed the social infrastructure and facilities, housing fund, amount of construction materials available in Zugba and Sabura (Hama province). In order to improve living conditions for Syrians, and to complete infrastructure rehabilitation it is necessary to supply materials in the following towns:

Zugba – a dump truck, a wheeled crane, 45 windows, 20 cu m of brick, 20 cu m of cement, 1,650kg of lime and filling, 1,400m of water pipes, 2,200m of electric cables and 26 tons of building bars to overhaul five houses, a medical centre and a bakery.

Sabura – a dump truck, a mobile drilling unit, 18 windows, 10 cu m of brick, 9 cu m of cement, 10 tons of building bars, 750kg of lime and filling, 2,900m of water pipes, 550m of electric cables, to overhaul six houses and two water wells.

Heads of local administrations prepared applications to the Ministry of Public Works and housebuilding to receive construction materials for recovering social infrastructure.

Since July 18, 2018, in total, in the Syrian Arab Republic:

136 medical and 809 educational organizations have been recovered;

five road bridges and 997 km of roads were recovered (1 km - over the past day);

917km of power line have been installed (1 km - over the past day);

588 power substations, 126 water supply facilities (one over the past day), 151 bakeries (one over the past day), 14,256 industrial enterprises have been put into operation.

Currently, in 345 settlements of the provinces of Aleppo, Damascus, Deir-ez-Zor, Latakia, Hama, Homs, Daraa, al-Suwayda, al-Quneitra, Raqqa, work is underway to overhaul 2,235 houses, 210 schools, 179 kindergartens, 193 medical centres, 191 bakeries, 207 power substations, 235 water pump stations, and 93 places of worship.



Humanitarian Assistance

Besides, the Kadyrov Regional Public Fund has held two humanitarian actions:

Families of Syrian fallen servicemen in Aleppo received 15 food sets with the total weight 225 kg;

people in Douma, Damascus province, received 200 sets of blakets and 100 sets of women clothing.

In total, the Russian side has organised and carried out 2,058 humanitarian actions, delivering 3,251.52 tons of food supplies, the bare necessities and bottled water.

In total, 104,713 Syrians were provided with medical assistance by Russian military medics.



Mine Clearance

The SAA engineering units carry on the mine clearance operation in the settlements of Trunja, Rafid, Qseiba (al-Quneitra province), al-Zelaf (Damascus province).

2,6 ha of the territory. They found and defused 21 explosive devices.

In total: 1,878.7ha of the territory, 3,317 buildings and 273.4km of roads. They found and defused 18,441 explosive devices including 5,414 improvised explosive devices.



Arrangements for Refugee Reception

The government program on restoration settlements liberated from the militants has started in Damascus, Aleppo and Hama provinces. The program consists of three phases: preparation of infrastructure (water supply, electrification), targeted aid to the population, the repatriation of residents to permanent housing. Efforts taken by the Syrian Arab Republic activate repatriation of refugees and internally displaced persons.

National Reconciliation Committees established in Syrian provinces and cities (made up by heads of administrations, police, sheiks, representatives of public organizations and opposition) hold negotiations on joining ceasefire regime and voluntary defection to the side of legal government and the surrender of weapons. Former members of illegal armed formations and internally displaced persons are granted amnesty who lived in the territories earlier occupied by terrorists.

The Joint Coordination Committee of the Syrian Arab Republic on the repatriation of refugees carries out social and economic activities to activate the process of infrastructure rehabilitation; all necessary measures are taken to enable refugees and internally displaced persons to return back to their homeland.

Officers of the Russian Centre for Reconciliation of Opposing Sides held four working meetings:

in Hatlah (Deir ez-Zor province) with representatives of reconciliation committee to discuss amnesty for members of illegal armed groups.

with the Head of Aleppo city Security Committee on discuss reduction of crime in the city;

with Mayor Aleppo to discuss rehabilitation social infrastructure;

in Homs with the Head of electricity supply on the restoration of uninterrupted power supply of the city districts.

The Russian Foreign Ministry weighed in on Thursday after the BBC producer's admission, especially since it's been Moscow's position the whole time that the events surrounding the Douma attack were staged.

Russia's TASS news agency cited ministry spokeswoman Maria Zakharova, who slammed the "theater of the absurd" connected to the April 7 events:

"The culmination of this theater of absurd may be a statement by a BBC producer who confirmed based on his own research that the footage [in Syria's Douma] had been staged with direct participation of the White Helmets," Zakharova said, noting that Russia wants to listen to the company’s position because it actively covered the events from the perspective of supporting the steps of the so-called US-led coalition in Syria.

Despite the destructive position of the United States, which is illegally occupying the 55-kilometre zone around al-Tanf, the Russian Federation and the Syrian Arab Republic, realizing that it is a matter of saving the lives of thousands of Syrian citizens, have provided all the necessary conditions for the second humanitarian convoy to be held by the United Nations Office for Humanitarian Affairs in early February to provide priority assistance to the long-suffering residents of the Rukban camp.

However this is a temporary measure that does not solve the problem of providing comprehensive assistance to the Syrians who find themselves in a difficult situation. The volume of cargo delivered to the Rukban camp will provide only a portion of the displaced people with the bare necessities and food for a period not exceeding thirty days.

Given the negative experience of the first humanitarian convoy, as well as the lack of any objective information about targeted assistance to refugees during the second humanitarian convoy, there is every reason to argue that most of the humanitarian aid was obtained not by the Syrians temporarily stationed in the camp, but by the US-backed gangs.

Meanwhile, living conditions in the camp are deteriorating. People live in shacks without water and electricity, garbage is not taken out. There is a serious problem of providing the population of the camp with drinking water. Theft, prostitution and unequal marriages are widespread in the camp. Sexual abuse of minors, gender inequality and human trafficking are flourishing.

In this situation, once again making sure that it is not possible to achieve any constructive position on the part of American partners, and further failure to take measures to address the problems in the Rukban camp will lead only to new victims among its inhabitants it was decided to open on the border of the 55-kilometer zone occupied by the United States two humanitarian corridors in the settlements of Jleb and Jabal al-Ghurab, where Syrian refugees can voluntary, unimpededly and safely exit the area through the corresponding checkpoints.

The checkpoints will launch its 24-hours operation at 9 am on February 19, 2019 to meet, receive, distribute and provide necessary assistance to internally displaced persons leaving the Rukban camp. At the checkpoints there will be offices for a meeting, medical checkup, sanitary-epidemiological treatment, food, rest, paperwork, clothing, material support, sending refugees to their places of residence.

All Syrian citizens leaving the Rukban camp will be accepted, including those who has lost identity documents.

Security at these checkpoints and escort to the locations is entrusted to the law enforcement agencies of the Syrian Arab Republic in cooperation with the military police of the Armed Forces of the Russian Federation.

This information, intended for residents of the Rukban camp concerning meeting, moving and receiving at the checkpoints, shall be communicated in all possible ways, including through the Internet information network, by sending SMS messages, as well as using sound broadcasting facilities located at the Jleb and Jabal al-Ghurab checkpoints.

We call on the United Nations structures, including the Syrian Arab Red Crescent society, to participate directly in this humanitarian operation, and the American partners to show goodwill in the interests of the suffering people of Syria.

Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.

Representatives of the Russian Centre for Reconciliation carried out a humanitarian action in the settlement of Kafer Buhum, Hama province. People received 500 food sets.

In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2069 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,275.3 tons.

Refugees are making their way back home. Ten check points including one at the Damascus International Airport and the Baniyas maritime one are operating with support of the Russian Centre for Reconciliation of Opposing Sides. As for February 18, 2019, in total 222,383 Syrians returned.

On February 19, 2019, in accordance with the decision of the joint coordination committees of the Russian Federation and the Syrian Arab Republic to open humanitarian corridors for Syrian citizens to leave the Rukban camp, the Jleb and al-Ghurab border crossing points started to operate which are deployed on the border of the 55-km zone of al-Tanf, controlled by US forces and illegal armed groups.

At the checkpoints there will be offices for a meeting, medical checkup, sanitary-epidemiological treatment, food, rest, paperwork, clothing, material support, sending refugees to their places of residence.

Russian military police, as well as representatives of the Syrian Armed Forces and security agencies, provide security at checkpoints and escort of refugees to places of accommodation.

As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for February 18, 2019, in total 54,203 were granted amnesty.

Social infrastructure is being recovered to create favourable conditions for returnees. As for February 18, 2019, 31,249 houses, 815 educational facilities and 138 medical centres has been recovered. Besides, 978km of roads have been repaired.

Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.

Over the past day, from the Idilb de-escalation zone terrorists have attacked Umm Sahridj, Shadjar, Tell Mitvazi, Al-Suqaylabiyah (two times) in Hama province, Kinsiba, Hranik, Darh Abu Assad, Nahshabba, Beisid-Djnauro in Latakia province as well as western districts in Aleppo city.

The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.

Ceasefire observation

As part of the implementation of the Memorandum on the establishment of de-escalation zones in the Syrian Arab Republic, signed by the Russian Federation, the Republic of Turkey and the Islamic Republic of Iran on 4 May 2017, control groups continue monitoring ceasefire compliance.

Over the last 24 hours, the Russian party of the Russia-Turkey Commission on violations of the Joint Agreement has registered 11 cases of firing in the provinces of Aleppo (2), Idlib (1), Latakia (3) and Hama (5).

The Turkish side has registered 19 cases of ceasefire violations in the provinces of Aleppo (14), Latakia (1), Hama (4).



