Syria update

We continue to closely monitor developments in the Idlib de-escalation zone. Terrorist fighters from Hay’at Tahrir al-Sham, an alliance affiliated with al-Nusra, persist with their provocative attacks against government troops. More than 460 incidents of this kind were reported since the beginning of the year, leaving more than 30 people killed and some 100 wounded. On March 12, terrorists carried out a massive attack involving suicide bombers against the positions held by the Syrian army in northern Hama province. In addition to this, several civilians have been killed recently after communities in northern Latakia and in western Aleppo were shelled. The Syrian army returned fire, destroying Hay’at Tahrir al-Sham’s strongholds in northern Hama and in southern Idlib. We are concerned with the incoming reports of Hay’at Tahrir al-Sham fighters, together with the infamous White Helmets, preparing new stage-managed incidents involving toxic agents in order to blame the government forces for using chemical weapons. Terrorists are hiding ordnances for these attacks in arms caches across Aleppo, Idlib, Latakia and Hama provinces.

Kurdish units of the Syrian Democratic Forces (SDF) operating on the east bank of the Euphrates have resumed their efforts to take over the last ISIS stronghold in Baghuz, Deir ez-Zor province. The SDF is getting air support from the so-called international anti-ISIS coalition led by the US. According to media reports, on March 11, about 50 civilians were killed and dozens sustained wounds of varying degrees of severity in an indiscriminate air strike against Baghuz, when these people, mostly women and children, were trying to get out of the so-called Baghuz pocket.

Apart from casualties among local civilians, carpet bombing of Baghuz has also resulted in more people arriving to camps of internally displaced persons (IDPs) located on the east bank of the Euphrates. In particular, according to UN data, there are already more than 65,000 people in al-Hawl camp that we mentioned on a number of occasions during our briefings. It has to be mentioned that this facility is designed for temporary accommodation and lacks the resources to satisfy the needs of people arriving there. As a result, the al-Hawl camp is overcrowded, and suffers from poor sanitation. More than 100 people died there due to unsatisfactory conditions, and two-thirds of these people were children, many of whom died from hypothermia. All in all, we note further deterioration of the already complicated humanitarian situation in this camp.

The third Brussels Conference, Supporting the Future of Syria and the Region, was held yesterday March 14) under the EU and UN auspices.

Russia used the Brussels conference as a platform for explaining to all responsible members of the international community the damage caused by unilateral sanctions imposed by a number of Western countries against Damascus. These sanctions did nothing except worsen the humanitarian situation in Syria.

I would like to point out that in our contacts with our Western partners, including representatives of pan-European international organisations, Russia repeatedly asked about their motives in imposing sanctions against Syria. What data led to the decision to introduce these sanctions? The sanctions were imposed legitimately was the only reply we got. It remains a big question what underpins these sanctions and what served as a justification for imposing them. It would be fine if someone really made an effort to reveal the legal and humanitarian foundations of these sanctions. This is an absurdity at its finest. On the one hand, they are raising millions of dollars to help Syria and its people, talking about their plight and setting up non-governmental foundations, while, on the other hand, imposing blocking sanctions. These two lines of conduct are totally at odds with each other. It is hard to understand how they can coexist in the minds of those promoting policies of this kind.

Unfortunately, organisers of this relatively representative forum once again failed to invite representatives of the legitimate Syrian government to this event. Our Western partners continue to turn a blind eye on the positive changes taking place in the country, in part on the back of the efforts made by the Syrian government. Let me remind you that the central government restored its control over most of Syria during the past year, significantly reducing violence levels. Proactive efforts are underway to promote the political process, including the establishment of a Constitutional Committee, and more and more Syrian refuges are returning to places of their permanent residence in Syria.

Regarding the refugees, I would like to mention the visit by a delegation headed by UN High Commissioner for Refugees, Filippo Grandi, to Syria in early March. Apart from contacts with the Syrian leadership in Damascus, the UN delegation also visited accommodation facilities for Syrian returnees in Homs and Hama provinces. It is noteworthy that during this exploratory trip UN humanitarian officials were able to talk to Syrians and saw with their own eyes that the returnees lived in decent conditions and did not complain about returning to their homeland.

The Syrian government guarantees the same decent conditions to citizens seeking to leave the Rukban camp that is located in the US-occupied zone near Al-Tanf. But they are not having much luck as they are being prevented from doing so by the US-backed militant group Mahavir as-Saura, whose fighters require people leaving the camp to pay a stiff fee. Washington abets these criminals in their arbitrary outrage by fomenting fears that people leaving the “reservation” will be immediately arrested. Few are willing to challenge the doubts expressed by the US. Still, UN representatives who visited Rukban last month saw with their own eyes that people there really wanted to leave this nightmare behind.

Child deaths at the Rukban refugee camp in Syria

At the previous briefing, I was asked to comment on the reports on deaths of children at the Rukban camp for refugees and internally displaced persons.

Indeed, according to information from UNICEF, 12 children, including five newborn babies, have died at the Rukban refugee camp since the beginning of 2019.

We can confirm this data. We have no information about mass graves of children at the camp. The situation as described certainly is a cause for grave concern.

Russia has repeatedly drawn public attention to the root of the problem, which is the illegal 55-kilometre so-called security zone set up by the US on sovereign Syrian territory, where the camp is located. We would like to stress the point again that the only solution to the Rukban problem is its speedy disbandment and resettlement of its inhabitants.

