The Trump administration is “expanding its goals” in Syria to include a “potentially open-ended commitment” to support the Kurd-dominated Syrian Democratic Forces (SDF), the newspaper reported on Wednesday, citing several anonymous US officials. The change comes as the defeat of the Islamic State (IS, formerly ISIS) terrorist group in Syria seems imminent. Washington has been justifying its deployment of ground troops in Syria, which violates the embattled nation’s sovereignty, by citing the need to fight IS. US Defense Secretary James Mattis last week went so far as to erroneously claim that the US had been given a mandate to be in Syria, stating: “You know, the UN said that … basically we can go after ISIS. And we're there to take them out.” While Washington has a history of skipping UN approval for its military interventions, be it in Syria or in other sovereign states, it appears that the semblance of legitimacy for keeping hundreds of troops in Syria is about to be dispelled. WaPo sources say that Washington actually sees its boots on the ground as a source of leverage in dealing with the government of President Bashar Assad and his allies. “An abrupt US withdrawal could complete Assad’s sweep of Syrian territory and help guarantee his political survival – an outcome that would constitute a win for Iran, his close ally. To avoid that outcome, US officials say they plan to maintain a US troop presence in northern Syria… and establish new local governance, apart from the Assad government, in those areas,” the newspaper said. I would like to say that it is unclear why the paper is referring to some “unnamed” members of the administration, when the Secretary of Defence, James Mattis (I mentioned this today), told journalists in plain language on November 13 that the US military would not leave Syria, I quote, “before the Geneva process has cracked,” and the US will obviously interpret the terms of political settlement as it sees fit. We have repeatedly drawn Washington’s attention to the fact that statements of this sort generate a lot of questions about the true aims of American and coalition military presence in Syria. I mentioned this today and will repeat it: From the point of view of international law, the US presence in Syria is illegal. The United States is doing this not only without the relevant permission or invitation from the Damascus government, whose ambassador is in the UN on the daily basis representing his country, but also against the will of the legitimate Syrian government. The US is present there without any additional or other legal grounds. To call things by their proper names, they are behaving in a way that borders on occupation. If armed forces are present in a territory of another state and are waging active warfare without its explicit permission, while international institutions, namely the UN Security Council, are not delegating the relevant authority either, it is called occupation. We commented on this recently. Contrary to statements by US military representatives to the effect that the UN has allegedly authorised the United States, there is no UN Security Council sanction on their presence in Syria. [It will be recalled that] the UN Security Council is the only United Nations agency authorised under the UN Charter to approve decisions on the use of military force by the international community. No such decisions have been approved. Accordingly, the United States has no right to be there. We are particularly concerned about plans to establish certain bodies of power independent from Damascus in areas controlled by the Washington-sponsored armed groups. This is being done without the consent of local residents. We have said this repeatedly and would like to stress it again: this is a direct path towards splitting the country. One part of the world community – you saw this in Sochi yesterday – is holding summits and trying to consolidate the public in some way or other. They are doing their best to provide a venue and the potential for dialogue between different representatives of the opposition, former extremists, who are laying down arms, and official Damascus. They are seeking to create the right atmosphere for talks on Syria’s future, which would be held by the Syrians themselves. On the other side, we hear statements like this, statements coming from Washington, which, regrettably, are backed by moves on the ground. To reiterate: From our point of view, this is a direct path towards splitting the country. In the airspace of Syria, support and cover for bombers were carried out by Su-30SM fighters, based at the airbase of Khmeimim. As a result of the air strike, the terrorists' strongholds and militant concentrations were destroyed. Syria Intercepts Israeli Missile Attack Near Damascus
According to earlier reports, Israel has launched a number of airstrikes targeting Syria's territory from Lebanese airspace. Several Israeli ground-to-surface missiles have been intercepted by Syrian forces, while a number of others caused material damage in the area south of Damascus, the Syrian Al-Ikhbariya TV channel reported. The missiles hit an ammunition depot of the Syrian army at 0:30 local time (22:30 GMT on Friday), causing explosions in the area between the towns of Kiswah (Kesweh) and Sahnaya, Arab outlet Al-Masdar News earlier reported citing its sources. |

Syria has been preserved as a sovereign and independent state. Refugees are returning to their homes. Favourable conditions have been created for a political settlement under the UN. The Russian Centre for the reconciliation of opposing sides in Syria continues to operate in line with international agreements. The two bases, in Tartous and Khmeimim, will continue to operate on a permanent basis. If the terrorists raise their heads again, we will deal unprecedented strikes unlike anything they have seen. In just over two years, the Russian Armed Forces and the Syrian Army have defeated the most combat-ready group of international terrorists. In this connection, I have decided to redeploy most of the Russian military contingent from the Syrian Arab Republic to Russia. You are returning victorious to your homes, your families, parents, wives, children and friends.