Humanitarian aid provided for the Syrian population

Over the last 24 hours the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring has held no humanitarian actions.

The total number of humanitarian actions - 2,069 with total weight of cargo - 3,275.33 tons.



Reconciliation of opposing sides

Over the last 24 hours, no ceasefire agreements have been signed.

Total number of settlements that had signed reconciliation agreements is 2,518.

Return of Refugees from abroad

Over the past day, in total 698 people returned to the Syrian Arab Republic from the territory of foreign states: 117 people (35 women and 60 children) left Lebanon for Syria via the Jaydet-Yabus and Talkalakh CPs, and 581 people (174 women and 296 children) from Jordan via the Nasib CP.

Since July 18, 2018, in total 138,764 Syrians have returned back to their homes from abroad:

55,251 refugees have left Lebanon (16,705 women and 28,097 children), with 32,847 of them - via the Jeydet-Yabus CP, Zemrani – 4,346 people, 1,834 people via al-Dabusiyah, 854 people via the al-Qusayr and 15,370 via Talkalakh;

83,513 people (25,080 women and 42,577 children) have passed via the Nasib CP from Jordan.

According to consolidated information provided by UNHCR, the UN Refugee Agency, as for January 1, 2019 there are still 6,675,308 registered refugees seeking asylum in 45 countries worldwide, with 2,002,592 women and 3,404,407 children among them.

In 45 embassies of the Russian Federation in foreign countries where the Syrian refugees seek asylum, 30 countries (Turkey, Lebanon, Jordan, Germany, Egypt, Iraq, Netherlands, Austria, Denmark, Greece, Switzerland, Cyprus, Belgium, Italy, Romania, Spain, Ireland, Malta, Poland, Bosnia and Herzegovina, Argentina, Luxembourg, Croatia, Slovenia, Bulgaria, Hungary, Iceland, Slovakia, Czech Republic, Latvia) confirmed the figures provided by the UNHCR, the UN Refugee Agency, on Syrian citizens in these countries.

Misraba – a excavator, 22 windows, 8 cu m of brick, 7 cu m of cement, 8 tons of building bars, 850kg of lime and filling, 900m of water pipes, 900m of electric cables to overhaul 6 houses, a bakery and a power station.

Today, Russian and Syrian joint coordination committees have held another session in Moscow to discuss repatriation of Syrian refugees. The session was chaired by chief of the National Centre for State Defence Control Colonel General Mikhail Mizintsev.

Today we hold another session of joint coordination committees of the Russian Federation of the Syrian Arab Republic.

A total of 1,645,000 Syrian citizens have already returned to their homes from abroad, with 1,277,000 of internally displaced persons and 368,000 of refugees.

Since the beginning of the year, more than 62,000 Syrian citizens have returned to their homes, including more than 8,600 internally displaced persons and over 54,000 refugees from foreign countries.

Measures are being actively taken to rehabilitate social infrastructure of the country. Over the past week, the following facilities were repaired and commissioned in: 2,787 houses, 138 medical facilities, 815 educational facilities, 127 water supply stations, 157 bakeries, 595 power substations, 14,257 industrial facilities.

The positive dynamics in the issues concerning repatriation of the Syrians and restoration of peaceful life do not go unnoticed by representatives of the world community and, above all, the countries bordering Syria. An increasing number of them are involved in the implementation of specific projects in order to facilitate the return of Syrians back to their homes. During the visit of the Jordanian delegation to Damascus, a ceremony was held to establish the committee of the Syrian-Jordanian parliamentary fraternity, which should include not only the further development of bilateral relations, but also implementation of joint projects in the energy, agricultural and transport sectors.

International humanitarian organisations also positively assess the process of establishing peaceful conditions. In particular, according to the next report of the Middle East and North Africa Department of the Office of the UN High Commissioner for Refugees, there is a steady tendency for Syrians to return to their homeland, which is directly related to the improvement of situation in Syria and intensification of the work of relevant departments in the country. As reported, the number of Syrian refugees wishing to return to their homeland in the future increased from 51 to 76 percent.

Unfortunately, establishment of a peaceful life in Syria still encounters serious difficulties beyond the country's leadership. Today, Rukban, located in the 55-kilometer zone around Al-Tanf, is considered to be an issue of concern. The situation there continues to be disastrous, and its residents, who are actually taken hostage by the US-controlled gangs, are on the edge between life and death. We have already spoken about it. The world's leading experts are speaking about this.

This information is confirmed by the official representative of the UN High Commissioner for Refugees, Andrei Mahecic, who spoke in Geneva on the results of the delivery of the second humanitarian convoy to Rukban.

According to the UN humanitarian mission, there is no even basic medical care in the camp, women, children and people with disabilities have no support; as a result, at least eight young children died in the camp in the last month.

In these conditions, the Syrian government, with the assistance of the Russian Federation, decided to open two humanitarian corridors to ensure safe evacuation of internally displaced persons from the camp to their places of residence that they chose. This step is motivated by the urgent need to quickly address the problems of ordinary Syrians, who, despite two humanitarian convoys under the auspices of the United Nations Office for Humanitarian Activities, continue to live in appalling environment.

Today, in accordance with the joint statement of the coordination committees of the Russian Federation and the Syrian Arab Republic on February 16 to open humanitarian corridors for Syrian citizens to leave the Rukban camp, the checkpoints in the settlements of Jleb and al-Ghurab began to work.

Since January 2019 all refugee checkpoints have been working in normal conditions.

Over 18,195 people have returned back to Syria from Lebanon via Jaydet Yabus, Zemrani, Qusayr, Talkalakh and al-Dabusiya CPs.

More than 36,064 people have passed via the Nasib CP from Jordan.

It is reported that 8,652 Syrians returned back to:

Eastern Ghouta (Damascus province) - 1,676 people.

6,976 people returned back to the places of permanent residence in Deir ez-Zor and Damascus provinces through the al-Salhiyah checkpoint.

Today, at 9 am, in accordance with the decision of the joint coordination committees of the Russian Federation and the Syrian Arab Republic to open humanitarian corridors for Syrian citizens to leave the Rukban camp, the Jleb and al-Ghurab border crossing points started to operate which are deployed on the border of the 55-km zone of al-Tanf, controlled by US forces and illegal armed groups.

At the checkpoints there will be offices for a meeting, medical checkup, sanitary-epidemiological treatment, food, rest, paperwork, clothing, material support, sending refugees to their places of residence.

All Syrian citizens leaving the Rukban camp will be accepted, including those who has lost identity documents.

Security at these checkpoints and escort to the locations is entrusted to the law enforcement agencies of the Syrian Arab Republic in cooperation with the military police of the Armed Forces of the Russian Federation.

At each checkpoint representatives of the Syrian Arab Red Crescent monitor implementation of the fundamental principles of the United Nations on the voluntary, unimpeded and safe evacuation of Syrian citizens from the Rukban camp to their places of residence.

Residents of the Rukban camp are informed about opening of the exit routes and procedure for meeting and movement at the CPs by SMS messages, voice messages transmitted with the use of loudspeakers at Jleb and al-Ghurab CPs.

To accommodate the refugees arriving from the Rukban camp, there are places prepared in the camps and temporary accommodation centers for refugees in Rif Damascus province:

Hirdjilla camp (16km south of Damascus) - 3,930 places;

Adra Nasser camp (20km northeast of Damascus) - 2,930 places;

Adra Kahraba camp (20km northeast of Damascus) - 10,000 places

Adra Dweyr camp (20km northeast of Damascus) - 2,300 places;

Najha camp (14km southeast of Damascus) - 3,000 places;

Jleb and al-Ghurab checkpoints were deployed in full scale and starteed its operation. We have no issues of concern.

First of all, it concerns the RRussian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring.

Sergei Vitalievich, I ask you to ensure the smooth functioning of the newly opened checkpoints and to respond immediately to any problems and changes in the situation. I would like to draw your attention to the fact that the refugees from Rukban camp lived in very difficult conditions and need care and individual approach. I ask you to take this into account when carrying out your important humanitarian mission.

I turn to the representative of the Ministry of Foreign Minister of the Russian Federation. Igor Viktorovich, the initiative to return refugees from the Rukban camp should be supported at the international level. I ask you to use all possible platforms for this. We call on all relevant United Nations agencies to participate directly in this humanitarian operation, and on our American partners to show good will in the interests of the Syrian population.

This position should be be brought to the attention of all members of the world community.

In addition, a regular donor conference on Syria will be held in Brussels on March 13-14, during which a Plan to provide assistance to 250 thousand refugees will be presented. Interagency Coordinating Headquarters of the Russian Federation and the Syrian Arab Republic make statement about US preventing Syrian refugees from leaving the Rukban camp

The interagency coordination headquarters of the Russian Federation and the Syrian Arab Republic, guided by the basic principles of the UN, such as respect for human rights and fundamental freedoms for all, without distinction to race, sex, language and religion, pursuing a sincere desire to save suffering residents of Rukban who find themselves in inhuman conditions, make a following statement:

“Since 19th of February 2019, the government of Syria, together with the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring, ensures the function of humanitarian corridor and the Jleb checkpoint for the exit of Syrian citizens from the Rukban camp.

This initiative is supported by the UN and the countries bordering Syria, first of all by Jordan. The office of the United Nations High Commissioner for Refugees has begun to develop a comprehensive Plan for evacuation of Syrian citizens from the Rukban camp.