We are convinced that stopgap measures, primarily the sending of convoys with food and medications there, will not solve the humanitarian problem in Rukban, where 95 percent of the refugees want to leave the camp as soon as possible. However, the US and the armed gangs it supports control the area around the camp and actually block exits from it. As such, they take full responsibility for the developments there, including deaths of children. The Americans provide their troops with everyday necessities, so making an issue out of food deliveries to the refugees in the camp is nothing but political games.

Amid the artificially fueled media hysteria around the humanitarian situation at Rukban, we are concerned by the fact that so-called humanitarian activists are actually hushing up the critical situation at another refugee camp in Syria, the al-Hol camp, where the living conditions continue to deteriorate. The death toll has exceeded 80 people there, most of whom are children.

Today is the 1,782th day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied al-Tanf zone.

The American side has already repeatedly shown its indifference to the suffering of the disastrous residents of Rukban. The US seek to hide both the camp’s population and the world’s public from the positive dynamic of restoring peace, which has been achieved thanks to the efforts of the government of the Syrian Arab Republic with the support of Russia and other countries. Political and informational pressure is exercised on all who are willing to assist in the revival of Syria.

The results of the third Brussels Conference on Supporting the future of Syria and the region were another confirmation of the disinterestedness of the United States and the European Union in the return of Syrian citizens from Europe to their pre-war places.

The decisions of the Brussels Forum on the failure to provide official Damascus financial assistance have been taken, despite the fact that the situation in the country is normalizing, and the Syrian government is taking active measures to revive the Syrian economy.

We welcome the statement by N.Roschdy the new humanitarian adviser to the Special Envoy of the UN Secretary-General for Syria, to step up joint work with the Syrian Ministry of Foreign Affairs on the participation of the world organization in the voluntary, safe and dignified resettlement of internally displaced persons from the al-Tanf zone.

We emphasize that the only possible way to stop the suffering of Rukban residents is to resettle the camp in full accordance with their desire.

The authorities of Syria are ready at any moment to send 6 car columns prepared with the help of evacuation of Syrian citizens with comfortable buses and rescue the suffering Syrian citizens. For this purpose, only the consent of the American side is necessary to disband the camp and provide guarantees for the security of the movement of vehicles in the occupied al-Tanf zone.

Today is already 1,783th day of suffering of Syrian citizens forcibly detained in Rukban refugee camp by US-controlled armed groups.

Despite the economic crisis that Syria is experiencing after the war, the government of the republic continues to make enormous efforts to restore the country's infrastructure and is taking unprecedented measures to create the necessary conditions for refugees and internally displaced persons.

The results of the Brussels conference, organized to assist Syria, essentially continue to impose heavy economic sanctions on the Syrians and at the same time its organizers pretend to help the population exhausted by eight years of fighting international terrorism.

However, the collected funds will only go to help refugees living in Jordan, Lebanon and Turkey. Thus, the European Union, by stimulating their assimilation in these states, impedes the process of the return of Syrian citizens to their homeland.

And about 400 million US dollars allocated by the American side to help Syria, not a cent will go to the Syrian people. The entire amount is distributed between UN agencies and non-governmental organizations, including the maintenance and further financing of provocations, including the use of toxic substances conducted by White Helmets activists. Apparently, their experience of installing staged videos about so called "regime atrocities" can still be useful if justification for aggression against the legal authorities of the country is needed.

At the same time, the United States and its allies believe that they have the right to impose excessive demands on the Syrian government on organizing any special conditions for receiving returning citizens, including those from the Rukban refugee camp, while not providing any financial assistance to support national economics and the maintenance of internally displaced persons.

If the US leadership really cares about the fate of the Rukban residents, then the American side needs to open unimpeded access to the camp of internally displaced persons to evacuate its people and leave the illegally occupied Al-Tanf zone.

Russian Defence Minister General of the Army Sergei Shoigu held talks with President of Syrian Arab Republic Bashar al-Assad in Damascus

On March 19, by the order of the President of the Russian Federation Vladimir Putin, the Minister of Defence of the Russian Federation, General of the Army Sergei Shoigu, made a working trip to the Syrian Arab Republic.

In Damascus, Sergei Shoigu held talks with President Bashar al-Assad and delivered to the President of Syria a message from Russian President Vladimir Putin.

During the talks with Bashar al-Assad, issues of fighting international terrorism in Syria, various aspects of security in the Middle East region and post-conflict settlement were discussed.

The topics of further expanding the possibilities for the voluntary return of refugees and temporarily displaced persons to their places of residence in Syria, as well as providing humanitarian assistance to the Syrian population were touched upon.

“In Syria, with the support of Russia, undoubtedly achieved significant success in the fight against international terrorism, to stop its arbitrariness and distribution. The main thing is that we were able to preserve the Syrian state and created conditions for the return of citizens to peaceful life”, - said Sergei Shoigu during a meeting with the Syrian President.

“However, not everyone is satisfied with the successes of the Syrian government in restoring a peaceful life. Western countries are trying to minimize any positive changes in Syria and create new obstacles to end the crisis", - said Sergei Shoigu.