At the same time armed groups controlled by the United States, headed by Mahavir as-Saura actually forcibly detain refugees who wish to leave the camp and demand significant amounts in USD for the exit. Refugees do not have such money. The humanitarian situation in the Rukban camp continues to be a grave. Women, children, the disabled people have no support. The level of violence, including sexual violence, continues to be at high level. Among the inhabitants of the camp there are eradicated in the world practice diseases, such as pediculosis and scabies. People continue to die of hypothermia, insanitary conditions, skin diseases, influenza, measles, tuberculosis, asthma, lack of basic medical care, food and fuel.

There have been cases of refugees falling into "food" slavery because of lack of money. The assistance provided by international organizations falls into the hands of militants and is unable to radically improve the situation.

At the same time, the US is trying to shift the responsibility of this situation to the Syrian and Russian sides, and misinform in every possible way the world community with statements about the allegedly blocking of humanitarian aid to refugees by Syrian government troops and by the Russian military police.

The command of the US group in the al-Tanf zone interferes the exit, moreover, misleads the refugees about the inability to leave the camp, spreads rumors, that on the territory controlled by the Syrian government, they will be devastated, forced into conscription and arrested.

At the same time, during the second humanitarian convoy held in early February 2019, representatives of the UN and the Syrian Arab Red Crescent interviewed refugees stationed in the Rukban camp, in order to assess the situation in the camp and people's opinion about their future. The results of the questionnaire showed the following: 95% of residents want to leave the camp, and 83% of respondents would like to return to their places of permanent residence, while 80% of them - to the territory under the control of the government- and only 3% - to areas beyond the control of the Syrian authorities, 17% - undecided.

The areas to which the Rukban camp residents have expressed a desire to return, named the Khalidiyeh (20 km southwest of Aleppo), al-Amara (7 km south of Aleppo), Tadmor (Palmyra), Mkhin (57 km southeast of Homs), al-Karyatein (70 km southeast of Homs), the suburbs of Damascus, Homs, Raqqa and Aleppo are ready for their receiving and accommodation. Places of medical examination, sanitary epidemiological treatment, food, rest, registration of documents and material support are deployed at these points.

The Syrian and Russian sides are ready to take over the transportation of the camp’s residents to their places of permanent residence. For this purpose, two convoys of buses have been formed to transport residents directly from the camp.

The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure of documents recovery.

We urge the United States to release illegally detained residents of the Rukban camp to ensure their right to free (without payment) access to places of permanent residence. We appeal to the world community to promote the peaceful initiative of the Syrian government to return citizens to their homes, to disband the Rukban camp and to eliminate the 55-kilometer security zone around al-Tanf. We also call the United States, whose military units are located illegally in Syria, to leave the country.

On March 1, 2019, the Syrian government, in coordination with the Russian side, guided by the highest principles of humanism, will form additional humanitarian convoys for the voluntary and unhindered return of the Rukban camp residents to their places of permanent residence as Khalidiyeh, Al-Amara, Palmyra, Mkhin, Al-Karyatein, the suburbs of Damascus, Homs, Raqqa and Aleppo. The entry of the columns into the illegally occupied by USA zone around al-Tanf for the evacuation of refugees from the Rukban camp will be carried out in coordination with the UN.

We strongly encourage the United States to influence controlled bandit formations and to create all conditions for the passage of these humanitarian convoys to the Rukban camp and the return of the Syrians to their homes.

Dear colleagues!

Today we hold another session of joint coordination committees of the Russian Federation and the Syrian Arab Republic.

A total of 1,655,000 Syrian citizens have already returned to their homes from abroad, with 1,279,000 of internally displaced persons and over 375,000 of refugees from abroad.

Over the past month, more than 30,000 Syrian citizens have returned to their homes, including more than 3,900 internally displaced persons and over 26,000 refugees from foreign countries.







Measures are being actively taken to rehabilitate social infrastructure of the country. In total, 5,180 houses, 141 medical institutions, 820 educational institutions, 129 water supply facilities, 161 bakeries, 600 electrical substations, and 14,260 industrial enterprises have been recovered and launched in various parts of the country.

The presented figures show a wide range of measures taken by the Syrian legitimate authorities to restore peaceful life throughout the territory under its control.

At the same time there is an increasingly constructive position is noted regarding the activities of the Syrian leadership by the world community and, above all, the United Nations and neighboring states - Lebanon and Jordan. They are involved in working with the Government of the Syrian Arab Republic to create decent conditions for repatriation of the Syrian refugees.

But despite the obvious success in recovering Syria, we are once again forced to return to the problem of the Rukban refugee camp.







Our concern about the catastrophic situation of refugees in Rukban is shared by international humanitarian organizations, above all, the Office of the United Nations High Commissioner for Refugees and the Syrian Arab Red Crescent. Their representatives in early February during the second humanitarian convoy to the camp, conducted a survey of Rukban residents, the results of which show that the overwhelming number of Syrians - 95 percent - want to leave the area. At the same time, about 35,500 Syrians expressed a desire to return to the territory under government control. Including about 28,300 people intend to return to Homs province, to Deir-ez-Zor province - about 2,800, to Damascus and Hama provinces - 1,600, and to Aleppo province - about 1,200 people.

Due to the urgent need to quickly solve the problems of Rukban residents seized in the camp, since February 19, the Syrian side, in cooperation with the Russian Center for Reconciliation of Opposing Sides and Refugee Migration Monitoring, have been ensuring the operation of the humanitarian corridor and the Jleb checkpoint for volantry evacuation of citizens back to their places of permanent residence.

However, despite the obvious desire of the Rukban residents to return home and the unprecedented measures taken by the Syrian authorities, we still do not see the flow of Syrian citizens returning to their homes. So why is this happening?







Nothing prevents the camp residents from returning back home, except for the tough opposition of the American side. The command of the US grouping in the al-Tanf zone continues to impede the exit, moreover it misleads refugees about the impossibility of leaving the camp, spreads rumors that in the territory controlled by the Syrian government they will find devastation, forcible conscription and persecution by the authorities.

US-controlled armed groups led by Magavir al-Saur are in fact forcibly detained refugees who want to leave the camp, demanding substantial sums in USD for leaving the camp. It is obvious that refugees do not have such money.

Representatives of the United Nations recognize that the delivery of humanitarian aid to the Rukban in the first half of February this year had a short-term positive effect and did not improve the general state of affairs.

Despite this, the American side continues to convince everybody of the need to deliver humanitarian convoys to the camp, and does not hesitate to exploit more than 40,000 refugees held in the al-Tanf zone, whom they allegedly protect from the repression of the so-called “Syrian regime”, and uses this as the main reason to substantiate their presence in this Syrian region.

It is obvious that this position of the United States only aggravates the already unbearable living conditions in the Rukban camp and leads to a humanitarian disaster.

As a result, the situation in the camp continues to deteriorate. There are cases of pediculosis, scabies, and even the fact of leprosy. People continue to die of exposure, unsanitary conditions, skin diseases, influenza, measles, tuberculosis, asthma, lack of basic medical care, food and fuel.







In these conditions, the Syrian government, with the assistance of the Russian Federation, took unprecedented measures to save its citizens.

In the places of permanent residence selected by the suffering residents of the Rukban camp, and these are al-Khaldiyyeh, al-Amare, Homs, Mahin, al-Qaryatayn, Palmyra, the suburbs of Damascus and Aleppo, there are all the necessary conditions for the reception and placement of Syrian citizens.

The total capacity of residential buildings significantly exceeds the need to accommodate Syrians who have expressed a desire to return from Rukban.

Places for refugees are equipped with everything necessary for a normal life. There is permanent supply of drinking water and food supplies.

Additional jobs have been created in these localities for the employment of Syrian returnees leaving the camp.

It is very important that the Syrian government guarantees full security to its citizens.







A simplified procedure has been established for recovering lost identity documents, as well as granting amnesty to the returning Syrian citizens. It has approved and introduced legal basis.

There are comfortable buses for the transportation of families of temporarily displaced persons in each locality chosen by the Rukban residents.

Realizing that further delay in resettlement of the camp leads to suffering and new victims among the held Syrian citizens, the Syrian government already at 02:00 pm sends six automobile columns from al-Amara, Homs, Mahin, Al-Qaryatayn, Palmyra and Damascus for the evacuation of refugees from the Rukban camp.

This information was submitted to the Director of the Office of the United Nations High Commissioner for Refugees in the Syrian Arab Republic, Mr. Ayaki Ito.

In these conditions, the US command is obliged to ensure the safety of the passage of automobile columns through the illegally occupied zone of al-Tanf.

The catastrophic situation of the residents in the Rukban camp remains at the focus of Russian diplomacy.

This issue is discussed at various levels with representatives of foreign countries, international and non-governmental organizations, including the International Committee of Red Cross, the Office of UN High Commissioner for Refugees and Humanitarian Affairs.

The Russian position regarding the illegal US military presence in Syria in the 55-kilometer “security zone”, within which the camp is located, as well as its early resettlement, is well known to our international partners, and it is receiving increasing support. Approaches to addressing the Rukban's problem were once again outlined at a special meeting of the UN Security Council convened by the Russian side on February 26, as well as in Geneva during the regular meeting of the Humanitarian Task Force of the International Syria Support Group.







The only obstacle in resolving this issue is the United States, which delays resettlement of the camp, hoping to ensure its existence by convoys delivering the international humanitarian aid.

We hope that all members of the international community will act on the basis of the vital interests of the Syrians, not their own geopolitical interests and not only in relation to the Rukban camp.

The Syrian government once again appeals to its citizens for their early repatriation.

There are all the necessary conditions in the areas of reception and accommodation of Syrian families. People are provided with drinking water, heating, water disposal, garbage removal and cleaning. The dwellings have the necessary furniture, dishes and household utensils, bedding and warm clothes.

Medical services are provided to citizens living in the districts. For this there are medical posts including mobile ones.

Moreover, there are employment opportunities for the returnees. A sufficient number of places in educational institutions have been prepared for the education of children.

All fears of persecution by the authorities are unfounded, do not trust rumors and propaganda. The Syrian government guarantees full security to its citizens.

In order to promptly restore the lost documents and settle the status of the returnees, the Migration and Passport Control Department of each province are working to resolve these issues in a simplified manner. It has approved and introduced legal basis.

On the route of the buses transporting citizens to destinations, security arrangements are organized.

At present we are fully prepared to receive refugees from the Rukban camp. And we plan to carry out this most important mission transparently in cooperation with representatives of the Office of the United Nations High Commissioner for Refugees.

I would like Deputy Governor of Homs Province of the Syrian Arab Republic, Mr. Omer al-Khalil, to report on preparation of funds for the placement of temporarily displaced persons in the settlements of the country.

The administration of the Homs province is fully prepared to receive refugees and internally displaced persons in pre-war places of residence, including refugees from the Rukban camp, all necessary measures have been taken for this.

Thousands of temporary housing units have been built to accommodate Syrian families in Hisyah. First of all, it concerns those refugees whose homes were badly damaged or destroyed during armed clashes.

We will provide all residents with jobs and social support, schoolchildren will continue their education, for this purpose there are 1,289 schools in the province.

Cities of the province, which are chosen by residents of Rukban for permanent residence, including Homs, Mahin, Palmyra, Al-Qaryatayn, are ready to adequately meet every citizen. Everybody will be provided with food, medical care and other necessary assistance.

We know in what inhuman conditions there are Syrians who are, I dare say, in the Rukban death camp. And we will do everything so that our fellow citizens who have arrived from there forget all the horrors that they had to endure.

All municipal services are ready to receive returnees.

Dear colleagues! It is necessary to continue active and coordinated work on the early return of Syrian citizens and the revival of the country. The Syrian government's initiative to resolve the problems of the Rukban camp refugees must be supported at all levels.

Sergei Vitalievich, I ask you to ensure the smooth functioning of the Jleb checkpoints and to respond immediately to any problems and changes in the situation.

It is necessary to provide comprehensive assistance to our Syrian colleagues to ensure an organized meeting and escort convoys with refugees to their places of residence.

The Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring are doing everything possible to inform the Syrian citizens in the US-occupied al-Tanf zone, but the UN pays attention to the low awareness of internally displaced persons about the real readiness of local administrations to accommodate arriving citizens. Alexander Alexandrovich, I ask to provide all necessary assistance to Syrian colleagues through the Russian diplomatic department to inform international organizations and foreign governments about the measures being taken by the Syrian leadership to solve the humanitarian problem of the Rukban camp.

I turn to the representative of the Ministry of Foreign Minister of the Russian Federation. Alexander Alexandrovich, I ask you immediately at all international platforms, first of all, in New York, Washington, Geneva and Amman to expand relevant work with American colleagues on the unhindered access of automobile humanitarian convoys to the illegally occupied zone of al-Tanf.

And once again I address to the head of the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring. Sergey Vitalyevich, I ask you to start full-scale work in all possible ways to notify Syrian citizens who are staying in the Rukban camp about the arrival of car columns for their evacuation to their chosen places of residence.

We appeal to the Command of the US group in the al-Tanf. You are fully responsible for the safe and unimpeded movement of car columns through the 55-kilometer zone you control.

It is high time you proved your ability not only in word, but in deed, to act for the good of the Syrians who found themselves in Rukban, the absolute majority of whom — about 40 thousand people — clearly spoke in favor of an immediate exit from the camp.

Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (March 1, 2018)

Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.

Representatives of the Russian Centre for Reconciliation carried out a humanitarian action in the settlement of Aramo, Latakia province. People received 500 food sets.

In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2073 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,157.8 tons.

As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for February 28, 2019, in total 55,981 were granted amnesty.

Social infrastructure is being recovered to create favourable conditions for returnees. As for February 28, 2019, 31,306 houses, 820 educational facilities and 141 medical centres has been recovered. Besides, 1,013.5km of roads have been repaired.

Refugees are making their way back home. Nine check points including one at the Damascus International Airport and the Baniyas maritime one are operating with support of the Russian Centre for Reconciliation of Opposing Sides. The functioning of the humanitarian corridor and Jleb checkpoint for the exit of Syrian refugees from the Rukban camp has been established. As for February 28, 2019, in total 224,740 Syrians returned.

In accordance with the decision taken on March 1 at the meeting of the Joint Coordination Committee of Russia and Syria on repatriation of refugees to Syria, in order to prevent a humanitarian catastrophe in Rukban refugee camp is formed and sent to the Jleb checkpoint columns of buses for the voluntary and unhindered return of Rukban camp residents from al-Tanf to the places of permanent residence in al-Khaldiyyeh, al-Amara, Palmyra, Mahin, Al-Qaryatayn in the suburbs of Damascus, Homs and Aleppo. The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure for the restoration of documents.

This information is communicated to the UNHCR, the UN Refugee Agency in Ayaki Ito.

At the same time, no response has been received from the American side to allow the passage of the humanitarian column and to guarantee the safety of its movement in the 55-kilometer zone around the American base in al-Tanf.

Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.

Over the past day, terrorists mortared Ashara and Kisab in Latakia province, Umm-al-Rjin, al-Fhail, Dahar Abu Assad, Sandjika and Luaibda in Idlib province, as well as the western outskirts of Nahshabba in Latakia province.

The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.

Ceasefire observation

As part of the implementation of the Memorandum on the establishment of de-escalation zones in the Syrian Arab Republic, signed by the Russian Federation, the Republic of Turkey and the Islamic Republic of Iran on 4 May 2017, control groups continue monitoring ceasefire compliance.

Over the last 24 hours, the Russian party of the Russia-Turkey Commission on violations of the Joint Agreement has registered 7 cases of firing in the provinces of Idlib (3) and Latakia (4).

The Turkish side has registered 14 cases of ceasefire violations in the provinces of Idlib (5), Latakia (3), Aleppo (1) and Hama (5).



Humanitarian aid provided for the Syrian population

Over the last 24 hours the Russian Centre for reconciliation of opposing sides and Refugee Migration Monitoring has held one humanitarian action in Hatlah, Deir ez-Zor province. People received 500 food sets with a total weight 2.165 tons.

The total number of humanitarian actions - 2,074 with total weight of cargo - 3,286.15 tons.



Reconciliation of opposing sides

Over the last 24 hours, no ceasefire agreements have been signed.

Total number of settlements that had signed reconciliation agreements is 2,518.

The number of armed formations, which have claimed to observe the ceasefire regime, is 234.

Return of Refugees from abroad

Over the past day, in total 581 people returned to the Syrian Arab Republic from the territory of foreign states: 108 people (33 women and 55 children) left Lebanon for Syria via the Jaydet-Yabus and Talkalakh CPs, and 473 people (142 women and 241 children) from Jordan via the Nasib CP.

Since July 18, 2018, in total 146,617 Syrians have returned back to their homes from abroad:

56,469 refugees have left Lebanon (17,073 women and 28,717 children), with 33,576 of them - via the Jeydet-Yabus CP, Zemrani – 4,346 people, 1,834 people via al-Dabusiyah, 854 people via the al-Qusayr and 15,859 via Talkalakh;

90,148 people (27,070 women and 45,959 children) have passed via the Nasib CP from Jordan.

According to consolidated information provided by UNHCR, the UN Refugee Agency, as for January 1, 2019 there are still 6,675,308 registered refugees seeking asylum in 45 countries worldwide, with 2,002,592 women and 3,404,407 children among them.

In 45 embassies of the Russian Federation in foreign countries where the Syrian refugees seek asylum, 30 countries (Turkey, Lebanon, Jordan, Germany, Egypt, Iraq, Netherlands, Austria, Denmark, Greece, Switzerland, Cyprus, Belgium, Italy, Romania, Spain, Ireland, Malta, Poland, Bosnia and Herzegovina, Argentina, Luxembourg, Croatia, Slovenia, Bulgaria, Hungary, Iceland, Slovakia, Czech Republic, Latvia) confirmed the figures provided by the UNHCR, the UN Refugee Agency, on Syrian citizens in these countries.

At present there are 6,345,760 Syrians in these countries: (Turkey - 3,622,366, Lebanon - 948,849, Jordan - 671,551, Germany - 534,011, Egypt - 132,553, Iraq - 252,772, Netherlands - 74,998, Austria - 42,505, Denmark - 17,995, Greece - 13,139, Switzerland-6,702, Cyprus-5,899, Belgium-3,982, Italy-3,836, Romania-3,101, Spain-2,352, Ireland-1,729, Malta-1,289, Bosnia and Herzegovina-1,630, Poland - 1,069, Argentina - 1,496, Luxembourg - 663, Croatia - 530, Slovenia - 460, Bulgaria - 180, Hungary - 51, Iceland - 197, Slovakia - 43, Czech Republic - 39, Latvia - 19).