Today is the 1784th day of the Syrian citizens suffering forcibly detained in the “Rukban” internally displaced persons camp controlled by the United States gangs.

Despite the obvious desire of the “Rukban” camp residents to return home, confirmed by the results of UN surveys, and the repeated statements of the American side about the absence of any obstacles to the free exit of Syrian citizens, we have not seen yet a flow of internally displaced persons returning to their homes.

Having studied the situation in detail, we come to the understanding that the capabilities of the US military base in Al-TANF to ensure the safety of “Rukban” residents who have expressed a desire to return to their native places are clearly insufficient. Being held hostage to its own destructive policy conducted in the Syrian direction, today, the American side is not able to influence all illegal armed groups rampaging in the occupied zone.

In this regard, the Syrian government is ready to provide reliable protection and defense of 6 humanitarian vehicle convoys by the security service of the Syrian Arab Republic in cooperation with the military police units of the Armed Forces of the Russian Federation.

We offer the American side to take part in the arrangement of humanitarian operation cover to evacuate suffering Syrian citizens by planes using joint efforts of the Russian Aerospace Forces and the Command of the US Armed Forces in the area of Al-TANF.

We kindly request the US leadership to support this initiative and to appoint its representatives to accompany the vehicle convoys, as well as to influence the militants to ensure unrestricted access to the “Rukban” camp.

For 1,785 days now the Syrian citizens has been suffering forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied Al-Tanf zone.

Thanks to the voluntary and noble impulse of the leadership of Jordan, the Nasib checkpoint was opened on the Syrian border, which operates around the clock, ensuring a significant flow of Syrian citizens returning to their homeland. During the day about a thousand people pass through it, and during its operation more than 100,000 Syrians have already returned to the territory of Syria.

It should be noted that the returning Syrian citizens leave temporary accommodation, organized by the authorities of the kingdom from the very beginning of the armed conflict, which takes into account all the requirements of international humanitarian organizations, and the conditions created in them cannot even be compared with the situation in Rukban. It should be emphasized that the Jordanian authorities during the civil war in Syria took about a million Syrians on their territory and managed to provide them with the necessary conditions for life.

And here the position of the United States is completely incomprehensible, they block the implementation of the initiative to disband the camp and evacuate its inhabitants in humiliating, anti-human conditions to their native places with enviable persistence.

We appeal to the entire international community to support the idea of disbanding the Rukban camp, this hotbed of violence, crime, and the spread of dangerous infections on the Syrian-Jordanian border.

The resettlement of the camp of internally displaced persons will additionally stimulate the Syrian refugees living in the kingdom to return to their homeland, and this is undoubtedly economically viable for the Jordanian side. We ask the leadership of Jordan to join this process and provide all possible assistance for the speedy rescue of people from the Rukban camp.

For 1,786 days now the Syrian citizens has been suffering forcibly detained in Rukban refugee camp by US-controlled armed groups in the occupied Al-Tanf zone.

Despite the unprecedented measures taken by the Syrian authorities, the residents of the Rukban camp still cannot return home due to the tough opposition of the American side.

Washington does not care about the humanitarian catastrophe happening in the camp which every day continues to only get worse. It is advantageous for the United States to keep Rukban residents under its control as long as possible to substantiate its illegal presence in the al-Tanf zone.

But we cannot remain indifferent to the suffering of people in the Rukban camp, and with a sense of full responsibility, we insist on the early elimination of this source of violence, crime and the spread of dangerous infections on the Syrian-Jordanian border.

Recent space images show that the number of graves in spontaneous cemeteries located in the immediate vicinity of the dwellings continues to grow rapidly. There are daily reports of the death of young children as a result of unsanitary conditions and infectious diseases, as well as the absence of doctors and elementary medical care in the camp.

The conditions created in Latakia, as well as Khalidiyah, al-Amara, Homs, Mhine, al-Qaryatayn, Palmyra, the suburbs of Damascus and Aleppo, today provide decent accommodation more than 35,000 people.

The Syrian government continues to maintain six convoys of comfortable buses, which are ready to move directly to the Rukban camp at any time for the simultaneous evacuation of up to 2,400 people to their chosen places of residence.

According to the basic principles of the United Nations, such as respect for human rights and fundamental freedoms for all, without distinction of race, language and religion, pursuing a sincere desire to save the suffering people of Rukban who find themselves in inhuman conditions, the Joint Coordination Committee of Russia and Syria decided:

At 10:00 on March 26, 2019, the local time, the Head of the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring in the Syrian Arab Republic, Major General Viktor Kupchishin will hold a coordination meeting at the Jleb checkpoint, to develop agreed step-by-step activities disbanding the Rukban camp.

The representatives of the Syrian Joint Coordination Committee, the Ministry of Municipal Administration and the National Security Bureau will take part in the meeting.

In order to develop coordinated step-by-step measures for the disbandment of the Rukban camp, we invite representatives of the command of American troops in the al-Tanf zone, as well as the United States diplomatic corps in Jordan and to ensure the presence of tribal sheikhs at the event to attend the coordination meeting.

We also invite the Jordanian side to participate in the meeting, whom are interested in the earliest possible resolution of the disbandment of the Rukban camp, which is the centre of the spread of terrorism, epidemics and poverty, located near the state border of Jordan.