It is estimated, that 1,712,264 Syrians in nine countries expressed their desire to return back to their homeland(Lebanon – 889,031, Turkey – 297,342, Germany – 174,897, Jordan – 149,268, Iraq – 101,233, Egypt – 99,834, Denmark – 412, Brazil – 149, Austria - 68, Argentina - 30).

Since September 30, 2015, in total 375,897 Syrians have returned back to their homes from abroad (112,801 women, 191,598 children).

Twelve CPs have already deployed for returnees, among them there are:

five on the Syria-Lebanon border (Zemrani, Jaydet-Yabus (Zabadani), al-Sabusiya (al-Aarida), Talkalakh and al-Qusayr (Qusayr));

one on the Syria-Jordan border (Nasib);

three in the Syrian Arab Republic (Abu-al-Dukhur, al-Salhiyah, Jleb);

one CP at Damascus international airport;

one CP at Baniyas sea port.

The leadership of Syria is taking active steps aimed at increasing the efficiency of the process of repatriation of Syrian refugees from the territory of foreign states.



Internal Displacement

It is reported that 49 Syrians returned back to:

Eastern Ghouta (Damascus province) - 31 people (12 women and 15 children). Since September 30, 2015 – 140,150 people (42,270 women, 69,493 children);

18 people (women - 6, children - 8) and 1 vehicle returned to the places of permanent residence in Deir ez-Zor province through the checkpoint al-Salhiyah. Since August 25, 2018, in total, 39,661 people (women – 13,856 children 18,242), 2,222 vehicles and 2,269 heads of cattle.

no refugees passed through the Jleb checkpoint (Homs province). Since February 19, 2019, in total, 270 people (women – 57, children 145), nine vehicles and five heads of cattle.

Over the past day, no refugees have left the Idlib de-escalation zone.

Since March 4, 2018, in total 44,736 people,

(14,413 women, 20,398 children), 4, 751 vehicles and 54,841 heads of cattle.

Since September 30, 2015, in total 1,279,605 IDPs have returned back to their homes in the Syrian Arab Republic (386,397 women, 648,513 children). Since January 1, 2019, 11,009 IDPs (3,838 women, 4,747 children).



Cities and Towns Ready to Receive Refugees

There are 1,497,650 places arranged to receive and accommodate refugees in 412 settlements less affected by the combat actions.



Infrastructure Rehabilitation

Over the past day: Seven buildings have been recovered over the past day (Kafr Laha - two, Homs province, Gasem - two, Daraa province, Al-Safira - three, Aleppo province) and water pump station in Khan-Urainiba (al-Quneitra province) and a bakery in Bayt-Sawa (Damascus province).

Specialists of the Syrian Ministry of Electricity completed work on increasing the capacity of the substation in Dumar, which supplies the northern and western regions of the capital with power. In addition to the main units, a new transformer was mounted, as a result of which the indicators of the entire unit reached 90 MW.

They assessed the social infrastructure and facilities, housing fund, amount of construction materials available in Jaba (al-Quneitra province) and Al-Rastan (Homs province). In order to improve living conditions for Syrians, and to complete infrastructure rehabilitation it is necessary to supply materials in the following towns:

Jaba – a grader, a wheeled crane, 14 windows, 6 cu m of brick, 5 cu m of cement, 2 tons of building bars, 400kg of lime and filing, 900m of water pipes, 1,100m of electric cables, to overhaul two houses and a medical centre;

Al-Rastan – a drilling unit, a wheeled crane, a dump truck, 22 windows, 12 cu m of brick, 15 cu m of cement, 12 tons of building bars, 1,300kg of lime and filling, 1,750m of water pipes, 1,100m of electric cables to overhaul 5 houses and a water pump station.

Heads of local administrations prepared applications to the Ministry of Public Works and housebuilding to receive construction materials for recovering social infrastructure.

Since July 18, 2018, in total, in the Syrian Arab Republic:

141 medical and 820 educational organizations have been recovered;

five road bridges and 1,013.5 km of roads were recovered (0.6km - over the past day);

934.5 km of power line have been installed (0.5km - over the past day);

600 power substations, 129 water supply facilities (one over the past day), 161 bakeries (one over the past day), 14,260 industrial enterprises have been put into operation.

Currently, in 345 settlements of the provinces of Aleppo, Damascus, Deir-ez-Zor, Latakia, Hama, Homs, Daraa, al-Suwayda, al-Quneitra, Raqqa, work is underway to overhaul 2,292 houses, 209 schools, 174 kindergartens, 190 bakeries, 240 water pump stations, 205 power substations, 198 medical centres, and 93 places of worship.



Humanitarian Assistance

Over the past day there have been a humanitarian action in Aramo, Latakia province, to distribute 500 food sets with a total weight of 2.16 tons.

Besides, the Kadyrov Regional Public Fund distributed fifteen sets of food products in Aleppo city.

In total, the Russian side has organised and carried out 2,073 humanitarian actions, delivering 3,283.99 tons of food supplies, the bare necessities and bottled water.

In total, 104,839 Syrians were provided with medical assistance by Russian military medics.



Mine Clearance

The SAA engineering units carry on the mine clearance operation in the settlements of Oufaniya, Trunja, Harfa (al-Quneitra province), Shaura (Damascus province).

1.7 ha of the territory. They found and defused 27 explosive devices.

In total: 1,926.6ha of the territory, 3,317 buildings and 273.4km of roads. They found and defused 18,942 explosive devices including 5,414 improvised explosive devices.



Arrangements for Refugee Reception

The government program on restoration settlements liberated from the militants has started in Damascus, Aleppo and Hama provinces. The program consists of three phases: preparation of infrastructure (water supply, electrification), targeted aid to the population, the repatriation of residents to permanent housing.

The department of industrial zones of the Syrian government plans to organize three new production areas in the areas of Ashrafiet-Sanhaya, Hirbat-al-Shabab, Harran al-Awamid (Damascus province).

National Reconciliation Committees established in Syrian provinces and cities (made up by heads of administrations, police, sheiks, representatives of public organizations and opposition) hold negotiations on joining ceasefire regime and voluntary defection to the side of legal government and the surrender of weapons. Former members of illegal armed formations and internally displaced persons are granted amnesty who lived in the territories earlier occupied by terrorists.

The Joint Coordination Committee of the Syrian Arab Republic on the repatriation of refugees carries out social and economic activities to activate the process of infrastructure rehabilitation; all necessary measures are taken to enable refugees and internally displaced persons to return back to their homeland.

Officers of the Russian Centre for Reconciliation of Opposing Sides held two working meetings:

in Aleppo with the chief of the Military Intelligence Directorate (the Mukhabarat) to clarify results of appeals from the branch of the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring;

in Hatlah with representatives of the reconciliation committee to clarify issues concerning interaction and to agree on the lists of persons wishing to return to the territory controlled by the Government of the Syrian Arab Republic.

They also monitored rehabilitation of infrastructure in Ayyub (Hama province) and the living conditions for refugees in the Adra-Dweyr, Adra-Naser, Adra-Kahraba camps (Damascus province).

Syria update

Overall, the situation in Syria can be described as stable. Tension persists in Idlib and in Syria’s north-eastern and southern regions.

The situation in the Idlib de-escalation zone is especially alarming. I would like to remind you that early this year terrorists from the Nusra-linked group Hayat Tahrir al-Sham (HTS) seized control over the de-escalation zone. They have intensified the shelling of the government forces and are building up strike groups in the vicinity of Aleppo, Hama and the mountain regions of Latakia (Khmeimim). Some 370 such incidents, in which 25 people lost their lives and 70 were wounded, have been reported this year.

In this context, representatives from the Russian and Turkish defence ministries continued working to coordinate a package of measures for the implementation of the memorandum on the Idlib de-escalation zone signed in Sochi on September 17, 2018. We hope that the implementation of the arrangements reached by our militaries will help turn the tide and stabilise the situation in Idlib and around it, as well as neutralise the terrorist threat coming from it.

The Syrian Democratic Forces (SDF), supported by the international anti-ISIS coalition, are fighting to liberate the town of Baghuz on the eastern bank of the Euphrates. The situation in northeast Syria is complicated because the local residents, mostly Sunni Arabs, are protesting against the activities of the local Kurdish administrations. This leads to bloody skirmishes between the Arabs and the Kurds. Some 200 people have died and hundreds have been wounded in a hundred terrorist attacks staged in the past two months.

While the international coalition is conducting counterterrorist operations east of the Euphrates, we have taken note and are seriously alarmed by the United States and its allies’ disregard for the civilians’ safety in violation of the fundamental principles of the international humanitarian law. Evidence of this is the dramatic plight of the inmates of the al-Hol camp for internally displaced persons in the al-Hasakah Governorate. People continue to arrive in the overcrowded al-Hol camp from the Deir ez-Zor Governorate, where the coalition is not only bombing ISIS positions but is also delivering random airstrikes at the civilian infrastructure. The inflow of people from the towns of Baghuz and Hajin has contributed to the increase of the population at the al-Hol camp from 10,000 to 47,000. The refugees who spent several days travelling across the desert are made to settle in the open and are not offered tents, bedding, warm clothes or any other basic necessities. Over 80 people, most of them children aged below 12 months, have died at the camp this year. Many of them froze to death. There is a dire lack of food, drinking water and medicine at the camp. There are also respiratory diseases and stomach infections, leishmaniosis and even tuberculosis, poliomyelitis and leprosy.

The international community seems to be looking only at the Rukban camp and is completely indifferent to the critical situation and suffering at the al-Hol camp. Ignoring the plight of people at al-Hol and at other refugee camps in Syria appears cynical at best.

As for the Rukban camp, Russia intends to do its best to help settle this problem. We believe that efforts must be taken to close down the camp and resettle its inmates in accordance with their desire, which they have clearly expressed during a UN poll.

On February 28, the Foreign Ministry of Syria expressed readiness to help Rukban inmates return back to their homes in the liberated regions and to provide safe transportation for them. Conditions have been created for the refugees in specially equipped places. In particular, such places in the provinces of Homs and Aleppo, as well as in the suburbs of Damascus have stored food, water, medicine and basic necessities for up to 35,000 people. On March 1, Syrian authorities, acting jointly with Russian military personnel, formed a bus convoy for the evacuation of the internally displaced persons. However, the planned humanitarian operation failed because the Americans refused to guarantee the safety of the convoy inside the illegal 55-mile security zone around the US base in al-Tanf.

However, we are resolved to continue dialogue on Rukban with all the interested parties, including the UN, the United States and Jordan, without any preliminary conditions and without politicising the humanitarian aspects of the problem. We believe that the right of Syrian refugees and internally displaced persons to return back to their places of residence must be guaranteed and realised.

We see positive changes in the political efforts to normalise relations between Damascus and the Arab countries. On March 3 and 4, a Syrian delegation led by Speaker of the People’s Council of Syria Hammouda Sabbagh attended the 29th Conference of the Arab Inter-Parliamentary Union held in Amman. According to media reports, Hammouda Sabbagh has met with Speaker of the Chamber of Deputies (Council of Representatives) of Iraq ‎Mohamed al-Halbousi‎ and Chairman of Foreign and Cooperation Affairs Committee at the Algerian National Popular Council Afif Abul-Hamid. Hammouda Sabbagh also held talks with Secretary General of the Inter-Parliamentary Union Martin Chungong on the sidelines of the conference. Martin Chungong expressed readiness to visit Damascus.

Moscow welcomes and supports this objective process of normalisation around Syria. We believe that the return of Damascus to the lap of the Arab family and its reinstatement as a member of the Arab League will promote stabilisation and help improve the situation in the Middle East.

We have taken note of the UN debates on the OPSCW Fact-Finding Mission’s report on chemical weapons use allegation in Syria and statements made by UK Permanent Representative to the UN Karen Pierce to the effect that the Russians’ dislike for the report is another example of Russia’s “earth is flat” science. I would like to say a few words about Ms Pierce’s poor British education. The trouble is that the idea of a flat earth was most actively upheld in Britain, where the first flat earth society was established in the 19th century and moved over to the United States in the 20th century. I suggest that you learn about history first and then we’ll talk.

"On the US causing a breakdown in humanitarian action aimed to help the Syrian people illegally seized in US-occupied al-Tanf zone"

The unprecedented measures taken by the Government of the Syrian Arab Republic to address the problem of the Rukban refugee camp and bring Syrian citizens out of it to places of permanent residence are being blocked by unconstructive actions of the American side, leading to new victims and multiplying the suffering of Syrians who are forcibly held in US-controlled 55-km zone of al-Tanf.

For 1,769 days now - since the end of spring 2014 - as the Syrians, who were forced to leave their homes, fleeing the ISIS militants have been actually in a military blockade on the border of Jordan and Syria.

The joint coordination headquarters of the Russian Federation and the Syrian Arab Republic, guided solely by their sincere desire to rescue those suffering in the Rukban camp and in strict accordance with United Nations standards for the safe, voluntary, informed and dignified repatriation of Syrian citizens, brings to the international community and all all those responsible for resolving the crisis situation in the al-Tanf zone the following statement:

“According to a survey conducted by representatives of the UN and the Syrian Arab Red Crescent , 95% of the Syrians in Rukban, which is about 40,000 people, want to leave its territory as soon as possible, more than 35,000 of them expressed a desire to return to settlements, controlled by the Syrian government.

In these circumstances, the Syrian government with support of the Russian Federation, has taken unprecedented measures to save Syrian citizens held in the Rukban camp.

For this purpose:

the Jleb checkpoint as well as the humanitarian corridor has been functioning for refugees leaving the camp since February 19, 2019;

the Syrian government provides guarantees of full security to citizens leaving the camp. A simplified procedure has been established for recovering lost identity documents, as well as granting amnesty to the returning Syrian citizens.

in the places selected by those suffering the Rukban camp for permanent residence, the provincial administrations have all the necessary conditions for receiving and accommodating Syrian citizens. Accommodation is ensured:

in Homs province: in the cities of Homs - 7,650; Palmyra - 6,735; al-Khaldiyyeh - 6,440; Al-Qaryatayn - 5,565; Mahin - 5,370;

in Aleppo province: in the cities of Aleppo - 690; al-Amar - 510;

in the suburbs of Damascus - 1,600 places.

In total, 146 schools and 95 medical institutions are ready to receive refugees from the Rukban camp in these localities; there are stocks of drinking water in the amount of 1,001 tons, food - 495 tons, fuel - 264.5 tons.

The total capacity of residential buildings, stocks of food, medical supplies and material resources significantly exceed the need for accommodation and the provision of all the necessary Syrians who have expressed a desire to return from Rukban.

There are comfortable buses for the transportation of families of temporarily displaced persons in each locality chosen by the Rukban residents.

March 1, 2019. The Syrian leadership, jointly with the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring, has sent six car columns to the US-controlled area around al-Tanf for evacuation of refugees, having previously notified the Office of the United Nations High Commissioner for Refugees in the Syrian Arab Republic.

Despite this, the US command in the al-Tanf zone did not take responsibility for ensuring the safe and unimpeded movement of automobile columns through the 55-kilometer zone controlled by them and, in fact, disrupted the most important humanitarian operation aimed to rescue the Syrian citizens, located in Rukban.

At the same time, the American side, which is solely responsible for the current humanitarian catastrophe in the Rukban camp, does not stop trying to shift responsibility for what is happening to the Syrian and Russian sides, in every way misinforming the world community with statements about the alleged inconsistency of the conditions for the return of refugees to United Nations standards.

Once again, we point out to the United States that it is unacceptable to use civilians to justify its illegal presence in Syria. In general, positively assessing the provision by the United States of contacts of an official authorized persons to discuss the problems of the Rukban camp - First Secretary of the US Embassy in Amman (Jordan) A. Hawks, we emphasize that the questions that he submitted to the Russian side and, allegedly, the condition that no refugee leaves the camp until Russia answer these questions, is nothing more than another attempt by the Americans to hamper the solution of the Rukban problem.

The main part of the questions is obviously provocative, designed to confuse the international community and discredit the actions of the Russian Federation and the Syrian Arab Republic on addressing the Rukban problem. The Government of the Syrian Arab Republic has already given unambiguous answers to most of them, including in the joint statements of the joint coordination headquarters of the Russian Federation and the Syrian Arab Republic dated February 16 and 27, 2019, as well as during the joint meeting on March 1, 2019, taking upon itself all the necessary guarantees to ensure the safe, voluntary, informed and dignified return of Syrian citizens.

So, for example, despite the fact that the world community saw that all settlements under the control of the Syrian government are ready to receive refugees as well as those localities chosen by the residents of the Rukban camp for permanent residence, the American side simply ignored this fact.

In their list of questions, they are trying to create the impression that the inhabitants of Rukban will be sent only to Palmyra and Damascus.

Another part of the questions of the American side is clearly aimed at intimidating the Syrians in the camp in order to make them abandon their intention to return home.

As in earlier questionnaires earlier distributed by pro-Western non-governmental organizations in Syrian refugee camps in countries neighboring Syria, for example, they contain questions introducing false information that returning families can be separated.

And at this time, while the United States is trying in every possible way to justify the need to keep its troops in the al-Tanf area, ordinary Syrian citizens continue to suffer and die in the Rukban "death camp".

Objective data available to the joint coordination headquarters of the Russian Federation and the Syrian Arab Republic, testify to the appalling conditions in the camp.

The comparative analysis showed a complete discrepancy between the accommodation, equipment and living conditions in the Rukban camp established by the Office of the United Nations High Commissioner for Refugees strictly controlled by international humanitarian organizations in other camps.

Accommodation of Syrian residents in the Rukban camp violates all possible sanitary and epidemiological standards - self-made buildings from improvised means, tents and cars are placed absolutely chaotically, mixed with mountains of garbage. The camp is more like a dump where people are forced to survive. Nearby there is a burial place which is equipped by residents of the camp out of despair. It already has about three hundred (300) graves. It is possible that several deceased can be buried in one grave at once.

Under these conditions, we are forced to set the monitoring of the Rukban camp on a permanent basis poviding regular information for the international community.

We urge the American side to move from populism to real action:

to release the illegally detained residents of the Rukban camp, ensure their right to free (without payment) access to their places of permanent residence, provide guarantees of safe passage of humanitarian convoys through the illegally occupied zone of al-Tanf.

In conditions when the residents of the Rukban camp are held by the US-controlled gangs as hostages, there can be no question of any next humanitarian convoy to the camp.

We urge the world community and, above all, international organizations such as the United Nations, the International Committee of Red Cross, to stop silence and finally clearly define their position, take concrete steps, and not be limited to statements of concern about the fate of Syrian refugees.