We appeal to the UNHCR, the UN Refugee Agency in the Syrian Arab Republic and the Office for the Coordination of Humanitarian Affairs of the UN Secretary-General to send representatives of their offices, as well as representatives of other humanitarian organizations, including the Syrian Arab Red Crescent, to this meeting.

During the event, include a visit to the Rukban camp by the working group consisting of representatives from the Syrian Arab Republic, the Russian Federation, the United States of America, Jordan, and the United Nations to monitor, study and assess the situation directly in the places of residence of refugees.

Security of the movement and the reception of the refugees on the territory controlled by the Syrian government will be provided by the security forces of the Syrian Arab Republic in cooperation with the Russian military police units. We also appeal to the US command for its part to ensure the security of the event in the 55-kilometer al-Tanf zone they control.

At the same time, it is proposed to ensure the safety of a working group in the al-Tanf zone from the air by joint efforts, by agreement, with the use of unmanned aerial vehicles and aircraft of both the Russian Air Force and the US Air Force.

If it is impossible to hold a coordination meeting within a specified time frame, that is, on March 26, 2019, for any objective organizational or technical reasons, we offer reserve dates for holding: April 2 or 9, 2019 at 10.00 - local time , with the same composition and at the same place at the Jleb checkpoint.

If it is impossible to organize a visit to the Rukban camp through the Al-Tanf zone from the territory of Syria, please ensure that it is inspected from the Jordanian side. We are ready for this, in the name of saving the long-suffering residents of Rukban.

We count on the support of the world community and the United Nations in the implementation of our initiative to disband the Rukban internally displaced persons camp and evacuate suffering Syrian citizens.

Joint Coordination Committee holds another session in Moscow to discuss repatriation of Syrian refugees

Dear colleagues!

today we hold another session of joint coordination committees of the Russian Federation and the Syrian Arab Republic.

A total of 1,676,833 Syrian citizens have already returned to their homes from abroad, with 1,282,053 of internally displaced persons and 394,780 of refugees.

Over the past month, more than 31,541 Syrian citizens have returned to their homes, including more than 4,805 internally displaced persons and over 26,736 refugees from foreign countries.

Measures are being actively taken to rehabilitate social infrastructure of the country. Over the past week, the following facilities were repaired and commissioned in:

5,300 houses,

297 medical institutions,

1,497 educational institutions,

312 water supply facilities,

319 bakeries,

1,078 power supply stations,

14,263 industrial enterprises.







Thus, the positive dynamics in the restoration of social facilities and infrastructure of Syria persists, which, in turn, contributes to the improvement of the overall situation in the country.

The Syrian Government has done tremendous work to improve the regulatory framework aimed at encouraging the return of refugees:

the decree №18 declaring an amnesty signed by Syrian President Bashar al-Assad has been established and is working;

according with the changes made to Law №10 work continues to restore the rights of citizens to abandoned property;

a simplified procedure for the receipt or restoration by citizens of the necessary identity documents has been developed and is in effect;

a deferment from military service is provided for the returning of male population.

A large-scale activity has been launched in all international venues, including in New York, Washington, Geneva and Amman, aimed at implementing the initiative to return Syrian citizens to their homeland and assist the Syrian government in creating decent living conditions in the country.

Over the past week, one significant event can be distinguished on the Syrian settlement, the third international donor conference on Syria, held in Brussels on March 13-14. Unfortunately, representatives of official Damascus were once again not invited to the forum, and it is contrary to the fundamental principles of international humanitarian law. The conference participants pledged to provide 7 billion US dollars in humanitarian aid this year and another 2.4 billion US dollars for 2020. However, the provision of financial assistance by donors is again politicized and surrounded by preliminary requirements.

We would like to show the position of the Russian side that the only solution to the Rukban problem is the early disbanding of the camp and the resettlement of its inhabitants. We are convinced that palliative measures, first of all, the sending of convoys with food and medicines there will not ensure the rectification of the humanitarian situation in Rukban, especially since the overwhelming majority of those who are there would like to leave it as soon as possible.

Igor Viktorovich, thanks for the detailed report. As we see, the situation in the al-Tanf zone, which has been illegally occupied by the American side, continues to be in the center of attention of the international community and requires urgent cardinal measures to resolve it.

Despite the measures taken, the Rukban internally displaced persons camp continues to exist. Its population is in catastrophic conditions, which are aggravated every day.

Recent space images show that the number of graves in spontaneous cemeteries located in the immediate vicinity of the dwellings continues to grow rapidly. There are daily reports of the death of young children as a result of unsanitary conditions and infectious diseases, as well as the absence of doctors and elementary medical care in the camp.

And our American so called partners calmly look at all this.

But we cannot remain indifferent to the suffering of people in the Rukban camp, and with a sense of full responsibility, we insist on the early elimination of this source of violence, crime and the spread of dangerous infections on the Syrian-Jordanian border.

According to the basic principles of the United Nations, such as respect for human rights and fundamental freedoms for all, without distinction of race, language and religion, pursuing a sincere desire to save the suffering people of Rukban who find themselves in inhuman conditions, the Joint Coordination Committee of Russia and Syria decided:







At 10:00 on March 26, 2019, the local time, the Head of the Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring in the Syrian Arab Republic, Major General Viktor Kupchishin will hold a coordination meeting at the Jleb checkpoint, to develop agreed step-by-step activities disbanding the Rukban camp.