As practice has shown, no humanitarian convoys with food can solve the current humanitarian disaster in Rukban.

Only its total elimination of the camp can stop the suffering of the Syrians who are held there against their will.

For 1,771 days now - since the end of spring 2014 - as the Syrians, who were forced to leave their homes, fleeing the ISIS militants have been actually seized in a military blockade on the border of Jordan and Syria.

According to the adviser to Coordinator of the UN Office for the Coordination of Humanitarian Affairs Rana Zakut, the humanitarian situation in the Rukban camp has reached a critical stage. The lack of the bare necessities and basic services, combined with serious security risks, force residents to seek to leave its territory as soon as possible. According to the UN, the number of people willing to leave the area is 95% of the total population of the camp, or about 40,000 people.

The total lack of medical care is a key factor in the development of the humanitarian crisis in the Rukban. Most of the refugees are among the most vulnerable categories of the population - mainly women, children under five, elderly and disabled people. Due to the most severe sanitary and epidemiological situation in the camp, many of them suffer from skin diseases, influenza, measles, tuberculosis, asthma, and diabetes. Moreover, cases of cholera and leprosy have been reported.

The cemetery located close to the camp is being replenished with new graves, including group ones. In November 2018, the World Health Organization, together with the United Nations Children's Fund (UNICEF), pointed out the extremely high mortality rate in the Rukban camp, where more than 100 people die every month.

UN convoys and one-time vaccinations cannot prevent further degradation of the humanitarian situation in Rukban. Only immediate evacuation from the camp can save people.

The Jordanian authorities, referring to security issues and difficult economic situation in the country, refuse to open the border for refugees to enter their territory; the only way to escape remains - the humanitarian corridor provided by the government of the Syrian Arab Republic.

Due to the lack of funds for transportation costs to move within the 55-kilometer al-Tanf zone and large sums extorted by US-controlled gangs from everyone who wants to leave the area are the main obstacles that do not give Syrians in Rukban to take the advantage of the opportunity provided by the Syrian leadership.

It is to be reminded that there are comfortable buses for the free transportation provided by the Syrian government for families of temporarily displaced persons in each locality chosen by the Rukban residents. The authorities of the Syrian Arab Republic have provided all the necessary guarantees to ensure the safe, voluntary, informed and dignified return of Syrian citizens.

Only actions of the US command in the al-Tanf zone that refuses to guarantee the safe exit of the Syrians from Rukban through the zone they control and ensure their right to free (without payment) access to the places of permanent residence hampers the most important humanitarian operation to rescue Syrian citizens.

After making sure that the United States is indifferent to the lives of tens of thousands of ordinary Syrians, whom they cynically sacrifice their own interests in the region, we once again appeal to the world community who regard themselves to the civilized world, and above all to the United Nations, to start to act, once and for all, to solve a problem that lasts for years and takes thousands of human lives, to be principled and show the so-called world hegemon to the inadmissibility of places like the Rukban camp.

We also turn to Jordan, as a country on the border with which this hotbed of terrorism, disease and poverty is located, a country that, along with Syria, is suffering the negative consequences of the gravest humanitarian crisis in the neighboring republic. We hope for the further participation of our Jordanian colleagues in humanitarian initiatives for repatriation of Syrian refugees and active participation in early elimination of the Rukban camp, which will contribute to the overall stabilization of the situation in the region, and is in the interests of Jordan.

The civilized world has no right to look at it without taking decisive measures to save people, first of all, elderly people, women and children!

Today is the 1,772nd day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups, creating lawlessness in the occupied Al-Tanf zone.

At a time when the whole world congratulates the beautiful half of humanity with International Women's Day, tens of thousands of Syrian mothers with children continue to be in catastrophic, inhuman camp conditions!

March 8 is a special date and an excellent occasion for all men to show the best qualities.

In this particular case, it could be a solution to the problem of the Rukban camp through granting the freedom to its residents.

Violence, poverty and disease, hunger and cold are only a small part of what the women of this camp have to fight every day.

Once again, we call on the United States to reconsider its position vis-à-vis the Syrians who suffer in Rukban. To have the courage to finally take a decisive step towards mercy and humanity, giving mothers and their children in the camp freedom and the opportunity to build a bright future in their native places.

Today is alredy 1,773-th day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied Al-Tanf zone.

The situation in the camp is still catastrophic, its inhabitants survive in the most difficult conditions, daily facing violence from the militants. Children suffer the most. Infants born without food and medical care, sanitation and infectious diseases have little chance to survive. According to relatives of the camp residents, most of the daily deaths in Rukban are children under the age of two.

As time goes by, and while the United States, hiding behind the supposedly interests of Rukban residents, demand ideal conditions for temporarily displaced persons from long-suffering Syria. There will simply be no one to save.

At the same time, the Syrian authorities, together with their allies and international humanitarian organizations, are doing everything necessary to ensure a decent life for citizens and even more!

We welcome the desire of the government of Jordan for the provision of comprehensive assistance to Syrians residing in the Kingdom, in their quest to return to their pre-war homes and look forward to the continued participation of our Jordanian colleagues in the implementation of initiatives for the return of Syrian refugees and the speedy liquidation of Rukban camp.

Once again, we call on the United States to finally make efforts to eliminate Rukban camp, to ensure the safety of refugees wishing to return to their places of their residence, and to leave the illegally occupied territory of Syria.

Today is the 1,774th day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups, creating lawlessness in the occupied Al-Tanf zone.

We have repeatedly pointed to the hypocrisy of the American side, which declares its commitment to recognized humanitarian values, but at the same time does nothing to implement them.

The representative of the US-led international coalition against ISIS in Syria Sean Ryan said there are no obstacles to the free movement of Rukban camp refugees.

At the same time, the first Secretary of the U.S. Embassy in Amman, Alex Hawke, authorized to discuss the problems of Rukban camp, outlined a number of conditions to allow residents of the camp to freely leave its territory.

He made it clear that only the American side can influence the so-called "rebels" and guarantee the non-use of force from their side, as well as to inform the refugees about the readiness of the Syrian government to provide decent living conditions for returning citizens.

In his questions to the Russian and Syrian sides, Alex Hawke demonstrates concern and the need to create decent conditions for the return of the residents of Rukban camp. It is known that there are unsanitary conditions and diseases, cold and hunger flourish in the camp.

Are the temporary tents next to the cemetery and dump better than the new houses and schools built and demonstrated by the administration of Damascus province?

Based on the principles of humanism, confirmed not by words, but by concrete actions, we once again call on the world community to open its eyes to the situation in Rukban camp, not to succumb to the US assurances about the care shown to ordinary Syrians, to believe only the facts and real deeds.

Today it is the 1,775th day as the Syrian citizens have been forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied al-Tanf zone.

Despite the unprecedented measures taken by the Syrian authorities, the residents of the Rukban camp still cannot return home due to the tough opposition of the American side.

As stated by the official representative of the US Central Command Captain B. Urban, Washington is ready to ensure, together with its partners, the security of the movement of UN humanitarian convoys to the Rukban camp through the 55-kilometer zone around Al-Tanf. At the same time, it is well known that “partners” are none other than local gangs of Magavir al-Saura.

The United States allegedly does not restrict the exit from the camp for the temporarily displaced persons and allow everyone to leave it if they are guaranteed a voluntary, safe and dignified return to their homes. And all the statements of the Russian and Syrian sides about the forced detention of refugees, and the humanitarian disaster in the camp are declared propaganda.

But at the same time, armed to the teeth, well-fed and contented militants of the Magavir al-Saur still forcibly seize innocent Syrian citizens, including the elderly, women and children.

This is done with the knowledge and direct support of the guardians of the radicals of the American garrison in Al-Tanf.

From this one can conclude that the United States have nothing to answer to the undeniable facts we cited about the terrifying conditions in the camp, so they use traditional methods - accusations of "propaganda" and bare-faced lies!

Washington does not care about the humanitarian catastrophe happening in the camp due to the fault of the United States, and they are trying to shift the responsibility to Russia and Syria. It is advantageous for the USA to keep the camp of temporarily displaced persons at Al-Tanf for as long as possible to justify its illegal presence in the south of the Republic.

We once again declare that a humanitarian catastrophe in the Rukban camp is a reality!

The UN representatives recognize this and report the existence of “grocery slavery” in the camp, early marriages, sexual abuse, theft and violence, hunger and disease, poor sanitation, as well as an serious shortage of drinking water, and there is no qualified medical assistance.

To go outside the camp, they need to pay $300, which is simply too much for any resident of the camp.

They simply do not have this money!

Many facts are confirmed by satellite images, where one can see security barriers, a powerful wall and a specially equipped checkpoint are clearly visible around the perimeter of Rukban.

These structures are more like a “corral” in order not to allow the residents of the camp to leave its territory. And their so-called freedom of movement, comparable to the freedom of animals in a cage or aviary.

This is quite in the spirit of the colonial thinking of the Americans.

In this situation, we appeal to the entire civilized world community - to initiate at all international and domestic sites a discussion on the Rukban camp related to the catastrophic situation of the Syrians staying in it.

And we urge the American partners to launch an immediate and meaningful dialogue on measures and concrete solutions for the rescue of the camp residents who are practically in the "ghetto" forcibly deprived of their liberty.

It is suggested that all parties by joint actions should immediately evacuate from the camp the most suffering part of the population: the sick, the elderly, women and children.