The representatives of the Syrian Joint Coordination Committee, the Ministry of Municipal Administration and the National Security Bureau will take part in the meeting.

In order to develop coordinated step-by-step measures for the disbandment of the Rukban camp, we invite representatives of the command of American troops in the al-Tanf zone, as well as the United States diplomatic corps in Jordan and to ensure the presence of tribal sheikhs at the event to attend the coordination meeting.

We also invite the Jordanian side to participate in the meeting, whom are interested in the earliest possible resolution of the disbandment of the Rukban camp, which is the centre of the spread of terrorism, epidemics and poverty, located near the state border of Jordan.

We appeal to the UNHCR, the UN Refugee Agency in the Syrian Arab Republic and the Office for the Coordination of Humanitarian Affairs of the UN Secretary-General to send representatives of their offices, as well as representatives of other humanitarian organizations, including the Syrian Arab Red Crescent, to this meeting.

During the event, include a visit to the Rukban camp by the working group consisting of representatives from the Syrian Arab Republic, the Russian Federation, the United States of America, Jordan, and the United Nations to monitor, study and assess the situation directly in the places of residence of refugees.

Security of the movement and the reception of the refugees on the territory controlled by the Syrian government will be provided by the security forces of the Syrian Arab Republic in cooperation with the Russian military police units. We also appeal to the US command for its part to ensure the security of the event in the 55-kilometer al-Tanf zone they control.







At the same time, it is proposed to ensure the safety of a working group in the al-Tanf zone from the air by joint efforts, by agreement, with the use of unmanned aerial vehicles and aircraft of both the Russian Air Force and the US Air Force.

If it is impossible to hold a coordination meeting within a specified time frame, that is, on March 26, 2019, for any objective organizational or technical reasons, we offer reserve dates for holding: April 2 or 9, 2019 at 10.00 - local time , with the same composition and at the same place at the Jleb checkpoint.

If it is impossible to organize a visit to the Rukban camp through the Al-Tanf zone from the territory of Syria, please ensure that it is inspected from the Jordanian side. We are ready for this, in the name of saving the long-suffering residents of Rukban.

Igor Viktorovich, I ask the Russian Ministry of Foreign Affairs, taking into account the most difficult situation in the Rukban camp, in order to save suffering people, through appropriate diplomatic structures to resolve the issue of unimpeded access to the 55-kilometer al-Tanf zone and evacuating the camp population, to deploy an active work at all international platforms, primarily in New York, Washington, Geneva and Amman, with American colleagues.

The conditions created in Latakia, as well as Khalidiyah, al-Amara, Homs, Mhine, al-Qaryatayn, Palmyra, the suburbs of Damascus and Aleppo, today provide decent accommodation more than 35,000 people.

Hoping for the positive results of the upcoming coordination meeting at the Jleb checkpoint, I ask you to keep the six columns of comfortable buses in constant readiness at any moment to go directly to the Rukban camp for simultaneous evacuation of up to 2,400 people to the specified places of their residence.

Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.

he Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring has held no humanitarian actions over the past day.

In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2,085 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,309.96 tons.

As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for March 21, 2019, in total 57,044 were granted amnesty.

Social infrastructure is being recovered. 31,430 houses, 835 educational facilities and 148 medical centres has been recovered. Besides, 1,022.7km of roads have been repaired.

In order to prevent a humanitarian disaster in the Rukban refugee camp, a humanitarian corridor and the Jleb mobile checkpoint are set up, where also specially formed columns of buses are also sent for the voluntary and unimpeded return of temporarily displaced persons from the al-Tanf area to the places of their permanent residence.

The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure for the restoration of documents. There are also centres for temporary accommodation for refugees.

On March 26, 2019, Joint Coordination Committee of Russian Federation and the Syrian Arab Republic planned to hold a coordination meeting on the gradual disbanding of Rukban camp at the Jleb checkpoint. Ceasefire observation

As part of the implementation of the Memorandum on the establishment of de-escalation zones in the Syrian Arab Republic, signed by the Russian Federation, the Republic of Turkey and the Islamic Republic of Iran on 4 May 2017, control groups continue monitoring ceasefire compliance.

Over the last 24 hours, the Russian party of the Russia-Turkey Commission on violations of the Joint Agreement has registered 11 cases of firing in the provinces of: Aleppo (2), Hama (1), Idlib (2) and Latakia (6).

The Turkish side has registered 43 cases of ceasefire violations in the provinces of Aleppo (6), Hama (24), Idlib (7) and Latakia (6).

Return of Refugees from abroad

Over the past day, in total 852 people returned to the Syrian Arab Republic from the territory of foreign states: 149 people (38 women and 64 children) left Lebanon for Syria via the Jaydet-Yabus and Talkalakh CPs, and 703 people (251 women and 427 children) from Jordan via the Nasib CP.

Since July 18, 2018, in total 165,500 Syrians have returned back to their homes from abroad:

60,589 refugees have left Lebanon (18,209 women and 30,641 children), with 36,038 of them - via the Jeydet-Yabus CP, Zemrani – 4,346 people, 1,834 people via al-Dabusiyah, 854 people via the al-Qusayr and 17,517 via Talkalakh;

104,911 people (31,286 women and 53,134 children) have passed via the Nasib CP from Jordan.