We very much count on the constructive position of the American side in resolving this important issue.

Today is already 1,776th day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups. The American side took non-constructive actions, leading to new victims and multiplying the suffering of those Syrians, forcibly seized in the US-controlled 55-kilometer zone.

We continue to closely monitor the situation in the camp, which continues to deteriorate. There is still severe shortage of food supplies, warm clothes and medication. There is a severe sanitary and epidemiological situation. People suffer from exhaustion, acute intestinal diseases and infections. The shortage of drinking water is particularly serious.

Here we must pay tribute to the authorities of Jordan, who organized the supply of water for the residents of the Rukban, because without this it is not at all clear how the refugees would have to survive in this camp. It is only the goodwill of the Jordanian side that let them have the drink and the ability to cook.

Despite the efforts of the Jordanians, the water in the camp is critically lacking.

The satellite image clearly shows how the water is supplied to the camp. Behind the camp wall there are 210 cu m tanks, into which they pour water brought from the territory of Jordan, and inside the camp there are bottling points for the residents. A simple calculation shows that each resident of the camp can receive no more than 5 liters of water per day. This volume is barely enough for cooking and drinking, but not enough for washing and laundering, which leads to poor sanitation.







Well, residents of the camp can not always get this little, because the US-controlled militants of Magavir Al-Saura periodically hamper the delivery of water to Rukban, using it for blackmailing and speculation.

When monitoring we reveal more new facts of a humanitarian catastrophe in the camp. In addition to previously published photographs testifying to the presence of burial places near the Rukban territory, where at least 300 people were buried, we found three more spontaneously formed cemeteries located in the camp itself in the immediate vicinity of the dwellings and bottling points, which are another source of infectious diseases.

In total, there are about 700 graves in the discovered burial places. It is possible that in reality the situation is even worse, because in many graves several Syrian citizens who passed away in the Rukban camp can be buried at once.

Garbage dumps are also located absolutely randomly near residential buildings and are not taken out.

All this is situated in a desert, far from the Syrian settlements and infrastructure, which creates insurmountable difficulties in providing support to the camp residents.







In this situation, we very much look forward to a speedy review of position by the UN and the US concerning the existence of the Rukban camp. Such a disastrous situation of its inhabitants can no longer continue. It is urgent to take measures to save them, and this is possible only through the evacuation of citizens to their homes.

On the part of the Syrian authorities, everything is ready for this, only the goodwill of the American side, which fully controls the situation in the Al-Tanf zone, is required.

For 1,778 days now the Syrian citizens has been suffering forcibly detained in Rukban refugee camp by US-controlled armed groups.

The US-controlled Magavir al-Thawrah gangs continue to commit crimes in the occupied al-Tanf area and force them to work for themselves.

The disastrous humanitarian situation in the camp is seriously aggravated by the criminal situation created by the militants with the connivance and direct support of the American side. Syrian citizens are involved in smuggling weapons and ammunition. Human trafficking is flourishing.

All this makes the life of ordinary people in the camp even more unbearable, forms a high level of terrorist threat, which causes concern to the Jordanian and Iraqi authorities.

We would like to remind you that according to official UN statistics, more than 95 percent of the residents of the Rukban camp want to leave the camp, and 80 percent want a speedy return to the territory controlled by the Syrian government.

Today, the third international donor conference to raise funds for Syria continues its work in Brussels. Unfortunately, the leadership of the republic was denied participation in this forum, and therefore the interests of the overwhelming number of Syrians, who are still suffering from the dire consequences of the war against terrorist organizations, were not represented at the forum.

The UN regional humanitarian coordinator for the Syrian crisis, who arrived to attend the conference, said in his statement that the Rukban camp is not the place where people should live and it is necessary to create all the conditions for its dissolution.

We hope that the distribution of the collected funds will not be politicized, and a significant part of them will go towards restoring peaceful life in the territories controlled by the Syrian authorities, including ensuring a decent life in the places of residence chosen for return by the residents of Rukban.

The Syrian authorities need international financial assistance and are ready to ensure transparency in the use of these funds for their intended purpose.

For 1,779 days now the Syrian citizens has been suffering forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied Al-Tanf zone.

We welcome the position of the United Nations, expressed in the results of the visit of Filippo Grandi, the UN High Commissioner for Refugees F. Grandi to the Syrian Arab Republic.

According to him, the activity of local authorities in restoring the country's economy, as well as preparing decent living and working conditions for citizens returning to the republic, has a steady positive trend.

There has been some lack of efforts in the areas of security, the restoration of property rights, the issuance of identity documents, access to education, health and food, as well as the resolution of the problem of conscription.

But this only reinforces the understanding that the country is exhausted by the fight against terrorism, and additional financial and other assistance to the Syrian Arab Republic is needed.

Returning to the topic of the Rukban camp of internally displaced persons we can say for sure that despite the still unsettled life of Syrian citizens, security is provided by the Syrian authorities, jobs are created at an accelerated pace and this allows everyone to return to their homes and help the country with their own hands in creating decent living conditions. To take part in construction and restoration of dwellings.

And it's definitely much better than living in the old tents littered with trash and dotted with natural burial grounds of the Rukban camp.

Grandi also paid a visit to Lebanon, following which he noted that about 89 percent of Syrian refugees want to return to their homeland, as the living conditions in Syria are much better than in the Lebanese camps. Then what can we say about Rukban, where the living conditions are worse than in the camps in Lebanon!

Today, Latakia province has already prepared housing for 500 Syrians. We invite representatives of UNHCR, the UN Refugee Agency to visit the province to see the readiness of facilities for the reception of returning citizens. The conditions created in Latakia, as well as Khalidiyah, al-Amara, Homs, Mhine, al-Qaryatayn, Palmyra, the suburbs of Damascus and Aleppo, today provide decent accommodation more than 35,000 people. And we are talking about those people who are in al-Tanf zone occupied by the American side.

The Syrian government continues to maintain six convoys of comfortable buses, which are ready to move directly to the Rukban camp at any time for the simultaneous evacuation of up to 2,400 people to their chosen places of residence.

We urge the US side only to provide access and safe passage of humanitarian convoys in al-Tanf zone controlled by Magavir Al-Saura armed gang and the unimpeded work of the Syrian Arab Red Crescent in the Rukban camp.

Today is already 1,780th day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups.

Until now, there is no consent of the American side to the passage of bus columns formed by the Syrian authorities to the occupied al-Tanf zone and readiness to ensure the safety of the evacuation of camp residents.

However, the situation in the camp continues to deteriorate. The current dangerous health situation is a matter of serious concern. According to the representative of the World Health Organization in the Syrian Arab Republic E.Hoff, in the Rukban camp of internally displaced persons there is no doctor and continue to develop life-threatening infectious diseases. Many cases of diarrhoea, hepatitis and skin diseases have been identified.

Two days ago, due to malnutrition, poor sanitation and infection, two Syrian children died in the camp. And this is just one day. And the reason for that is the absolutely destructive position of the USA and their indifference to the lives of innocent little inhabitants of this camp.

At the same time, the American side has enough conscience to accuse Russia and Syria of blocking the UN humanitarian convoys, while international humanitarian organizations have already recognized the need to disband this ghetto as soon as possible and evacuate its residents.

The US illegally occupied al-Tanf zone and restrict the activities of international and non-governmental humanitarian organizations on the territory, using Magavir Al-Saura armed gang. In this zone, the us military has full control over parts of the Syrian-Iraqi and Syrian-Jordanian borders, including the Rukban internally displaced persons camp, where crime is rampant.

We reiterate that the Syrian government has long been ready to disband the camp and receive its inhabitants. In the settlements chosen by the residents of Rukban, a sufficient number of residential facilities have been prepared for accomadation. The necessary stock of food, drinking water, bedding and medicines has been created.

Taking into account the catastrophic living conditions of the residents of the Rukban camp and understanding the need for an early evacuation to end their daily suffering, the Syrian authorities have formed and are in constant readiness of 6 car columns of comfortable buses.

Once again, we call on the American side to show mercy and finally to open access to the occupied al-Tanf zone, to give the opportunity to take out the suffering residents of the Rukban camp of internally displaced persons, to stop their suffering, to allow them to live freely in their native places for the speedy restoration of peaceful life in Syria.

For 1,781 days now the Syrian citizens has been suffering forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied Al-Tanf zone.

Unbearable living conditions of the camp residents are exacerbated by violence from militants controlled by the United States armed gangs headed by Magavir Al-Saura, the hunger, cold and dangerous infections, and the lack of any opportunity freely to leave it.

Since may 2018, a little more than 800 Syrians have managed to return to their homes, each of them paid the militants 300 US dollars for their freedom. But today no one leaves Rukban, since the old people, disabled people, women and children have no place to take this money, and fathers of families cannot collect the necessary amount for all family members, since there is no work in the camp.

Syrian citizens who have left the camp are afraid to report this information openly, seriously fearing for the lives of the people remaining in the camp.

We urge the entire world community to pay close attention to this glaring fact. The United States and its accomplices, depriving the residents of the Rukban camp of free movement and choice of residence at their discretion, grossly violate all the fundamental norms of international law.

We again appeal to the United Nations to abandon the inefficient practice of supplying humanitarian convoys to Rukban prisoners, since a significant part of the cargo is used by the Americans to feed the militants. We urgently demand an impact on the United States for the speedy disbandment of the camp. Internally displaced persons should be able to leave the camp without paying tribute to pro-American groups.