According to consolidated information provided by UNHCR, the UN Refugee Agency, as for January 1, 2019 there are still 6,675,308 registered refugees seeking asylum in 45 countries worldwide, with 2,002,592 women and 3,404,407 children among them.

In 45 embassies of the Russian Federation in foreign countries where the Syrian refugees seek asylum, 30 countries (Turkey, Lebanon, Jordan, Germany, Egypt, Iraq, Netherlands, Austria, Denmark, Greece, Switzerland, Cyprus, Belgium, Italy, Romania, Spain, Ireland, Malta, Poland, Bosnia and Herzegovina, Argentina, Luxembourg, Croatia, Slovenia, Bulgaria, Hungary, Iceland, Slovakia, Czech Republic, Latvia) confirmed the figures provided by the UNHCR, the UN Refugee Agency, on Syrian citizens in these countries.

At present there are 6,345,760 Syrians in these countries: (Turkey - 3,622,366, Lebanon - 948,849, Jordan - 671,551, Germany - 534,011, Iraq - 252,526, Egypt - 132,553, Netherlands - 74,998, Austria - 42,505, Denmark - 17,995, Greece - 13,139 , Switzerland - 6,702, Cyprus - 5,899, Belgium - 3,982, Italy - 3,836, Romania - 3,101, Spain - 2,352, Ireland - 1,729, Malta - 1,289, Bosnia and Herzegovina - 1,630, Poland - 1,069, Argentina - 1,496, Luxembourg - 663, Croatia - 530, Slovenia - 460, Iceland - 197, Bulgaria - 180, Hungary - 51, Slovakia - 43, Czech Republic - 39, Latvia - 19).

It is estimated, that 1,712,264 Syrians in nine countries expressed their desire to return back to their homeland (Lebanon – 889,031, Turkey – 297,342, Germany – 174,897, Jordan – 149,268, Iraq – 101,233, Egypt – 99,834, Denmark – 412, Brazil – 149, Austria - 68, Argentina - 30).

Since September 30, 2015, in total 394,780 Syrians have returned back to their homes from abroad (118,471 women, 201,236 children).

Twelve CPs have already deployed for returnees, among them there are:

five on the Syria-Lebanon border (Zemrani, Jaydet-Yabus (Zabadani), al-Sabusiya (al-Aarida), Talkalakh and al-Qusayr (Qusayr));

one on the Syria-Jordan border (Nasib);

three in the Syrian Arab Republic (Abu-al-Dukhur, al-Salhiyah, Jleb);

one CP at Damascus international airport;

one CP at Baniyas sea port.

The leadership of Syria is taking active steps aimed at increasing the efficiency of the process of repatriation of Syrian refugees from the territory of foreign states.



Internal Displacement

It is reported that 66 Syrians returned back to:

Eastern Ghouta (Damascus province) - 30 people (14 women and 11 children). Since September 30, 2015 – 140,874 people (42,444 women, 69,766 children);

No people to the places of permanent residence in Deir ez-Zor province through the checkpoint al-Salhiyah. Since August 25, 2018, in total, 40,184 people (women – 13,793 children 18,413), 2,286 vehicles and 2,292 heads of cattle.

36 people (women - 7, children - 17), 7 vehicles and 3 heads of cattle returned to the places of permanent residence through the Jeleb checkpoint. Since February 19, 2019, in total, 1,471 people (women – 345, children 697), 175 vehicles and 1,094 heads of cattle.

Over the past day, no refugees have left the Idlib de-escalation zone. Since March 4, 2018, in total, 44,736 people (women – 14,413, children 20,398), 4,751 vehicles and 54,841 heads of cattle left the Idlib de-escalation zone.

Since September 30, 2015, in total 1,282,053 IDPs have returned back to their homes in the Syrian Arab Republic (387,188 women, 648,006 children). Since January 1, 2019, 13,457 IDPs (4,629 women, 5,752 children).



Cities and Towns Ready to Receive Refugees

There are 1,497,650 places arranged to receive and accommodate refugees in 412 settlements less affected by the combat actions.



Infrastructure Rehabilitation

Seven buildings were recovered over the past day (al-Ganto (Homs province) - two, Qubet al-Qurdi (Hama province) - two , al-Gariie (al-Suwayda province) - three) and a power station in Abu Kamal (Deir ez-Zor province).

They assessed the social infrastructure and facilities, housing fund, amount of construction materials available in Tasil (Daraa province), and Balat (Aleppo province).
In order to improve living conditions for Syrians, and to complete infrastructure rehabilitation it is necessary to supply materials in the following towns:

Tasil – a wheeled crane, 12 windows, 3 cu m of brick, 3 cu m of cement, 2 tons of building bars, 200kg of lime and filling, 600m of water pipes, 700m of electric cables, to overhaul three houses;

Balat – a grader, a tractor, 15 windows, 12 cu m of brick, 10 cu m of cement, 12 tons of building bars, 950kg of lime and filling, 1,800m of water pipes, 1,900m of electric cables to overhaul five houses, water intake station and a power supply station.

Heads of local administrations prepared applications to the Ministry of Public Works and housebuilding to receive construction materials for recovering social infrastructure.

Since July 18, 2018, in total, in the Syrian Arab Republic:

148 medical (one over the past day) and 835 educational organizations have been recovered;

five road bridges and 1,022.7 km of roads were recovered (0.7km - over the past day);

944.6km of power line have been installed (0.6 km - over the past day);

613 power substations (one over the past day), 132 water supply facilities, 167 bakeries (one over the past day), 14,263 industrial enterprises have been put into operation.

Currently, in 345 settlements of the provinces of Aleppo, Damascus, Deir-ez-Zor, Latakia, Hama, Homs, Daraa, al-Suwayda, al-Quneitra, Raqqa, work is underway to overhaul 2,317 houses, 212 schools, 172 kindergartens, 196 bakeries, 242 water pump stations, 202 power substations, 201 medical centres, and 93 places of worship.



Humanitarian Assistance

Besides, the Kadyrov Regional Public Fund distributed fifteen sets of food products in Aleppo city.

In total, the Russian side has organised and carried out 2,085 humanitarian actions, delivering 3,309.96 tons of food supplies, the bare necessities and bottled water.

In total, 104,869 Syrians were provided with medical assistance by Russian military medics.



Mine Clearance

The SAA engineering units carry on the mine clearance operation in the settlements of Shaukatliya, al-Othmaniyah, Oufaniya, Trunja, Rafid, Qseiba (al-Quneitra province), al-Zelaf (Damascus province), Ein-Zat, Talbiseh (Homs province).

3,5 ha of the territory. They found and defused 42 explosive devices.

In total: 1,982.1ha of the territory, 3,317 buildings and 273.4km of roads. They found and defused 19,502 explosive devices including 5,414 improvised explosive devices.



Arrangements for Refugee Reception

The government program on restoration settlements liberated from the militants has started in Damascus, Aleppo and Hama provinces. The program consists of three phases: preparation of infrastructure (water supply, electrification), targeted aid to the population, the repatriation of residents to permanent housing.

National Reconciliation Committees established in Syrian provinces and cities (made up by heads of administrations, police, sheiks, representatives of public organizations and opposition) hold negotiations on joining ceasefire regime and voluntary defection to the side of legal government and the surrender of weapons. Former members of illegal armed formations and internally displaced persons are granted amnesty who lived in the territories earlier occupied by terrorists.

The Joint Coordination Committee of the Syrian Arab Republic on the repatriation of refugees carries out social and economic activities to activate the process of infrastructure rehabilitation; all necessary measures are taken to enable refugees and internally displaced persons to return back to their homeland.

Officers of the Russian Centre for Reconciliation of Opposing Sides held two working meetings:

in Hatlah (Deir ez-Zor province) with representatives of reconciliation committee to agree on the lists of persons wishing to return to the territory controlled by the government;

with the mayor of Aleppo A.Hallack on the issues of conducting humanitarian actions.

The United States is training a large armed group of militants in Syria, Colonel General Sergei Rudskoy, the Head of the Main Operations Directorate of the General Staff of the Armed Forces of the Russian Federation, said during a briefing for journalists in Moscow.

According to him, in the area of the 55-kilometer al-Tanf zone, US instructors are training a large armed formation and a number of small militant groups.







The total number of militants reaches 2,700.

Part of the militants trained in al-Tanf is being transferred by US Air Force helicopters over Euphrates.







The most prepared saboteurs are sent to the territories controlled by the government forces to destabilize the situation and prevent the strengthening of the positions of the Syrian government there. Their tasks are sabotage, destruction of oil and gas infrastructure and the commission of terrorist attacks against government forces. The presence of such groups was noted in the areas of settlements of al-Suwayda, Palmyra and Abu Kamal.

The Russian Hmeymim Air Base and the Tartous Navy service support centre function on a daily basis. The Russian Aerospace Forces grouping in Syria conducts operational and combat training activities, is in readiness to perform tasks to counter terrorism.

Aviation flights have been reduced to a minimum number as part of combat training and additional reconnaissance.

In the conditions of stabilization of the situation in Syria, a large-scale program continues to establish a peaceful life and the return of refugees. Industrial production and agriculture are being revived, schools, hospitals and other social infrastructure are being restored, residential areas are being rebuilt.

In order to assist the Syrian people and coordinate this work, joint coordination committee were created in Russia and Syria. In cooperation with the United Nations, they resolve issues of returning the refugees and providing them with everything they need.

Over the past yeah, 329,610 refugees have returned to the Syrian Arab Republic from Jordan and Lebanon.







Against the background of the process of restoring a peaceful life in the provinces under the control of the Syrian authorities, from June there has been an aggravation of the situation in the Idlib de-escalation zone.

In the framework of the Memorandum on the stabilization of the situation in the Idlib de-escalation zone of September 17, 2018, in close cooperation with Turkish colleagues, work is under way to normalize it.

The Russian side ensures the functioning of Turkish observation posts inside the de-escalation zone, patrolling and posting convoys.

At the same time, the militants of Hayyat Tahrir al-Sham terrorist group do not stop shelling settlements and positions of government forces. Make regular attempts to attack the front edge of the defence of the Syrian units.







Let me remind you that Hayyat Tahrir al-Sham grouping is Jabhat al-Nusra international terrorist organization that has changed its name, which is the al-Qaeda Syrian branch.

Over the past four months, 110 Syrian servicemen and 65 civilians have fallen victim to attacks, mortars and artillery shelling of terrorists from the territory of the Idlib de-escalation zone. Over 240 Syrian servicemen and 100 civilians were injured.

In addition, the terrorists do not stop trying to attack the Hmeymim Air Base. To do this, they use MLRS and unmanned aerial vehicles in their attacks. . Russian air base air defence means repelled these attacks.

Attacks at government forces positions have increased.







Yesterday at 5:40 and 6:10 terrorists launched two massive attacks on the Syrian army positions in the areas of Kafer Yahud and Jalama. In each of the directions, groups of up to 300 militants acted with the support of up to 5 tanks, up to 10 armored vehicles and up to 20 pickups.

These attacks were repelled by Syrian government forces with the support of aviation of the Russian Aerospace Forces.

Since June 12, 2019, terrorists have made 324 shelling and attempted to attack positions 17 times, using tanks and artillery.

At present, reconnaissance assets are recorded by the covert movement and concentration of militants in the south-western part of the de-escalation zone. At least 500 terrorists from Hayyat Tahrir al-Sham have been redeployed from the northern parts of Idlib province. Preparations for offensive are being made.







Over the past month and a half, 11 tanks, 17 infantry fighting vehicles, 12 multiple launch rocket systems, 29 pickups with large-caliber machine guns, as well as 3 depots with more than 40 unmanned aerial vehicles, were destroyed by dotted strikes in the south-western part of the Idlib de-escalation zone.

I want to emphasize that only previously reconnoitered targets are taken to the defeat by Russian aviation, whose position is repeatedly checked through no less than three independent channels. All strikes are aimed and targeted.

Recently, a disinformation campaign to discredit Russia's actions in the Idlib de-escalation zone has been unleashed by terrorists and organizations supporting their activities. It is claimed that Russian aviation allegedly strikes at civilians and socially significant objects.

All such allegations are based on lies of so called rescuers such as White Helmets, were repeatedly caught in provocations, making fakes and working with terrorists.







With staged shots, they spread fake messages about strikes allegedly inflicted by Russian aircraft on civilian targets.

On July 22, the British-based Syrian Observatory for Human Rights, citing the so-called White Helmets, reported on the attacks of the Russian Aerospace Forces on the al-Khal market and adjacent residential areas in the town of Maaret al-Numan in Idlib province. As a result, dozens of civilians were allegedly killed.

Unfortunately, these accusations were cited by individual European media and even representatives of the leadership of Western countries and certain international humanitarian organizations.












The market is easy to find on the map of the Maaret al-Numan city. It is also indicated on the geo-maps of the corresponding Internet services.

Once again I want to emphasize that Russian aviation was not used in this area on July 22 and did not fly there.







On July 24 and 26, Russian unmanned aerial vehicles twice conducted reconnaissance of the site and the surrounding area to check reports of the destruction of the market in Maaret al-Numan.

On the images obtained by means of control, there are completely no signs of destruction.

This is confirmed by the photographs of the Russian spacecraft taken on July 25, 2019, as well as the video taken directly on the al-Khal market in Maaret al-Numan, which we received the day before yesterday.

As can be seen in the frames, the allegedly destroyed market is completely intact and functions as usual.

I will separately dwell on the situation in the Rukban and al-Hol refugee camps located in Syria, illegally occupied by the United States of America.







To date, thanks to the joint efforts of the Russian Centre for Reconciliation of Opposing Sides and the Syrian government, 17,458 people have been withdrawn from the Rukban camp in the al-Tanf zone, most of them women and children. Much of the refugees have already returned to their places of permanent residence in the provinces of Damascus, Homs and Deir ez-Zor. The rest are located in specially deployed temporary accommodation camps in the Damascus area, where they have all the necessary living conditions and high-quality medical care.

In addition to training militants, the American structures in Syria are busy looting the oil facilities and deposits over Euphrates river, belonging to the Syrian government.







Recently, these facilities have been actively increasing the number of employees of US private military companies. Today in Syria, the number of mercenaries of PMCs exceeds 3,500 people.

Arranged for the extraction and sale of Syrian oil from Konako, al-Omar and Tanak fields located on the eastern bank of the Euphrates. There is a criminal scheme for the cross-border supply of Syrian oil. It is simply a looting of the national wealth of Syria.

A significant part of the proceeds from the smuggling of hydrocarbons is spent on the maintenance of illegal armed groups, bribing the sheikhs of Arab tribal unions and fomenting anti-government sentiments.

At this event, demands were put forward in support of the restoration of the territorial integrity of Syria, the withdrawal of foreign military contingents illegally present on its territory and the immediate adoption of measures to restore the country's united economy.

Under these conditions, we believe that it is advisable for our American colleagues to abandon the sanctions regime and really promote a political settlement within the framework of a single Syrian state.

The General Staff of the Armed Forces of the Russian Federation closely monitors the situation throughout Syria and intends to regularly inform the Russian and foreign public about the events taking place there.

ISIS and Kurdish terrorist groups were both receiving aid and weapons from the USA, and now that the USA is fleeing with their tails between their legs after the defeat delivered to them by Russian, Syrian, Lebanese and Iranian forces(The anti-Zionist coalition), Turkey is looking to get involved to quicky put an end to the mess the USA caused.
